SCOPE OF WORK
REFUSE COLLECTION AND REMOVAL
AT ALL SAN FRANCISCO GOLDEN GATE NATIONAL RECREATION AREA LOCATIONS
C.1 GENERAL:
C.1.1 GENERAL REQUIREMENTS: The contractor shall furnish all labor, supervision, tools, materials, equipment, and transportation necessary to collect, remove and dispose of refuse from the following NPS locations, throughout the City and County of San Francisco: Upper Fort Mason, The Presidio of San Francisco (only the area managed by NPS), Building 662 located on the Presidio, Crissy Field and West Bluff, which are both located on the Presidio. Other areas include Baker Beach, West and East Fort Miley and Fort Funston.
C.1.2 Period of Performance and Option Years:
This scope of work is intended for the purpose of covering a base year and four option years of the intended contract. The base year will begin in 2022 and the last option year will be 2027, a total of five years.
EXCLUDED from the scope of work are the following:
a. Collection and disposal of solid or dissolved material in domestic sewage and other pollutants in water resources such as silt and dissolved or suspended solids in industrial wastewater treatment plants effluent.
b. Collection and disposal of hazardous, biological/pathological wastes.
c. Collection and disposal of radioactive waste.
d. Collection and disposal of ordnance material wastes.
e. Collection of trash and debris left adjacent to containers, unless otherwise agreed upon.
C.1.2 THE CONTRACTOR'S DUTIES AND RESPONSIBILITIES ARE AS FOLLOWS:
C.1.2.1 C.1.2.1 Removal and Disposal: All refuse in the containers shall be collected as specified herein. Recyclable materials such as glass, plastic, aluminum and tin containers, cardboard, and paper shall be collected from residences.
Any spillage of refuse in the course of handling operations shall be cleaned up immediately by the contractor, including spillage from collection trucks during collection and/or hauling. Refuse containers when emptied shall be returned to their original position with the lids replaced thereon. Collection of a group of containers from pickup stations and then returning them later in the day will not be permitted. Contractor shall be entitled to apply the same rules, procedures, and charges for contaminated recyclables and compostable containers and overages that Contractor applies generally to commercial customers in San Francisco.
C.1.2.2 Compliance with Laws and Regulations: The Contractor and any sub-contractor shall comply with all Federal, State and local laws, ordinances, statutes and regulations pertaining to the collection, transportation, and disposal of refuse and shall obtain such permits, bonds, licenses or other authorizations as may be required by Federal, State and local authorities.
C.1.3 WORKING HOURS: Regular working hours for this contract shall be Monday through Friday, 6:00 am to 6:00 pm. In case of emergencies or for the completion of emergency work initiated during regular working hours, the Contractor will be required to work outside regular working hours.
C.1.4 CONTRACTOR QUALITY CONTROL (QC): The Contractor shall establish and maintain a complete Quality Control (QC) program. Contractor performed inspections are independent of those performed by the Government. The Contractor shall perform his inspections prior to requesting acceptance of the work by the Government.
The Contractor's project manager and his QC inspector shall attend the pre-performance meeting. The QC inspector shall also attend meetings with the Contracting Officer and other Government personnel to resolve quality considerations and problems that may arise in the course of the work.
C.1.5 GOVERNMENT QUALITY ASSURANCE: The Government reserves the right to establish and maintain a Quality Assurance program.
C.2 DEFINITIONS - TECHNICAL: As used throughout this contract, the following terms shall have meanings set forth below.
a. REFUSE: Includes all garbage, ashes, debris, rubbish and other similar waste material. Not included are explosive and incendiary waste and contaminated waste from medical and radiological processes.
(1) GARBAGE: Animal and vegetable waste (and containers thereof) resulting from the handling, preparation, cooking and consumption of foods.
(2) ASHES: The residue from burned wood, coal, coke and other combustible material.
(3) DEBRIS: Grass cuttings, tree trimmings, stumps, street sweepings, roofing and construction wastes and similar waste material.
(4) RUBBISH: A variety of waste material such as metal, glass, crockery, floor sweepings, paper, wrappings, containers, cartons and similar articles not used in preparing or dispensing food. Rubbish is further divided into:
(4a) COMBUSTIBLE RUBBISH: Which can be burned readily in an incinerator or burning pit.
