STATEMENT OF WORK

USNS GUADALUPE

HULL GAUGING AND RAFTING

1.0 ABSTRACT:

Provide the services of an ABS approved ESP Hull Gauging firm to take and record ultrasonic thickness readings on ship's hull, bulkheads, deck plating, scantlings, piping, and in other areas throughout the ship as required by the MSCREP, USCG, and ABS

Surveyor. The requirements of the ABS Intermediate Hull Survey No.6 for Single Hull

Tankers in the Enhanced Survey Program shall form the basis for this item.

5.0 NOTES:

5.1 The contractor and all subcontractors, regardless of tier must consult the General

Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors must comply with all applicable GTRs.

5.2 Location/POP: Naval Air Station North Island (NASNI), SD from 4-18 May

5.3 Location/POP: Portland, OR (Vigor) from 2-16 June 2020

5.4 Ship’s Force will operate ship’s equipment and be responsible for transferring and ballasting tank levels to support raft operations.

5.5 The thickness measurements shall be carried out by an ABS recognized ESP Hull

Gauging Firm according to the principles stated in Section 7-A-5 of reference 2.1.10.

The qualifications of the ABS approved ESP Hull Gauging Firm shall be provided to the MSCREP prior to the start of the audio gauging.

5.6 All audio gauging equipment shall be acceptable for use by the American Bureau of

Shipping.

5.7 ABS Surveyor will recheck the measurements as deemed necessary to ensure acceptable accuracy.

NOTE: On a daily basis a copy of the Thickness Measurements taken on each given day will be turned over to the MSCREP for local attending ABS Surveyor review.

5.8 Detailed Unit Structural Drawings can be provided by MSC Tech Library upon request.

5.9 All tank gauging shall be accomplished by closely coordinating with ship’s force, MSCREP and the contractor.

6.0 QUALITY ASSURANCE REQUIREMENTS: Refer to Paragraph 7.0

7.0 STATEMENT OF WORK:

7.1 Cleaning of cargo and ballast tanks will be accomplished by Ship’s Force.

7.2 Contractor to provide a certified marine chemist to gas free thirty-six (36) cargo and ballast tanks, throughout the period of performance for tank cleaning and rafting. For estimating purposes, allow 6 visits per tank for thirty-six (36) tanks of which shall include overtime hours, weekends and holidays. Contractor shall provide a qualified competent person to perform air quality testing of the tanks atmospheres throughout the

0101-3 day as required during tank condition changes after the initial gas free of the tanks has been certified by the certified marine chemist.

7.3 Provide all labor, materials, to satisfy the requirements of Special Periodic Survey No. 6

(ESP) for Non-Double Hull Tankers in the Enhanced Survey Program, to obtain and record 35,000 ultrasonic thickness readings using references 2.1.1 through 2.1.10 as guidance. This is to be worked in-conjunction with ABS close-up and hydrostatic testing of the tanks and voids.

7.4 Provide labor of six (6) persons to support rafting operations and ultrasonic gauging for thirty-six (36) cargo and ballast tanks for ten (10) hours a day throughout periods of performance. Contractor shall be responsible for providing, inflating, deflating, transporting, tending, cleaning, repairing, and positioning rafts. Contractor provided rafts shall be six (6) new Achilles LT-2 rafts, two (2) chamber, two (2) man inflatable rafts capable of fitting through tank expansion trunks. Rafts shall be turned over to ship’s force upon completion of work. In addition, the contractor shall provide and turn over to the MSCREP the following…

7.4.1. Six (6) Zodiac standard inflatable boat repair kits Part number Z2856

7.4.2. Eight (8) Sterns type III work life vests (three (3) each Large PN: 196750 and five (5) each XLarge PN: 196784)

7.4.3. Four (4) Stern Type IV throwable cushions

7.4.4. Four (4) Type West Marine Inshore Automatic/ Manual Inflatable Life Jacket

Model# 17991415 or equal.

7.4.5. Four (4) Inflatable Rearming Kits West Marine Model# 6975999 or equal.

7.4.6. Provide six (6) 100 ft. lengths of ropes to lower rafts into tanks.

7.4.7. Provide eight (8) 100 ft. lengths of rope 3/8 x 100 ft. Braided Polypropylene

Rope Lowe’s Item # 349281 or equivalent to serve as tending lines for rafts.

7.5 Contractor shall provide, transport and set up temporary lighting, ventilation equipment and tending lines to inspect and raft two (2) tanks simultaneously. Contractor shall provide eight (8) each Coppus Marine Venturi Ventilators and a portable air compressor sufficiently sized to run ventilators. Ventilators shall be turned over to Ship’s Force upon completion of work. In addition, the contractor shall provide and turn over to the

MSCREP the following…

7.5.1. Contractor shall provide 3 rolls (2,475 Feet Total) of 10” Diameter Blower

Lay Flat or equal (to suit ventilators).

