Statement of Work
1. SCOPE
The contractor shall furnish all labor, materials, tools, and appliances necessary for the successful execution of the work: cleaning, prepping, painting, and finishing of all exterior woodwork and metalwork including shutters, stairs, railings and balustrades of the Melrose Main House, Smokehouse and Privy trim, exterior painting of Carriage house, north and south Slave Cabins and Privy. Areas will be repaired and painted to the specifications listed below.
2. BACKGROUND
Melrose an 1840s antebellum mansion with original outbuildings, is one unit of Natchez National Historical Park. Interpretation of the exteriors of the historic structures on the site to the nineteenth century requires rehabilitation of the building exteriors in accordance with the treatment recommendations found in the Melrose Historic Structures Report (Ann Beha & Associations, 1996) and clarified in the 2004 Programmatic Agreement Among the NPS, the Historic Natchez Foundation, and the Mississippi State Historic Preservation Officer Regarding Restoration of the Melrose Estate. Exterior paint colors generally follow the second painting period (mid-1850s), where possible, in keeping with the prime interpretive period of the house.
The Melrose estate holds national significance as a National Historic Landmark, and all buildings covered by this contract are historic structures original to the nineteenth century. All are contributing elements to the national significance of the estate. Work must be carried out in accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. A copy of these standards may be provided by the COR (Contracting Officer’s Representative) for the project, if necessary.
3. PROJECT DESCRIPTION
LINE ITEM NO. 1 – Miscellaneous Carpentry Repairs:
item consists of all investigation, identification and performance of miscellaneous work needed to assure an acceptable substrate for preparation and painting the exteriors of the seven historic buildings.

The project will consist of these components for each structure:
a. Lead paint abatement shall be carried out by laying heavy grade acrylic tarps (plastic sheeting) on the ground around each structure prior to pressure-washing. After washing is completed, the tarps are to be gathered so as to collect all paint chips and disposed of according to the directions of the Contracting Representative (COR) for the project.
b. Surfaces to be painted, except for those around doors or windows, will be prepared by washing thoroughly with a pressure washer using an approved non-bleach mildew removing solution ( D2 or equal). Water pressure used should be no higher than 1600 psi and the stream should be directed at an angle so that the grain of the wood is not gouged. All surfaces should be thoroughly rinsed with clean water afterward. No pressure washing may be directed at any door or window area.
c. After drying, all loose paint shall be removed with hand scrapers, and surfaces hand sanded as needed determined by the COR to a smooth, even surface then dusted. No power sanders will be used. The surfaces of all buildings shall be clean, free from dust, dirt, grease, and other foreign matter before any paint or primer is applied.
d. The contractor along with park personnel will thoroughly investigate and determine and list all wood elements in need of repairing. All rotten wood will be documented and reported to the Contracting Officer prior to the beginning of work on the painting project. This includes repairing rotten spots on sills, basement windows, door frames, porch deck, or any wood element pertaining to the exterior of the buildings. Appropriate repairs in kind will be made by the Contractor, subject to prior approval of methods and materials by the COR. Any original material removed will be handed over to the park with documentation as to its point of origin. No paint or primer shall be applied until the surface has been approved by the
COR.
e. After the surface has been thoroughly cleaned and sanded, all bare surfaces shall be spot primed with a high-quality Oil Base Primer (Sherwin Williams A 200) or approved equal. When the spot prime coat is completely dry, two complete coats of oil base primer, or approved equal, shall be applied to all surfaces.
f. After priming has dried, all nail holes, cracks, open joints, and other defects shall be filled using an approved latex caulk. This includes all frame and sill connections and all mitered door frames and window frame joints.
g. Replace broken panes as necessary, then prepare, prime, re-glaze window sash (as needed) and apply two coats finish paint to sash and window trim after 30 days, to allow for the glazing compound to completely dry.
h. When all putty and caulk is completely dry, two (2) coats of a high quality Exterior Acrylic Latex, (Sherwin Williams Duration), or approved equal shall be applied to the exterior of the building and/or shutters. All paint colors are to match historic colors as detailed in Munsell notations below, including matte (m) or glossy (g) notation, and must be approved by the COR. The COR can make available a color swatch for each paint color.