(4b) NONCOMBUSTIBLE RUBBISH: Which cannot be burned at ordinary incinerator temperatures (800 to 1,800 degrees F.)
b. SOLID WASTE: Garbage, refuse, and other solid waste materials resulting from institutional, industrial, residential, and community activities.
(1) HAZARDOUS WASTE: Any discarded material, liquid, solid or gaseous, which meets the definition of a hazardous material and/or is, designated a hazardous waste by the Environmental Protection Agency of State hazardous material control authority.
(2) INDUSTRIAL SOLID WASTE: Those wastes directly attributable to industrial operations (includes bulky items)
(3) COMMERCIAL SOLID WASTE: All types of solid wastes generated by stores, offices, clubs, cafeterias, dining facilities, warehouses, and other such non-manufacturing activities.
(4) RESIDENTIAL SOLID WASTE: Kitchen waste, paper, rags, cloth, cans, bottles, boxes, cartons, crates, small household articles, and other material discarded by the occupants of quarters, and not within the definition of bulk items.
c. HAZARDOUS MATERIAL: Any material, which because of its quantity, concentration or physical, chemical, or infectious characteristics may pose a substantial hazard to human health or the environment when released or spilled to the environment.
d. BULK ITEMS: All lumber, iron pipe, or debris exceeding three feet in length or two feet by two feet square or two feet in diameter, concrete blocks, and other such similar materials or equipment of weighty or bulky nature such as ice boxes, refrigerators, deep freezers, ranges, bed springs, sofas, water heaters, water tanks, sinks, and tree stumps.
e. RECEPTACLES or CONTAINERS: Cans, drums, bins, dumpsters, or similar receptacles which can be handled easily and multiple containers which are handled by mechanical truck-mounted hoists.
f. REFUSE COLLECTION: A system of transporting refuse, including non-accountable salvage, from pickup stations to points of disposal. It includes hauling garbage to the transfer station if required by federal, state or local regulations.
g. “AS SHOWN", "AS INDICATED", "AS DETAILED", OR SIMILAR WORDS:
It shall be understood that reference is made to this specification and any accompanying drawings unless specifically stated otherwise.
h. “AS DIRECTED", "AS REQUIRED", "AS PERMITTED", "APPROVAL", "ACCEPTANCE", OR SIMILAR WORDS: It shall be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.
i. CONTRACTING OFFICER: The individual designated to administer the Contract. Throughout this contract, the term Contracting Officer will be used to refer to the individual designated to administer the Contract or his/her designated representative.
j. CONTRACTING OFFICER'S REPRESENTATIVE (COR): The person appointed by the Contracting Officer to accomplish day-to-day contract surveillance and to report the results to the contract manager. The Contracting Officer's designated representative has no authority to obligate the Government in any way and has only that authority specifically delegated by the Contracting Officer.
k. CONTRACTOR: The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor shall ensure that his/her subcontractors comply with the provisions of this contract.
l. CONTRACTOR REPRESENTATIVE: Superintendent or foreman assigned by the contractor.
DAYS: Unless otherwise specified indicates the number of calendar days.
n. FACILITY: An establishment, structure, or assembly of units or equipment designated for a specific function.
o. LATENT DEFECTS: Latent defects are defects that are present in a hidden or undeveloped state and are not visible or apparent at the time of inspection, but which become obvious or come into being at some future time.
p. OPEN BURNING: THIS IS A PROHIBITED ACTION and is not an authorized means of ultimate disposal. Open burning is the combustion of solid waste without the following:
(1) A control of combustion air to maintain adequate temperature for efficient combustion.
(2) Containment of the combustion reaction in an enclosed device to provide sufficient residence time and mixing for complete combustion.
(3) Control of the emission of the combustion products.
q. QUALITY ASSURANCE: A method used by the Government to provide some measure of control over the quality of purchased goods and services received.
r. QUALITY CONTROL: A method used by the Contractor to control the quality of goods and services produced.
s. RECOVERABLE RESOURCES: Materials which retain useful physical or chemical properties after serving a specific purpose and can, therefore, be reused or recycled for the same or other purpose.
t. RECYCLABLE MATERIAL: Waste material which can be reused or processed or are in the future reused or processed into a form suitable for reuse through reprocessing or remanufacture. Includes transformable and compostable materials, paper, newsprint, printed matter, pasteboard, paper containers, cardboard, glass, aluminum, plastics, as designated by the California Integrated Waste Management Board or any other agency with jurisdiction.
