About this file

This document is a Draft Scope of Work (SOW) for a design-build roofing replacement project at the Department of Veterans Affairs San Francisco Health Care Center. The project involves replacing the existing roof of Building 5 with an Ethylene Propylene Diene Monomer (EPDM) rubber roofing system, covering approximately 2,280 square feet. The contract requires a comprehensive design-build approach, including architectural, engineering, and construction services, with a total contract time of 120 calendar days.

Key project specifications include installing a new EPDM roofing system with a 20-year warranty, ensuring weather resistance, low maintenance, and energy efficiency. The contractor must meet Veterans Affairs design guidelines, follow applicable building codes, and comply with specific requirements such as working during normal hours (7:30 AM to 4:00 PM), managing site logistics, and avoiding disruption to patient operations. The project is estimated to be valued between $250,000 and $500,000, with a focus on service-disabled veteran-owned small businesses and veteran-owned small businesses for potential contract award.

EPDM Roofing Replacement 662-25-111

1. PROJECT PURPOSE AND INTENT.

1.1. The primary purpose of this project is to replace the existing roof area in Building 5 in

San Francisco Medical Center which located at 4150 Clement Street, San Francisco, CA 94121.

1.2. Replacing an existing roof is a proactive measure that can effectively eliminate water infiltration and protect in Building 5 from weather-related damage.

1.3. A new roofing system can provide a watertight barrier even during heavy rain, snow and or storm coming.

1.4. A new Ethylene Propylene Diene Monomer (E.P.D.M) replacement of the roofing system can extend with 20-year warranty of weather resistance, low-cost maintenance, cost effectiveness, and energy efficiency in the existing roof. Ethylene Propylene Diene Monomer is a roofing system that uses a single-ply membrane made of ethylene propylene diene terpolymer, a type of synthetic rubber. The goal of Department of Veterans Affairs, Division of San Francisco to achieve a low slope or flat roofs due to its durability, flexibility, and resistance to weather elements. E.P.D.M roofing is known for its long lifespan and low maintenance needs.

1.5. The Design Build (DB) contractor must furnish:

1.5.1 Design: all design Architect Engineer (A.E) services, equipment, materials, supplies, investigations and project supervision, and construction period services associated with this contract. Design must meet Veterans Affairs Design Guides and Design Criteria and Veterans Affairs Master Specifications at the technical information library TIL (www.cfm.va.gov/TIL). Design must follow all current applicable codes, including:

International Building Code (I.B.C) National Fire Protection Association (N.F.P.A) Occupational Safety and Health Administration (O.S.H.A) Veterans Affairs Plumbing Design Manual.

Veterans Affairs Health Directive 1061 design standard for protection against Health Care Associated (H.C.A) Legionella Disease (L.D)

1.5.2 Contractor shall provide all the equipment, labor, materials, tools and supplies required for construction of the project in accordance with the drawings and specifications including Davis Bacon Wage Rate (year was awarded)

2 PROJECT OBJECTIVES.

2.1.1 Building 5 is a Prosthetics and Research Building.

2.1.2 It is a two stories structure, employs a gravity system structural design.

2.1.3 Building 5 consists of reinforced concrete slab over metal deck, concrete pan joists, concrete beams, exterior walls, and six interior concrete columns along the center of the building.

2.1.4 Existing roof dimensions reference only is 60 feet by 38 feet = Area Roof +/- 2,280 square feet.

2.1.5 Each story is 12 feet high and a 5 feet tall parapet wall with 8 inches thick extends above at the roof level.

2.1.6 Roof level is covered with rocks and gravel on the top, also known as a tap and gravel roof.

2.1.7 Roof level has a similar concrete slab spanning with between 8-1/2” deep concrete joist and the roof diaphragm over the added refrigeration room, which is composed of individual panels, supported on L3.5 x 3.5 section, which are bolted directly into the existing wall in Building 5.

2.1.8 The refrigeration room which has been repeatedly patched in as a manner that increases the difficulty of the mitigation at the roof and this permeation appears to extend along the air vent of the refrigeration room.

2.1.9 Clogged drains from the water flowing off the roof and it will cause the ponding water on the flat roof.
