Statement of Work Navy Region Southwest (NRSW), Fire & Emergency Services (F&ES) Medical Supply Equipment & Accessories
1.0 OBJECTIVE.
This Firm Fixed Price contract is being requested to purchase EMS equipment and accessories for NRSW F&ES Emergency Medical Services (EMS).
2.0 BACKGROUND.
Medical Supply supplies plays a crucial role in all emergencies such as heart attacks, rhythm disturbances, cardiac arrests, and other medical conditions to include oxygen saturation, ETC02 readings, blood pressures and assisted respirations. These items are Mission Critical. It is a crucial piece of Advanced Life Support (ALS) and Basic Life Support (BLS) supplies that are inherent to the ambulance and paramedics for use during life-saving emergencies requiring any definitive emergency care. These supplies are designed for the professional ALS/BLS providers and allows treatment in life saving emergency situations. The EMS medical supplies are required to be compliant with all state and Federal protocol and policies to include current Navy protocols. As an ALS/BLS provider, it is vital that they be able to have necessary required life saving equipment to be treated. In some cases, this can make the difference between life and death. These items also delivers pharmaceutical therapy to the heart increasing rate and re-starting in some cases. Without this item in-service, the ALS/BLS ability to provide medical care will need to be removed from service decreasing coverage and care to the Installation putting lives in danger.
Impact Statement:
The fire department will be unable to provide required Mission Critical tasks outlined in the department Standard of Cover document which is endorsed by the Installation Commander Officer and is in line with the Commission on Fire Accreditation International model. Advanced Life Support (ALS) and Basic Life Support (BLS) level response to emergencies on and off the installation will be discontinued due to the lack of critical equipment/supplies used in life saving treatment on medical aids, and county and state ALS requirements for all ALS providers.