u. REPAIR: Repair is the restoration of a piece of equipment, a system, or a facility to such condition that it may be effectively used for its designated purposes. Repair may be overhaul, reprocessing, replacement of constituent parts or materials that have deteriorated by action of the elements or usage and have not been corrected through maintenance, or replacement of the entire unit or system if beyond economical repair.
v. RESPONSE TIME: Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site, with appropriate tools, equipment, and materials, ready to perform the work required.
w. SCAVENGING: The uncontrolled and unauthorized removal of materials at any point in the solid waste management system.
x. SCRAP METAL: All types of metal of various size and shape which are recyclable and require special handling. Scrap metal does not include other types of solid waste, electrical wiring/cable in excess of four feet in length, or hazardous waste containers, i.e., paint cans, etc.
C.3 GOVERNMENT FURNISHED FACILITIES, EQUIPMENT, and MATERIALS:
a. Government Furnished Facilities. (None this contract)
b. Government Furnished Material. (None this contract)
c. Government Furnished Equipment. (None this contract)
C.4 CONTRACTOR FURNISHED ITEMS
The Contractor shall furnish all equipment, materials, parts, supplies and tools necessary for the performance of the work of this contract unless otherwise specified in the "GOVERNMENT FURNISHED FACILITIES, EQUIPMENT, and MATERIALS clause.
a. Items of equipment necessary to perform work as required or ordered under this contract shall be furnished, maintained, and operated by the Contractor.
b. Administrative supplies and equipment shall be furnished by the Contractor.
c. All solid wastes collection vehicles shall be specifically designed for the purpose and be compatible with the containers provided by the Contractor. All Contractor vehicles shall be maintained in a clean, safe, operating condition, and in accordance with applicable laws and regulations. Further, such vehicles shall have current state safety stickers, no holes in body of truck and no fluid leaks. If vehicles are radio equipped, radios will comply and be operated in accordance with the National Park Service radio frequency regulations.
Vehicular repairs on base shall be limited to those minor in nature. The Contractor shall wash, off National Park property all hauling or other field vehicles used in performance of this contract no less than once a week to maintain a clean appearance and condition.
d. All containers shall be leak-proof and compatible with the hoisting mechanism of the collection vehicles. All containers shall have hinge type covers. Contractor-furnished containers that are identified as unserviceable by the Contracting Officer shall be immediately replaced or repaired at the Contractor's option with no additional cost to the Government. All Contractor-furnished containers shall be marked as indicated by Paragraph C.5.2.3. All container doors/lids that are missing or broken shall be repaired or replaced at no cost to the Government.
e. In the event the Contractor fails to perform or defaults in the performance of any of the conditions of this contract, and thereby causes disruption or termination of the solid waste collection and disposal system which the Contractor has undertaken to perform in accordance with this contract, the Government will operate or cause the Contractor-furnished property to be operated in whatever manner it deems best to accomplish the objectives for which this solid waste disposal contract was established. The Government use of Contractor-owned property is only an interim measure to immediately remedy a health and sanitation condition or an urgent industrial requirement, until a permanent solution to restore the performance of the solid waste collection and disposal function is obtained, and not to exceed 120 days.
f. Subject to an agreement reached between the Contracting Officer and the Contractor, a negotiated rental rate based on prevailing prices in the local market will be established for the Government's use of the Contractor's property. The Contractor shall be responsible for immediately removing such equipment at no cost to the Government when notified by the Contracting Officer.
C.5 CONTRACT REQUIREMENTS
C.5.1 GENERAL
All work to be performed in accordance with the following requirements.
C.5.2 CONTRACT REQUIREMENTS
a. Collection locations, to include photos of containers, and addresses are listed in the Attachments, by building number and indicating the capacity of each container(s) to be provided at each point of collection. The Contractor shall relocate or combine collection locations only after receiving approval from the Contracting Officer's representative. Prior to noon on the last work day of any week, the Contracting Officer's
Representative may direct the Contractor to relocate movable collection locations to suit the needs of the Government. The Contractor shall respond to such direction no later than the close of business Friday of the same week of the representative's verbal notice.
b. The Contractor shall be responsible for the collection of solid waste in containers as specified; the service will be considered not to have been performed if the solid waste is at or above the top of the container or overflowing.
c. The Contractor shall establish collection schedules that comply with the "Working Hours” paragraph
d. The Contractor shall position all containers at collection stations to best aid the user in disposing of solid wastes. The Contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, etc. Upon completion of collections, all containers shall be returned to their original locations and replaced on the existing concrete pads or designated locations. Questions concerning proper positioning shall be resolved as directed by the COR. The Contractor shall ensure that all doors/lids are closed after replacing each container.