Windows will not be removed for painting. Spray application shall not be permitted on any surfaces. All coats shall be thoroughly dried before applying succeeding coats with sanding between coats where necessary. The manufacturer’s recommendations for drying time between succeeding coats shall be complied with. Approval of each coat must be secured from the COR prior to proceeding with the next.
4. EXTERIOR SURFACES TO BE PAINTED
Main House:
Rear Elevation, First Floor-Window sash, sills, and trim. Stairs from ground level to first floor, handrails, balusters, bulkhead door and trim, lattice work and trim below first floor porch, window sash and trim below first floor porch, porch stair walls, stairs and trim connecting first and second floors, ceiling boards, porch floor boards, louvered partition walls and louvered door, all rear door trim including louvered door, sidelights, and transom. Porch decking. All stair treads on rear gallery must receive a no-slip paint treatment.
Rear Elevation, Second Floor-Window sash, sills, and trim. Porch flooring and ceiling, louvered partition walls, porch handrails and balusters, skirt boards and miscellaneous trim, all rear door trim including louvered door, side lights, and transom. Porch decking.
Rear Elevation, Miscellaneous- Cornices, fascias, soffits, and all miscellaneous trim.
Front Elevation, First Floor- Window sash, sills, and trim. Porch flooring, ornamental metal handrail and baluster, lattice work and trim below porch floor, porch skirt boards, coffered porch ceiling, all millwork associated with front door including louvered door, columns, sidelights, transom, soffits, cornice and miscellaneous trim.
Front Elevation, Second Floor- Window sash, sills, and trim. Porch flooring, skirt boards, ornamental metal handrail and baluster, porch ceiling, coffered porch ceiling between columns, all millwork associated with door including louvered door, screened door, columns, sidelights, transom, soffits, cornice and miscellaneous trim. Porch decking.
Front Elevation, Miscellaneous- Exterior pediment above second floor porch including cornices, fascias, soffits, and all miscellaneous trim.
Side Elevations (both sides of building)- Window sash, sills, and trim. Louvered wall on north elevation. Iron foundation vents and foundation window elements as needed. Downspouts (to be designated by the government).
Carriage House:
All exterior elements
North Slave Cabin:
Siding, doors, and all wooden trim around doors and windows.
Slave Privy:
All interior & exterior elements
Playhouse:
All interior & exterior elements
Smokehouse & Brick Privy:
Doors and all wooden trim around doors and windows.
5. EXTERIOR SURFACES FOR WHICH PAINTING IS PROHIBITED
The following surfaces shall not be painted on the Main House:
The ten large stuccoed columns (4 front and 6 rear), the grained doors, and brickwork, copper flashings and gutters, glass surfaces, cypress door thresholds, window and door shutters, shutter dogs on windowsills, stucco-coated walls, or service bells. Wheelchair ramp on the rear of the house. Widow’s walk elements on the roof.
The following surfaces shall not be painted on the Carriage House:
Glass window surfaces.
The following surfaces shall not be painted on the North Slave Cabin:
The shutters on windows and glass window surfaces. The wheelchair ramp that leads to the building.
The following surfaces shall not be painted on the Slave Privy:
None.
The following surfaces shall not be painted on the Playhouse:
None.
The following surfaces shall not be painted on the Smokehouse or Brick Privy:
The shutter on the rear of the Smokehouse. This has not been repainted since the mid-19th century.
6. MATERIALS
All materials used in the work shall be of the best of their respective grades and classes, conforming to the requirements of applicable Federal Specifications, and of brands approved by the Contracting Officer or his authorized representative.
The paint and finish products shall be of highest quality available from a standard brand manufactured.
Paint products shall be fresh and well ground, shall not settle readily, cake, or thicken in consistency, and shall have easy application properties. All paint and finishing materials shall be free from skims, lumps, or foreign matter when the material is used.
Other painting materials not specifically described, such as mineral spirits and miscellaneous thinners shall be the highest quality of an approved manufacturer.
All materials shall be delivered to the job in unbroken original packages or containers bearing the brand and name of the manufacturer. All such materials shall be applied in strict accordance with the manufacturer's directions, and the use of adulterants at any stage of the work is prohibited.
All oily rags, waste, etc., and all flammable cleaning compounds shall be removed from the job site.
