FOR FIRE PREVENTION

SYSTEMS

FY20 Proposed

STATEMENT

OF

WORK

MONITORING and INSPECTIONS SERVICES for FIRE PREVENTION SYSTEMS

GENERAL

1.1 SUMMARY

A. Summary: Furnishing labor, equipment, supplies, mileage, and materials to monitor, inspect and maintain Security & Fire Alarms and Sprinkler Systems; and inspection and maintenance of the fire extinguishers.

1.2 CONDITIONS

A. Access to all sites: Regular office hours which are 7:30 am to 4:30 pm, Monday thru Friday, except on federal holidays.

B. Site Availability: The work area is available for inspection as directed by the Contracting Officer through their Contracting Officer’s Representative (COR) or Project Inspector (PI).

C. System Use: Minimal service interruptions will be permitted during regular office hours for system inspections.

D. Occupancy: Government personnel will continuously occupy the building and will require the need to process media. System set-up shall minimize the need for disruption of the Government's normal operations. Provide a minimum of 72 hours advance notice to the Contracting Officer if set-up activities will impact the Government's normal operations. Secure the Contracting Officer's written approval of activities which will impact the Government's normal operations to avoid delays during proper installation of equipment.

E. All inspection must be made by a qualified registrant who is an employee of a licensed firm.

1.3 LOCATIONS

A. Elko District Office Complex (EDOC), 3900 E. Idaho Street, Elko, NV 89801 B. Ruby Mountain Hotshot (RMHS), includes two (2) Barracks and a Operation Building, 4000 Manzanita Drive, Elko, NV 89801 (within the Elko District Office Complex) C. California Trail Interpretative Center (CTIC), I-80 Exit 292, Hunter, NV 89801 D. Wells Fire Station (WFS), 1552 Highway 93N, Wells, NV 89835 E. Carlin Fire Station (CFS), 103 Hamilton, Carlin, NV 89822 F. Midas Fire Station (MFS), approximately one-half mile east of Midas, Nevada’s turnoff on the Midas-Tuscarora County Rd (CR-724).

1.4 EQUIPMENT

A. Security & Fire Alarms Systems:

1. EDOC: Firelite System-Fire and Security, two (2) panic alarms

2. RMHS: General Electric System-Fire

3. CTIC: Honeywell System-Fire and Security

4. WFS: Honeywell System-Fire

B. Sprinkler Systems:

1. RMHS: (1) Wet Sprinkler systems in (1)Ops with five (5) pull stations.

(2) Wet Sprinkler systems in Barracks, with six (6) pull stations

2. CTIC: Sprinkler.

3. WFS: Sprinkler.

4. CFS: Sprinkler.

5. MFS: Sprinkler.

C. Backflows:

1. EDOC: Two inside and Four outside

2. RMHS: One inside

3. CTIC: Two inside

4. WFS: Two outside

5. CFS: One outside

6. MFS: One outside

D. Fire Extinguishers: The approximate count is as follows.

1. EDOC:

a. All Fire Extinguishers will be made available at EDOC pole barn.

1) 2.5- 20 lb. ABC extinguishers 230

2) 5-9 lb. Cleanguard extinguishers 9

3) 50 lb. PKP extinguishers 3

2. Estimated Testing and Replacement

a. Hydrostatic Testing: 5

b. Fire Extinguishers Replacement

1) 5# 10

2) 10# 2

3) 20# 1

1.5 INSPECTION FREQUENCY

A. Security & Fire Alarms and Sprinkler Systems:

1. EDOC: Firelite System-Fire and Security

a. Shall be monitored monthly and inspected annually

2. RMHS: General Electric System-Fire and Sprinkler

a. The Fire Alarm Systems shall be monitored monthly and inspected annually.

b. The three sprinkler systems shall be inspected and tested annually.

3. CTIC: Honeywell System-Fire, Security, and Sprinkler.

a. The Security & Fire Alarm Systems shall be monitored monthly and inspected annually.

b. The sprinkler system shall be inspected and tested annually.

4. WFS: Honeywell System-Fire and Sprinkler.

a. The Fire Alarm Systems shall be monitored monthly and inspected annually.

b. The sprinkler system shall be inspected and tested annually.

