STATEMENT OF WORK
For Satellite Airtime FY 2027 From NAL Research
Background
Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States.
OBJECTIVE
The satellite airtime allows the Air and Marine Operations Center (AMOC) on March ARB to continuously receive global positions (latitude / longitude) with time stamp from NAL Research Global Positions System (GPS) tracking devices with no loss of information.
The NAL Research GPS tracking devices were purchased by the CBP Office of Air and Marine National Aviation Training Center Oklahoma. The hardware purchase requires the funding for the satellite airtime in order to receive the GPS tracking information. As part of their service NAL Research also provides the satellite service allowing the GPS tracking information to be forwarded to the AMOC. This is identical to a cell phone provider who you have to purchase not only the phone but service from them as well.
The GPS information is used to track CBP manned and unmanned airborne assets for CBP officer and aircrew safety and the effective positioning and coordination of airborne law enforcement assets, as well as suspect aircraft for intelligence gathering by various law enforcement agencies including federal, state, and local.
SCOPE OF WORK
The Contractor shall provide and maintain a continuous, secure data connection between Contractor operated systems and a Government designated operational data server located at the Air and Marine Operations Center (AMOC) in Riverside, California. This connection shall enable AMOC to receive, process, and display tracking information from NAL Research tracking devices.
The Contractor shall provide all equipment and services necessary to collect, receive, store, and transmit tracking information to AMOC, including any required satellite segment, ground infrastructure, servers, and associated network connectivity. The Contractor shall ensure uninterrupted delivery of tracking data to AMOC twenty four hours per day, seven days per week, except for approved maintenance windows and outages as defined elsewhere in the contract.
The tracking devices used under this contract are procured by the Government under separate acquisition actions. The acquisition of tracking devices is outside the scope of this contract.
BILLING AND INVOICING REQUIREMENTS
The Contractor shall submit invoices monthly, in arrears, in accordance with the terms of the contract.
All invoices shall be submitted through the Invoice Processing Platform (IPP) in the format and manner specified by the Government. Invoices submitted outside of IPP will not be accepted.
Each monthly invoice shall, at a minimum, include:
1. A summary of services provided for the billing period.
1. The corresponding charges and any applicable taxes or fees.
1. The period of performance covered (start and end dates).
The Contractor shall provide a usage detail with each monthly invoice. The usage detail shall:
1. Itemize each tracking device by its unique Subscriber ID (or equivalent unique identifier used by the Contractor).
1. Show the total volume of data used by each Subscriber ID for the invoiced period.
1. Reconcile to the total data usage and charges reflected on the summary invoice.
The usage detail may be included within the body of the invoice or provided as a separate electronic, machine readable file (such as Microsoft Excel or CSV) uploaded to or attached within IPP, as permitted.
Invoices submitted without the required usage detail may be considered incomplete for purposes of review and acceptance under this SOW.
CONTRACTOR TASKS
Under this contract, the Contractor shall:
Provide and maintain the data connection described in the Scope of Work between Contractor operated systems and the Government designated operational data servers at AMOC.
Provide and operate the satellite, ground infrastructure, servers, and related network components necessary to collect, receive, store, and transmit tracking data to AMOC.
Provide technical support for the tracking devices and associated services, including troubleshooting connectivity and configuration issues, coordinating repairs or replacements, and assisting the Government with integration or operational questions, as required.