Samples of all materials shall be submitted to the Contracting Officer for approval of quality and color of finish.
The following materials shall be used:
Windowsill repair – Spanish cedar Filling Compounds-DAP 33, or equal:
Material Finishes-Sherwin-Williams, or equal:
Wood Surfaces-
a. 1st coat shall be Sherwin-Williams A-200 Exterior Oil Primer, or equal.
b. 2nd and 3rd coats shall be Sherwin-Williams Super Paint 20-year Exterior Gloss Latex, or equal.
Metal Surfaces-
a. 1st coat shall be Sherwin-Williams Kem Kromik B50 NZ6 Industrial Maintenance Coating, or equal.
b. 2nd and 3rd coats shall be Sherwin-Williams Duration Gloss Latex, or equal.
7. WORKMANSHIP
All work shall be done by skilled and experienced painters in accordance with the best practices of the trade. All paint shall be evenly spread and thoroughly brushed out without runs, sags, or other defects. No spraying will be allowed. All paint and finishing materials shall be free from skims, lumps, or foreign matter when the material is used. Any surfaces not being painted shall be covered or otherwise protected. All parts of moldings, trim, and millwork shall be left clean and true to details without undue amount of paint or other fishing adjoining other materials or colors sharp and clean, and without overlapping.
Upon completion of the work all surfaces shall be left clean and, free from defects. Any defective work shall be replaced or otherwise made good as directed by the Contracting Officer, and without cost to the United States.
8. RETOUCHING AND CLEANING
The contractor shall retouch and refinish all damage to finished work, and all glass, hardware, etc. shall be cleaned of paint, putty, oil, or other foreign substance.
9. JOB CONDITIONS
Products and materials shall be stored and handled as recommended by the manufacturer and in a manner, which protects them from damage or damaging exposure to the elements. All products and materials shall be maintained within the environmental tolerances for moisture and temperature established by the manufacturer.
Normal work hours will be between the hours of 6:30 a.m. and 4:30 p.m. Monday-Friday. Any work on weekends or earlier than 6:30 a.m. will have to be arranged in advance through the COR for the contract. The contractor shall keep a neat work site free of all loose trash and hazards.
All trash will be removed from around buildings and secured each day.
The contractor must obtain the approval of the COR for the contract regarding the appropriate storage of material and equipment on site, and any suitable locations for off-site work such as the painting of shutters.
10. DELEGATING AND SUBCONTRACTING
If the contractor delegates work, he or she is directly responsible for the work.
11. BIDDERS TO VISIT SITE
All bidders are expected to visit the site of the work and to inform themselves as to all existing conditions. Failure to do so in no way relieves the successful bidder from the necessity of furnishing all equipment and materials and performing all work required for the completion of the contract in conformity with all specifications.
No allowance will be made for the failure of the bidder correctly to estimate the difficulties attending the execution of the work.
12. RESPONSIBILITY FOR EMPLOYEES AND PLANT:
The contractor shall be responsible for the safety of his employees, plant and materials, and for any injury or damage done to or by them from any source or cause. He shall save and hold the United States free from all claims for damages to all persons and (or) property arising from the execution of the work covered by these specifications.
The contractor shall make good at his own expense all damage to any property of the United States, arising from his operations under these specifications, or from the fault or neglect of any of his employees.
13. DELIVERABLE
The deliverable for this project is the satisfactorily completed paint job on each building. All equipment, tools, surplus materials, and rubbish shall be removed upon completion of work.
14. CONTRACT PERFORMANCE PERIOD
Work may begin as early as July 1, 2021. All work shall be completed by September 30, 2021.
15. PAYMENT
Unless other arrangements are made with the Contracting Officer in advance, a single lump sum payment will be made when the work has been completed and accepted, which shall comprise full payment for all materials, tools, labor, incidentals, superintendence, and overhead expense necessary to produce the finished job complying with these specifications. Upon receipt of invoice by the Contracting Officer, and approval by the COR, payment will be processed. If the work extends over a period of four weeks, partial payments may be made if arranged with the Contracting Officer in advance.
16. GUARANTEES
The Contractor shall guarantee the work in writing against blistering, peeling, separating or other defects due to workmanship for a period of two years from the date of Final Acceptance by the Government.
