About this file

This Statement of Work (SOW) details the Northern Arizona VA Health Care System's (NAVAHCS) requirement for a MaxiMove floor-based patient lift with specific technical specifications. The equipment is needed to support the facility's no-lift policy, enable safe patient handling, and provide training capabilities for the Safe Patient Handling and Mobility Program. Key requirements include a floor lift with a 500-pound weight capacity, integrated weighing scale, power-operated chassis, two-point hanger bar compatibility with existing loop slings, and features such as a PDPS (powered dynamic positioning system), dual-action telescopic mast, ergonomic handles, and emergency stop capability.

The SOW outlines 23 detailed salient characteristics for the lift, including model version KMCLUN-D, two batteries with charger, handheld remote control, stable vertical lifting action, and ability to transfer patients weighing up to 500 pounds. Additional requirements include FDA approval, minimum one-year warranty, and service maintenance agreements. The document also includes a privacy and confidentiality section noting that the equipment does not connect to VA networks or store sensitive information, and specifies that contractors must complete VA privacy training (Course No. VA10176) if accessing VA facilities for more than two consecutive days.

STATEMENT OF WORK

1. Background

The Northern Arizona VA Health Care System (NAVAHCS) located in Prescott, AZ, has a requirement for a training full body patient floor based lift. The MaxiMove floor lift is in use in two locations throughout the facility and training is standardized. The loop slings stocked in the facility are compatible with the MaxiMove, reducing increased cost to purchase special items.

NAVAHCS has a no lift policy, additional equipment is needed for surrounding patient care areas for staff to safely move Veterans. The full body patient floor-based lift allows the direct care provider to safely assist the patient to transfer from supine to seated position, boost in bed, lift from the floor and prone, which minimize manual handling by the caregiver. The requested equipment has a weight capacity of 500 pounds with an integrated weighing scale and power operated chassis leg abductors which allow for access to patient by fitting around chair legs. The option of the two-point hanger bar allows use of the already in-stock loop slings. Equipment will be used by the Safe Patient Handling and Mobility Program Manager and trained clinical staff throughout NAVAHCS.

This equipment is necessary for direct patient care in the Acute Care-3B area as it is essential for patient safety for those patients who are unable to move independently. The MaxiMove Floor-Based Lift will be used in Direct Patient Care to protect patient well-being and employee safety.

This equipment is necessary for to ensure we are following VHA Directive 1611 “New employee orientation (NEO) for staff expected to perform any form of direct patient handling includes the importance of using technology for manual patient handling tasks, mobility assessment methods, hands-on training with SPHM technology, and the process for reporting patient and staff injuries”. To warrant we follow the VHA Directive 1611 regarding NEO, it is imperative NAVACHS SPHM PM has its own training equipment to provide the hand-on training with SPHM technology without borrowing equipment from units where Veterans and employees are utilizing the technology for patient handling tasks.
