About this file
This document is a Statement of Work (SOW) for a Mid-Wave Infrared (MWIR) Lens requirement from the Air Force Institute of Technology (AFIT). The AFIT requires a 185mm to 200mm focal length MWIR lens compatible with their Telops (FAST100HD) camera system to provide a longer stand-off distance for testing various engines in high thermal load environments. The lens must meet minimum technical specifications including f/3 or better speed and compatibility with the 3-5 micron wavelength band.
This SOW is associated with a Sources Sought notice from the U.S. Air Force Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson AFB, seeking capabilities from potential sources, including small businesses, to provide one (1) MWIR Lens 185mm to 200mm. Responses are due by 15 October 2024 at 1:00 PM EDT. A solicitation may or may not result from this Sources Sought, and a small business set-aside decision has not yet been made. The NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing.

STATEMENT OF WORK
FOR
Mid-Wave Infrared (MWIR) Lens
12 September 2024
I. BACKGROUND: The Air Force Institute of Technology (AFIT) requires one (1) mid- wave infrared camera lens that allows for a stand-off distance that will not compromise the camera in high thermal load environments. Currently, AFIT’s scientific-grade Telops (FAST100HD) camera is equipped with a 25mm (millimeter) and 50mm lens. This requires the camera to be placed relatively close to engines being tested, which in some instances increases the camera’s chance to be compromised, which could make the camera unusable. All types of engines are tested, from tiny pre-detonators, to small gas turbines, to large rotating detonation engines.
The environment in which the camera is used varies quite a bit, as well as the risk of the engine walls failing in various ways changes. Another lens with a longer focal length will greatly reduce the risk to the camera itself, regardless of engine type or environment.
II. MINIMUM TECHNICAL REQUIREMENTS:
The Mid-Wave Infrared Lens shall meet the following characteristics:
1. At minimum a 185mm focal length infrared lens. At maximum a 200mm focal length infrared lens.
2. f/3 or better in speed.
3. Compatible for 3–5-micron wavelength band.
4. Any necessary threaded 43mm mount attachment to the existing Telops (Fast100HD)
III. QUALIFYING COUNTRY PRODUCTS: All products proposed/delivered to satisfy these requirements shall be either domestic or qualifying country end products in accordance with
DFARS 252.225-7001. Buy American and Balance of Payments Program.
IV. DELIVERY: The company shall properly ship the system to the Air Force Institute of
Technology at WPAFB, OH. All shipping costs to include insurance will be included in contractor's proposal. WPAFB approved packaging methods shall be taken. The contractor shall deliver a complete system to the following address:
SHIP TO DODAAC:
POC:
Air Force Institute of Technology 2950
Hobson Way
WPAFB, OH 45433
V. LEAD TIME: The contractor shall deliver a complete system no later than 6 weeks after contract award.
I. WARRANTY: The contractor shall provide a warranty free from defects in material and workmanship, under normal and proper use in accordance with the manual, for a period of time of one year after receipt.
