Statement of Work:

Provide technical proposal, cost proposal, and 3 similar reference projects completed within the last 5 years along with a points of contact for each reference project to accomplish the following work: Provide all equipment, materials, and labor necessary to Install Durolast PVC Roofing Membrane, or approved equal TPO product, and replace all siding, trim, and paint on Modular Bldg. #42 located at USDA-ARS 606 Spring Street, Starkville, MS.

Project Objective:

The objective of this project is to replace the existing roof, siding, trim and paint on modular Building 42 at the Poultry Research Unit at USDA ARS MS State.

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Site Visit is scheduled for 12/15/20232 at 10:00 AM CST. Please send the names of those requesting to attend along with the name of the company they represent to lynn.hults@usda.gov by 2:00 PM CST 12/14/2023.

Contractor must be registered in System for Award Management, (SAM), and STATUS MUST BE ACTIVE, prior to submitting a bid. Registration can be obtained through:

Utilization of Bio-Based Products:

The contractor shall make every effort to utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety:

The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the beginning any construction activities. SSSP shall be in typically accepted industry format and to include maps of nearest Dr. Office and Hospital.

Base Bid:

Provide all materials, labor, and equipment to overlay existing single ply roofing material with a new Durolast PVC 50 Mil White Roofing Membrane System or approved TPO equal. The roof is approximately 2,235 S.F., excluding material for parapet walls, with (5) existing roof vents, (1) existing PVC pipe vents for a fume hood, and one PVC eyewash vent. Contractor shall install the roof material according to manufacturer installation procedures and specifications. Contractor will furnish and install roof vent flashing where applicable, and new top parapet wall metal cap. Contractor will have the roof inspected by the Manufacturer, provide the Inspection Report, and issue a 20-year material and labor, no-dollar-limit warranty. Contractor will provide material submittals to USDA, with Sample Warranty, for approval, on all materials used on this project prior to commencement of work.

All siding, soffit, and skirt walls are to be replaced with new James Hardie 48” wide Cedar Mill pre primed siding or approved equal. The perimeter of B-42 is approximately 210 L.F. and the structure height is 10 L.F. The height of the skirt wall varies between approximately two feet and four feet. The total area of siding to be replaced is approximately 3,700 S.F. All trim is to be replaced with James Hardie 3.5” wide textured trim pre-primed boards or approved equal. All siding and trim to be installed per manufacturer recommendations. All seams are to be caulked with paintable latex acrylic caulk. Existing gutter downspouts are to be reused, cleaned and painted. Paint all new siding, soffit, skirt walls and trim with two coats of Sherwin Williams or approved equal paint according to the following paint schedule: acrylic exterior satin finish paint (siding) and semigloss finish exterior paint (trim). Paint colors for the walls and trim need to l be Sherwin Willaims, Exterior Super Paint, latex, satin finish on all paint. Walls Bana Cream, trim Superior Bronze. The building envelope is to be protected at all times from rain infiltration. Siding removal cannot exceed that which can be replaced in one workday. Any variance in this regimen must be approved in advance by the Contracting Officer. Project is located at USDA-ARS located at 606 Spring Street, Starkville, MS.

Task List:

· Install new TPO 50 mill white roof.

· Remove trim and siding (no more in one workday than can be replaced in one workday)

· Replace with new siding and trim

· Caulk all seams and or gaps

· Paint siding and trim with correct paint.

1. Contractor will verify all dimensions and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor will provide daily reports with pictures of work performed to the COR.

5. Contractor shall remove and dispose of all construction related materials from all work areas daily, and, remove these waste materials from the site on a weekly basis.

6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

7. Contractor must always have a Foreman on the job when working on this project.

8. Contractor shall notify Contracting Officer if any deteriorated roof deck material is encountered during installation. Decking material shall not be removed without Contracting Officer’s approval.

9. Contactor will provide their own restroom facility.

Material / Submittals:

The material for the entire work shall include but is not limited to those detailed above necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Prosecution of Work:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project and dispose of off-site in a proper, legal manner. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A Government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 90 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing before the period of performance has expired. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7:00) A.M. to three thirty (3:30) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