e. Any spillage during collection and disposal, including any spillage enroute to disposal sites, shall be cleaned up immediately by the Contractor. The Contractor shall ensure that all containers for garbage are watertight to prevent leakage.
f. The Contractor shall maintain collection services during periods of inclement weather. Exceptions to this may be authorized by the COR.
h. If vehicles, fences, barriers, or other equipment, etc., are situated in such a manner that the Contractor cannot collect solid wastes from the container, the Contractor shall so note on the Daily Log and immediately notify the Contracting Officer's representative.
i. The Contractor shall dispose of all solid wastes collected under this contract outside Government premises at a disposal facility approved by the state and subject to the Contract requirements specified herein and the standards of performance as specified in this section. All costs associated with the disposal of solid wastes and the operation and maintenance of the disposal facility(s) and equipment shall be the Contractor's responsibility. All solid waste shall be transported to approve disposal facility(s) in a covered vehicle. Loose debris, scrap metal, or any other form of solid waste is not permitted to fly or fall from any transporting vehicle. Precautions shall be taken to ensure that unpleasant odors are not generated at any collection points or during the hauling process, as a result of failure to observe procedures for securing loads, cleanliness of vehicles, or maintenance of containers and collection locations. Any spilled solid waste from the transporting vehicle shall be immediately picked up by the Contractor.
C.5.2.1 CONTRACTOR FURNISHED CONTAINERS: The contractor shall furnish and service metal containers (of different cubic yardage) indicated in the schedule and drawing. Where on call collection is indicated in the schedule these containers will be filled with refuse from demolition, construction or maintenance activities and will be emptied as they are filled (shown on the schedule as on-call). All metal containers shall be rust free and lead free. At the direction of the Contracting Officer, Contractor shall replace any Contractor furnished container found to be in poor, unsightly, or damaged condition.
C.5.2.2 AVAILABILITY OF CONTRACTOR FURNISHED CONTAINERS: The Contractor shall have available all containers necessary for the operation of this contract. The containers shall be available at the job site, or available at a location that will ensure that all containers are ready for the start of the contract at the first collection point at 6:00 a.m. of the first day.
C.5.2.3 CONTAINER MARKING: The Contractor shall mark all containers with block style lettering which indicates the type of refuse to be collected in each container. Container lettering and identification shall be provided at least once on all vertical surfaces of all containers. The Contractor shall provide block lettering with a minimum height of three inches per letter and/or number. The lettering and numbering shall be highly visible. The Contractor shall provide replacement containers which meet all requirements of this contract for any container removed from the premises for marking.
C.5.2.4 PAINTING OF CONTAINERS: Painting of containers on National Park property is not allowed.
C.5.3 SPECIAL MATERIALS: The Contractor shall provide separate clearly marked containers for “Green Debris” and for “Cardboard Only” for locations indicated on schedule.
C.5.4 COLLECTIONS OF SOLID WASTE BY SPECIAL REQUEST: In addition to the routine solid wastes collections, the Contractor shall be required to provide special collections or "ON CALL" collections of solid waste in containers by the end of the working day after the day of notification from the Contracting Officer.
C.5.5 CLEANING OF CONTRACTOR EQUIPMENT:
C.5.5.1 Container Washing and Spraying: All Contractor furnished containers for all areas shall be scraped to remove all garbage and sediment and steam cleaned in accordance with Contractor’s standard practice. At the Contracting Officer’s request, Contractor shall swap out dirty containers with clean containers, at the “container exchange” rate listed on the Extra Services Price Sheet dated July 1, 2021 (https://www.sfpublicworks.org/sites/default/files/Extra%20Worksheet%20RY2022_0701_v1.pdf).
C.5.5.2 Truck Cleaning: Trucks used for hauling refuse must be clean in appearance and free of debris.
a. All contractors’ equipment for refuse collection shall be sprayed with insecticides and disinfectants at contractors’ yard to comply with Federal, State and local regulations and must be approved by the COR 12 hours before use.