5. MFS: Sprinkler.

a. The sprinkler system shall be inspected and tested annually.

6. CFS: Sprinkler.

a. The sprinkler system shall be inspected and tested annually.

B. Fire Extinguishers:

1. All Fire Extinguishers shall be inspected annually.

C. Scheduling:

1. Provide, at minimum, a 7 day notice to the Elko District Office Collateral Duty

Safety Officer (PI) to schedule the services.

1.6 PERFORMANCE

A. Security & Fire Alarms:

1. Monitor and Inspect Security & Fire Alarms shall be in compliance with NAC

477, NFPA 72, and other applicable codes. Including but not limited to:

a. Test & visual inspection of panel functionality, LED's, fuses, etc…

b. Test panel battery charger

c. Battery discharge test

d. Test & visual inspection of horns, strobes, chimes, & bells etc…

e. Test & visual inspection of smoke detectors

f. Test & visual inspection of heat detectors

g. Test & visual inspection of duct smoke detectors

B. Sprinkler Systems:

1. Inspection of Sprinkler Systems shall be in compliance with NAC 477, NFPA 13 & 25, and other applicable codes. Including but not limited to:

a. Check the facility’s supply of spare sprinkler heads to ensure that there are a minimum of two sprinklers of each type and temperature rating and that there is a sprinkler wrench for each type of sprinkler.

b. Check Identification signs are in place.

c. A check of all sprinklers, hangers, pipe and fittings.

d. Test operation of inspection test valve.

e. Backflow Certification.

f. Testing of the main drain.

g. Testing and maintenance of valves.

h. Visually inspect gauges to verify that they are in good condition and that normal water pressure is being maintained.

i. The check valve is not leaking

C. Fire Extinguishers:

1. Inspection and Maintenance of fire extinguisher shall be in compliance with NAC 477, NFPA 10, and other applicable codes. Including but not limited to:

a. 5- 20 lb. ABC extinguishers

1) Each fire extinguisher shall be inspected and serviced.

a) All o-rings, neck rings, valve stems, and service tags shall be replaced for all extinguishers. The contractor shall include in his bid price the replacing of pull pins for a minor fraction of these extinguishers as needed.

b) All 2.5 pound extinguishers that are outside the hydro dates of 12 years are being replaced, and shall be marked as outside the hydro dates and placed in the un-serviced and inoperative section.

2) The contractor shall report to the Contracting Officer all extinguishers that failed to be serviced and is inoperative. Un-serviced and is inoperative fire extinguishers shall be assembled in its own separate area and marked as un-serviced and inoperative. The government will replace these extinguishers per contract pricing for 5 pound, 10 pound, and 20 pound.

b. 50 lb. PKP extinguishers

1) Each fire extinguisher shall be inspected and serviced.

a) All o-rings, neck rings, valve stems, and service tags shall be replaced for all extinguishers. The contractor shall include in his bid price the replacing of pull pins for a minor fraction of these extinguishers as needed.

2) The contractor shall report to the Contracting Officer all extinguishers that failed to be serviced and is inoperative; and marked as un-serviced and inoperative. The government will replace these extinguishers at its own expense.

c. 5-9 lb. Cleanguard extinguishers

1) Each fire extinguisher shall be inspected and serviced.

a) All o-rings, neck rings, valve stems, and service tags shall be replaced for all extinguishers. The contractor shall include in his bid price the replacing of pull pins for a minor fraction of these extinguishers as needed.

2) The contractor shall report to the Contracting Officer all extinguishers that failed to be serviced and is inoperative; and marked as un-serviced and inoperative. The government will replace these extinguishers at its own expense.

2. Hydrostatic Testing:

a. During the annual inspection, if a Fire Extinguisher is determined to be due for a 5 or 12 year Hydrostatic Test per NFPA requirements, the contractor shall perform this test.

1) Hydrostatic testing shall be performed by persons trained in pressure testing procedures and safeguards who have suitable testing equipment, facilities, and appropriate servicing manual(s) available.

3. Inspection and Maintenance Pricing:

a. Pricing shall include centralized pick up/drop off location at Elko District

Office.
