Airfield Security Fence, A.K.A. “Deer Fence” in the clear zone area of the airfield at Laughlin Air Force Base (LAFB). The existing fence is comprised of wooden and metal posts with areas having metal hog wire, chain link fencing fabric and barbed wire. The total length of the fence is approximately 12,500 linear feet (L.F.) with four (4) existing gates for vehicle access and two (2) existing gates for pedestrian access. The intention of this fence is to prohibit deer, rabbits, hogs, and other animals from accessing the airfield pavements. In its current state, the fence does not reduce the airfield incursions by terrestrial wildlife. The Contractor will replace the areas of fencing identified, retrofit existing gates, and improve existing fencing areas as identified in this Statement of Work (SOW).

8.9 Photos of existing conditions can be found in Attachment A, Existing Photographs.

8.10 Contractor shall remove and properly dispose of all project debris, wooden posts, and metal fence/accessories at an off-base location.

8.11 Remove all debris on a daily basis due to foreign object damage (FOD). Strictly monitor and control dust and debris due to its impact on aircraft safety. Failure to properly control dust and debris, or to respond to any requests to do so, will result in construction activities being stopped and an analysis and plan of action required of the contractor to implement control of the FOD. Submit a FOD Control Plan prior to beginning work.

8.12 Areas touched by Contractor shall be left rock free (2 inches and larger) and disposed off base for project acceptance to ensure mowing and BASH requirements are followed.

8.13 Contractor shall repair any damage to the property caused by the Contractor to match pre-construction site conditions (including ruts) at no cost to the Government.

8.14 Contractor may request a laydown yard from the CO. Laydown must be brought back to it’s the original state.

8.15 Proper airfield fencing reduces airfield incursions by terrestrial wildlife. The best procedure for keeping large mammals off the airfield is an adequate fence. An 8-foot chain link fence with 3-strand barbed outriggers and secured at the ground will keep most mammals off the airfield. A four (4) foot skirt of chain link fence material, attached to the bottom of the fence and buried at a 45 degree angle on the outside of the fence will prevent animals from digging underneath, while reducing washouts. Rebar offers a cost effective solution when patching gaps under a fence to prevent wildlife from entering the airfield. Heavy gravel may be used to armor fence bottoms. Repair fence breaches upon detection.

8.16 Remove vegetation on and along the fence line wherever noted. Maintain a buffer zone free from brushy and woody vegetation on both sides of the security fence where able.

This practice will help maintain the integrity of the fence by allowing easier access for inspection and maintenance as well as discouraging the growth of woody vegetation on

MXDP 10-1002 Repair Deer Fence Clear Zone Area 23 Feb 2022 and through the fence. Contractor shall deliver fence line with no vegetation along fence line at final inspection.

8.17 Inspect all gates with in SOW to ensure proper function. Replace or repair all damaged gates or gates that do not close properly according to 22 AFI91-212 31 MAY 2018.

8.18 Install speed humps under gates to control erosion and reduce gaps outlines in SOW.

8.19 Re-install signs warning of wildlife hazards to flight operations to educate gate users if gates are routinely left unsecured.

8.20 Ensure fences do not violate the airfield clear zones and frangibility rules, in accordance with United Facilities Criteria 3-260-01, Airfield and Heliport Planning and Design.

8.21 Contractor shall provide earthwork to clear new fence line, Area shall be 9’-0” wide and run the entire length of the new fence line which is approximately 12,500 L.F. Clearing shall not disturb existing gates and fence posts that shall remain. Finish grading of cleared fence line shall be void of rocks any larger than 2” and smooth.

8.22 Comply with the OSHA Public Law 91-596, Occupational Safety and Health Act of 1970 and the resulting standards (e.g., 29 CFR 1910, Occupational Safety and Health Standards, 29 CFR 1926, Safety and Health Regulations for Construction), national consensus standards of the United States (e.g., National Fire Protection Association and National Electrical Codes), and all applicable federal, state, local, and Department of Defense, environmental, safety, and occupational health statues, policies, and regulations). It is the SP responsibility to make certain that all safety requirements, equipment, and training are met and provided to their employees. Additionally, the SP is responsible to ensure compliance with safety and health standards by all sub-SP employees. AF Safety, Fire Protection, and Bioenvironmental Engineering officials may periodically enter a SP’s workplace to verify working conditions of personnel or to make inspections for protection of Government facilities, personnel and equipment. If an improper procedure or unsafe condition exists, the SP shall notify the applicable Wing Representative/CO and immediately correct the unsafe condition within 24 hours after occurrence. Department of Labor OSHA inspectors are authorized right of entry to inspect any place of employment operated by an AF SP. They are, for the most part, “NO NOTICE” inspections. Notify the COR if an OSHA inspector visits the site unescorted by an AF Safety Technician.

8.23 Prior to beginning construction, the Contractor must complete the course for OpSec awareness for contractors. The course provides information on the basic need to protect unclassified information about operations and personal information. Contractor must provide proof of OPSEC if completed to CO.
