M&FRC Hybrid Program Capability

STATEMENT OF NEED

23 August 2022

1. Requirement: Expand room function in BLDG 38 Training Room and BLDG 18 Room 115, to allow for virtual training and in-person training at the same time. Overall need is to have a video system installed that automatically tracks the facilitator; as well as allowing visual interaction between in-person class and virtual participants. Audio capacity needs to allow for both sets of participants to verbally interact.

Specifics:

* 50 person room: currently has wireless lapel mic system and 6 ceiling speakers (with existing equipment). A ceiling mounted projector is used for the front of the room and a small LCD TV is used in the back for facilitator view. The systems are connected to a single laptop.

* 35 person room: currently has 3 large TVs at the front (for projecting to) and 1 TV at the rear.

No speaker system is installed. All TVs are connected via switch and a laptop.

* Both rooms have commercial internet /wi-fi

* Needs:

* Mounted / trackable camera systems that automatically follow the instructor

* Audio system capable of receiving instructor voice throughout the room

* Wireless / portable mics that can be placed at participant desks and used to interact with virtual class. Includes charging / storage system.

* Appropriate technology to allow for receiving and transmitting of signals. For example, switching and distribution systems, amplifiers, transceivers, switches, etc

* TV / Displays large enough for virtual participant view for the facilitator

* Ability to display virtually and locally at the same time

* Necessary interface to allow facilitators to control all aspects of virtual/mic/displays/etc

* All required mounting, hardware, cabling, etc

* Necessary electrical connections

* Cost of installation and necessary training for using system

* Warranty

3. Inherent Services: Requirements shall include: Engineering, project management, CAD, on-site installation and wiring, supervised coordination, testing, training, etc. Include equipment, cable, connectors, hardware, cable support, terminal blocks, rack hardware, etc., to insure a complete and operational system. Requirement shall also include fabrication, modification, assembly, rack wiring, programming, warranties and non-equipment or labor costs such as bonds, vehicle mileage, shipping & insurance, travel expenses, per diem, lift and vehicle rentals.

4. Delivery:

Work to be performed at MacDill AFB 8105 Condor Street bldg(s) 18 and 38. Full scope of work to completed within 90 days post award.

5. Terms and Conditions:

90-day office warranties cover any defects in the installation or craftsmanship portion of a professional AV integration project. Details include:

Warranty parts repair/replacement: Some equipment may be repairable or replaced under the manufacturer’s warranty policy. The local office responsible for the project and for maintaining the 90-day office warranties to coordinate return of the defective equipment to the manufacturer for service/replacement. Components and materials carry the manufacturer’s warranty.

On-site service/response: A company service technician will be scheduled to be dispatched from the local AVI-SPL office to the Customer location once a problem has been reported to the AVI-SPL Help Desk or to the local AVI-SPL office responsible for the project.

On-site & remote (phone) support is covered during normal business hours (M-F, 8 AM-5 PM, local standard time, excluding holidays).