C.6 CONTRACT REQUIREMENTS - COMMERCIAL COLLECTION:
C.6.1 The Contractor shall be required to pick up normal residential solid waste in accordance with the Paragraphs under 5.1. Normal solid waste does not include rocks, earth, construction waste, heavy or large metal object, large appliances, automobile parts, explosives, chemicals, concrete or other refuse of weights exceeding 75 pounds. In the event that residential solid wastes, unsuited for removal as specified herein, are encountered during normal collection operation, the Contractor shall notify the Contracting Officer.
C.6.2 Blank
C.6.2.1 Blank
C.6.2.2 Contract Requirement – 2, 4 and 64 cubic yard containers.
Collect and dispose of solid non-hazardous waste, in 2, and 6 cubic yard dumpsters, for residential, commercial and industrial type collection. The work requirements are as follows:
a. Empty containers in accordance with the contractors fixed route schedule.
b. Clean and disinfect (or exchange) containers in accordance with Paragraphs C.5.5.1
C.6.2.3 Contract Requirement: 64 gallon toters Collect and dispose of solid non-hazardous waste, in 64-gallon toters for residential type collection. The work requirements are as follows:
a. Empty containers in accordance with the schedule Appendix A.
C.6.2.4. Contract Requirement – “On Call/ Special Service” Work Collect and dispose of solid non-hazardous waste, in 60 gallon toters: 2, 4, 20, and 30, cubic yard dumpsters, for commercially industrial, wet garbage and refuse. The work requirements are as follows:
a. Empty containers when ordered by the Contracting Officer/Ordering Officer.
b. Clean and disinfect containers in accordance with Paragraphs fewer than 5.5
C.7 WORK DOCUMENTATION
The principal documentation required by this contract is summarized below. The listing is not all inclusive and additional documentation may be required.
a. Daily Log. The Contractor shall keep a Daily Log indicating the type, weight or approximate cubic yards, and pickup and disposal locations of solid wastes covered under the Contract.
b. Contract Discrepancy Report. The Contracting Officer may send a Contract Discrepancy Report to the Contractor listing deficiencies in the Contractor's work. The Contractor shall inform the Contracting Officer, in writing, within three (3) calendar days of receipt of the report, of the action the Contractor proposes to take to remedy the deficiencies, and of the measures the Contractor plans to adopt to ensure that similar deficiencies will not reoccur in the future.
c. Modification Proposals. Proposals for contract modification shall be submitted in accordance with Federal Acquisition Regulations.
d. Performance Evaluations. The Government may, at its discretion, prepare evaluation reports on the Contractor's performance. The Contractor may be periodically requested to comment on these reports in writing.
e. Refuse Weight. At monthly intervals, the Contractor shall submit to the Contracting Officer documentation of the weight of refuse disposed of by the Contractor in the performance of this contract. This shall include an estimate of weight diverted from the waste stream based on collection of materials for recycling. Documentation may take the form of weight tickets, use of volume-to weight conversion factors, certified logs, or other means, subject to the approval of the Contracting Officer. Weight information is required by the Contracting Officer for historical purposes and in no way affects payment under this contract.
f. Other Reports. The Contractor shall complete and process additional forms as required by local, State, and Federal regulations.
g. Contractor Retained Reports: All Contractor retained reports, logs, maps, and files pertaining to Government-owned equipment, facilities, and property shall become the property of the Government at the close of the Contract and before final payment.
C.7.1 FAILURE TO REPORT: The refusal, failure or neglect of the Contractor to file any of the reports required, or to provide material information to the Government, or the intentional inclusion of any materially false or misleading statement or representation made knowingly by the Contractor shall be deemed a material breach of the Contract, and shall subject the Contractor to all remedies, legal or equitable, which are available to the Government under this Contract.
C.8 GENERAL SERVICES:

C.10 COLLECTION TIMES:
C.10.1 All refuse collections shall be made between the hours of 6:00 a.m. and 6:00 p.m..
C.10.2 Refuse collections will not be required on Sundays and legal holidays. Whenever a collection day falls on a legal holiday, the collection will be made on the following day, except when the following day is Sunday, in which case the collection will be omitted.
C.10.3 If, because of Contractor equipment breakdown, the Contractor is unable to complete collection of a route as scheduled, it shall be the Contractor's responsibility to notify the Contracting Officer of the delay within 4 hours. The contractor shall complete scheduled route that was interrupted by breakdown within 24 hours plus complete regular schedule pick-up without delay.
C.10.4 All services that are twice a week shall be on Tuesday and Friday.
C.10.5 All services that are three times a week shall be on Monday, Wednesday, and Fridays.