7.5.2. Contractor shall provide 20 rolls (2160 Feet Total) of 2-inch-wide Bonding

Tape for Plastic (McMaster-Carr Item No. 76065A69) or equal.

7.5.3. Contractor shall provide ten (10) one hundred (100) foot, 12 gauge, three conductor extension cords for providing power to ventilators.

7.5.4. Eight (8) Pelican mini Flasher 2130

7.5.5. Eight (8) Pelican LED Headlight , 2750

7.5.6. Eight (8) Pelican SabreLite 2010 LED Photo- luminescent flashlights.

7.5.7. Batteries (100 each "C" size alkaline batteries, Sixty (60) "AA" alkaline batteries)

7.6 The gauging instruments shall be calibrated on site with certified blocks acceptable to the ABS Surveyor.

7.7 ABS Surveyor will recheck the measurements as deemed necessary to ensure acceptable accuracy of the audio gauging instrument.

7.8 The contractor is to provide a unit price per shot up to a maximum of 35,000 Shots.

Number of shots will be determined by quantity required by ABS. The unit price is to be used for decreasing the scope of the item as it relates to the number of shots required by ABS.

7.9 The gauging company shall be available to obtain initial gaugings required for the

Special Periodic Survey No. 6 (ESP) as per ABS requirement during the Period Of

Performance (POP) of 4-18 May between the hours of 0800 and 2000 daily at NASNI.

Upon completion of the initial gauging, provide an electronic or paper copies of the readings to ABS and MSCREP within 5 days after the completion of the gauging conducted at JBPHH.

7.10 The gauging company shall be available to obtain all the remaining gaugings required for the Special Periodic Survey No. 6 (ESP) as per ABS requirement during the Period

Of Performance (POP) of 2-16 June at the contracted shipyard Portland, OR (Vigor).

For estimating purposes, contractor shall estimate 15 days to complete any remaining shots required by ABS. Upon completion of the final gauging, provide an electronic or paper copies of the readings to ABS and MSCREP within 5 days after completion for review.

7.11 Contractor shall take thickness measurements in all locations detailed in reference 2.10 and 2.11 and summarized as follows…

7.11.1. Suspect areas throughout the vessel (as designated by attending ABS

Surveyor) as directed by the Port Engineer and ABS Surveyor.

7.11.2. All main deck plating within the cargo area, all exposed main deck plating outside of cargo are and all exposed 1st tier super-structure deck plating

(poop, bridge, and forecastle decks).

7.11.3. A minimum of three (3) transverse sections, including at least one (1) in way of a ballast tank, within the amidships 0.5L.

7.11.4. All plating in two (2) wind-and-water strakes (port and starboard full length).

7.11.5. Internals in forepeak and aft peak tanks (including plating and stiffeners of tank bulkheads).

7.11.6. Dect Keel or pipe tunnel plating and internals.

7.11.7. All Keel and bottom plating (full length).

7.11.8. Plating of sea chests. Shell plating in way of overboard discharges as considered necessary by the attending Surveyor.

7.11.9. Measurements, for general assessment and recording of corrosion patterns, of structural members subject to Close-up Survey.

7.11.10. All web frames in all ballast tanks.

7.11.11. All web frames in one (1) cargo tank.

7.11.12. One (1) web frame in remaining cargo tanks.

7.11.13. All transverse bulkheads in all cargo tanks.

7.11.14. All transverse bulkheads in all ballast tanks.

7.11.15. Additional transverse areas as deemed necessary by the Surveyor

7.12 The contractor shall develop a composite drawing of locations of each reading in relation to the frame numbers, seams and butt welds, plating, and internal structural members.

7.13 After completion of all thickness measurements required, a typewritten report is to be prepared in ABS acceptable format in accordance with ABS Rules and Regulations and to the satisfaction of Local ABS Surveyor. Three (3) copies are to be submitted to the

MSCREP. The report shall give the location of measurements, the thickness measured as well as the original thickness, and the percentage of wastage. The measuring equipment type, calibration certification and names of the persons taking the measurements and their qualifications shall also be included in the report. This final report shall be completed and delivered within ten (10) working days of completion of all gauging’s required for Special Periodic Survey No. 6 (ESP).

7.14 Provide surface preparation as required to obtain ultrasonic thickness readings.

7.15 Obtain and record approximately 35,000 ultrasonic thickness readings.

7.16 Required by the USCG, ABS, and MSCREP:

7.16.1. Provide daily reports of the ultrasonic readings taken the previous day. One

(1) copy of each report shall be provided to the MSCREP and ABS. These reports shall cross reference each ultrasonic reading to the location from which it was recorded.

7.17 The contractor shall repair all coatings disturbed during the accomplishment of this work item. The disturbed areas shall be coated with the systems specified in reference

2.9 using the paint product data sheets for surface preparation, environmental condition requirements, and dry film thickness.

7.18 Preparation of Drawings:

7.18.1. In accordance with paragraph 7.12.
