STATEMENT OF WORK
Medical Center Steam trap replacement & repair
1.0 INTRODUCTION
Main Medical Center steam supply and condensate return are not working properly or efficiently. Raw steam is being discharged to the exterior of the building through a vent and is condensing on the cool brick of the building. The condensate is infiltrating through the exterior building walls and is causing moisture issues in several locations of the building including the Medical Center Server Room. In addition, the facility has many failed, plugged, and blowing by steam traps that causes a lot of waste and severe water hammer.
There are many steam traps that have failed, and this is contributing to raw steam being discharged is not returning to the boilers (Building 7). An itemized list is attached (Attachment A).
Some isolation valves required to shut down zones are in a confined space (sub-basement) of the medical center. To enter the confined space, contractors are required to be trained in confined space and a rescue team shall be always present when contractors are in the confined space. VA Manchester Safety shall review and approve the contractors confined space program. Contractor shall not enter the confined space until the program has been approved by VA Safety. The responsibility for the confined space staffing and training are the solely the responsibility of the contractor.
VA Boiler Plant & Maintenance will assist with any required shutdowns, contractor shall use their own lock-out tag-out equipment to secure steam/condensate while working is occurring. VA Manchester Safety shall review and approve the contractor’s lockout tagout program. Contractor shall work with VA to develop a shut-down plan for the Medical Center once the labor effort has been determined. All shutdowns require 14 calendar day notice minimum. Contractor shall provide a full calendar of proposed work activates prior to the start of the work and a 3-week lookahead calendar at weekly meetings.
The work includes but is not limited to; confined space entry; testing, equipment, material, tools, labor, as well as all work associated with the replacement and repair of steam system.
The VA shall be considered the Engineer of record and all RFI’s and submittals shall be sent to them for resolution through the Contracting Officer.
After Contract Award the Contractor is required to provide a Payment Bond, a Performance Bond and an Insurance certificate within 10 days. Once received and confirmed, the period of performance for the above-mentioned project will begin with a Notice to Proceed (NTP) issued at a Pre-Construction Meeting (Pre-Con). As part of this solicitation the General Contractor (GC) shall submit a preliminary schedule using Microsoft Project showing the methodology for accomplishing the project.
The overall period of performance for this work is 180 calendar days after NTP has been issued. This period of performance can be adjusted as needed to support the work. Upon notification to the contracting officer a no cost extension can be granted to the contract.

3.0 PRICING
Project pricing shall be submitted in Three (3) separate tasks as outlined below.
Task 1: Radiator Steam Traps, Radiator Control Valves (TCVs), and Insulation Existing: These items to be replaced are located generally under exterior windows. Condition documentation and list of locations are attached (Attachment A). Contractor shall include all costs associated with the following (but not limited to): documentation, confined space entry, testing of system components, equipment, tools, labor, and support/administration services for the replacement and repair of condensate.
Task 2: Mechanical Distribution Steam Traps and Insulation: These items to be replaced are located at end of runs/drip legs and at steam consuming equipment. The sizes would range from ½” line feeds to 2” line feeds. See attachment A for Steam Traps sizing and location. The contractor will also carry and allowance for approximately 1000’ of 2” schedule 80 pipe and associated insulation that will also need to be replaced.
Task 3: Adding Isolation Valves on Risers and Feeders: These items to be added will allow the VA Facility Employees and Contractors to be able to isolate a certain portion of the steam system to do work making it safe and possibly not requiring a plant shutdown to do this work especially during winter season. The sizes would range from ½” line feeds to 2” line feeds. There are 5 zones and 8 subzones per zone (40 subzones total). Each subzone will require installation of a double block and bleed valve configuration for isolation of the subzone.
4.0 SCOPE
This project involves the following items as part of the project scope that has been broken down into three specific divisions:
TASK 1: Steam trap and radiator control valves and insulation replacement
Attachment A contains the exact listing of the number of traps that need to be replaced as well as any deficiencies documented. All traps listed are to be replaced. Traps are to be replaced with traps from the same manufacturer (model may differ depending on location). Manufacturer to be Watson McDaniel.
While traps are being replaced contractor shall take notice of the condition of the piping to and from each trap. If the piping is severely tuberculated it shall be replaced under this contract via the allowance for additional piping and insulation.
At all radiator locations (see attachment A) new radiator thermostatic control valves (TCVS) shall be installed. TCVs are to be installed at all radiator locations with valves from the same manufacturer.
At all locations of work, insulation is to be installed upon completion of this task.
TASK 2: Mechanical Distribution Steam Traps and Insulation:
Attachment A contains the exact listing of the number of traps that need to be replaced as well as any deficiencies documented. All traps listed are to be replaced. Traps are to be replaced with traps from the same manufacturer (model may differ depending on location). Manufacturer to be Watson McDaniel.
While traps are being replaced contractor shall take notice of the condition of the piping to and from each trap. If the piping is severely tuberculated it shall be replaced under this contract via the allowance for additional piping and insulation.
At all locations of work, insulation is to be installed upon completion of this task.
TASK 3: Adding Isolation Valves on Risers and Feeders
In order to reduce areas affected by shutdowns and prevent whole building shutdowns when steam systems need to be isolated, isolation valves in the double block and bleed configuration are to be installed. This task shall be the first task executed as part of the contract.
Building 1 has 8 floors consisting of 5 zones 1, 2, 2A, 3, 3A. Each zone at each floor requires the ability to isolate the floor from the rest of the hospital. This requires the installation at 40 different locations. This shall reduce the need for shutdowns and shall expedite the project. All valves installed as part of this task shall be by the same manufacturer. Milwaukee Valve, Bonney Forge or equal.
While isolation valves are being install contractor shall take notice of the condition of the piping to and from each location. If the piping is severely tuberculated it shall be replaced under this contract via the allowance for additional piping and insulation.
At all locations of work, insulation is to be installed upon completion of this task.
ALLOWANCE FOR ADDITIONAL PIPING AND ADDITIONAL INSULATION:
Not knowing the internal condition of the piping, it is impossible to know what the present condition is. The contractor shall carry and allowance for approximately 1000’ of 2” schedule 80 pipe and associated insulation that will also need to be replaced. If greater or less than length of the estimated piping requires replacement an equitable adjustment (contract modification) can be done, or a credit be given to the VA.
Under each separate task the contractor will also provide tags for all the valves and traps and note their locations and tag numbers on a blueprint and the excel spreadsheet provided by the VA.
Metal Valve and Trap tags will be marked as follows WW-XXX-Y-ZZ. Legend below. Marked on as built paper print, spreadsheet and at each device.
