About this file
This statement of work outlines a marine traffic study of the Okeechobee Waterway in Florida. Over a six-month period from August 2023 through January 2024, the selected contractor will observe marine vessel traffic transiting through the Florida East Coast Railroad Bridge on the St. Lucie River. The contractor will identify vessel types, sizes, times of transit, and counts. Data will also be collected on the number of vessels waiting for the bridge to open and average wait times. The contractor will then analyze the data, prepare summary tables, determine a level of service rating for the waterway, and present the findings in a final report. The related federal contract opportunity was issued by the US Coast Guard Department of Homeland Security seeking bids for this marine traffic study, with responses due by the listed solicitation number and closing date.

Statement of Work Marine Traffic Study of the Okeechobee Waterway (St. Lucie River)
Work Statement
In the performance of this contract, the contractor shall provide the services required to perform a study of the marine traffic on Okeechobee Waterway (St. Lucie River), between the Roosevelt Bridge (27.205213, -80.258717) and the NW Dixie Hwy Bridge (27.203092, -80.260646) and an analysis of the marine traffic that transits through the Florida East Coast (FEC) Railroad Bridge (27.203693, -80.260108).
The contact person for this contract is Mr. Randall Overton at 305-415-6736 Scope of Services Perform a study of the marine traffic on the Okeechobee Waterway (St. Lucie River), between the Roosevelt Bridge and the NW Dixie Hwy Bridge and Bridge and analyze the type, size, time of day and number of vessels that transit through the FEC Railroad Bridge while in the open and closed to navigation positions. The study shall include the number of times, how many and how long vessels were waiting for the FEC Railroad Bridge to open to navigation after it closes for the passage of rail traffic. The study would employ actual observations of marine traffic during defined periods of time. We will work with you and your staff to determine the most appropriate times and methods to obtain the survey data. The study will occur over a period of twenty consecutive weeks.
Once all the data has been collected, evaluate the boat traffic and provide a final report summarizing the data collected and the results.
To accomplish the above, the following tasks are proposed:
Contractor Performance Requirements Task 1 Identify appropriate survey days. We will work with you and your staff to select survey days that conform to the project schedule and afford the best opportunities to obtain representative data.
Task 2 Observe the vessel traffic transiting through the FEC Railroad Bridge. Identify the type, size, time of day and number of vessels. Include the number of times, how many and how long vessels were waiting for the FEC Railroad Bridge to open to navigation. Identify how many vessels pass beneath the FEC Railroad Bridge, bascule and fixed spans, while the railroad bridge is in the down (closed) to navigation position.
Task 3 Review the results of the surveys.
Task 4 Create appropriate summary tables of the findings. Tables to be provided include but are not limited to Period of Record, Monthly Boat Count Totals with Average Boats per Day, Vessel Counts by Day of Week, Distribution by Hour, Can Vessels Pass Under Closed Bridge, Distribution by Vessel Height (vertical clearance required), Number of Vessels Waiting for Opening, Average Wait Time.
Task 5 Determine the Level of Service provided by the waterway segments of the Okeechobee Waterway (St. Lucie River). The Level of Service (LOS) is measured in relative terms between the unencumbered operations of marine vessels on the waterway (LOS A) and the condition where congestion or other impediments effectively bring the marine traffic on the waterway to a standstill (LOS F).
Task 6 Prepare and present the final report.
Proposed Schedule
The proposed tasks will be accomplished over a six-month period. As of the current date, it is anticipated that the six-month period would begin on August 1, 2023, and conclude by January 31, 2024.
