Statement of Work Mobile Aircraft Arresting System (MAAS) Trailers for Civil Engineering Maintenance Inspection and Repair Team

1. OVERVIEW: The contractor shall furnish all required parts, equipment, material, and labor to provide 6 each MAAS Trailers in accordance with this Statement of Work, all applicable codes, specifications, and industry/federal standards to CEMIRT at Tyndall AFB, Florida.

2. SCOPE:

1. MAAS Trailers w/High Gloss Green Paint – P/N: 9D01164‐905 (6 Each) with Power Pendant Rewinder.

3. First Article Testing (FAT):

1. The purpose of this section is to detail the work required to fulfill the First Article Testing component of this contract.

a. FAT shall be required of any contractor who has not undergone, completed and received FAT approval for the item purchased under this contract, and has not produced a MAAS trailer for the USAF within the last 60 months.

2. This is an Air Force designated Critical Safety Item (CSI). All requests for waivers or deviations must be forwarded to the contracting officer for review and approval.

3. FAT shall be coordinated through the Aircraft Arresting Systems (AAS) Engineer.

4. The Delivery Period shall be adjusted if a FAT is required. The timeline to conduct the FAT shall be as follows:

Submit First Article to CEMIRT: 180 days Government Review: 30 day Delivery Period for Remaining Balance: 150 days

a. The contractor shall have a total of 180 days to produce their first article for government testing. Should the contractor produce this article prior to the completion of this 180 day period, the contractor will have the remaining time to correct any deficiencies noted during the FAT. For example, if the first article is produced within 120 days, the contractor will have 60 days to correct any deficiencies identified and return the item for additional testing. This total period shall not exceed 180 days. The first article shall be considered as having been provided to the government for FAT on the date that it arrives at Tyndall CEMIRT for testing. Additionally, the date that notification of First Article deficiencies is provided to the contractor shall be considered the date that the contractors period for FAT submittal recommences.

b. Any return of a First Article for correction of deficiencies shall be at the Contractor’s expense.

5. First Article Testing shall be conducted as follows:

a. Testing will be in accordance with applicable drawings, specifications and/or engineering instructions. The First Article offered shall be manufactured at the facilities in which production quantities are procured and produced under this contract.

b. Third Party Verification – The contractor shall be responsible for providing third party lab verification of all characteristics of the item to include all dimensions, materials, welds, hardware and components. These shall be verified by visual inspection, inspection of material certifications, inspection of welder’s certifications and inspection of shipment invoices. Documentation of successful third party verification shall be included with the First Article.

c. Form, Fit and Function and Configuration Conformity Check – The contractor shall provide the First Article Tyndall CEMIRT for inspection. When submitting the First Article for government testing, a copy of the contract and all applicable drawings, specifications, engineering instructions, certifications and inspection sheets (to include all applicable data identified during third party verification) shall be provided. Additionally, First Article packaging must be clearly marked as “FIRST ARTICLE TEST EXHIBIT.” Tyndall CEMIRT shall perform a form, fit and function check verifying all operational aspects of the first article.

6. Approved First Articles shall be retained by the government for use. Retention of this item will qualify as the first production item.

7. Deliver Government First Article to:

a. CEMIRT Attn: Bruce Goodwill 1001 Mississippi Road, Bldg. 1141 Tyndall AFB, FL 32403-5318 850 283-6900/6901

b. MAAS Trailers shall be delivered in accordance with timeframe identified in paragraph 3 below.

4. Delivery:

1. The contractor shall stagger the delivery of the 6 each MAAS trailers as indicated below:

a. 2 EA shall be delivered within 60 days after date of contract award
b. 2 EA shall be delivered within 120 days after date of contract award
c. 2 EA shall be delivered within 180 days after date of contract award

Note: The contracting officer will provide all engineering drawings, specifications and additional instructions as needed upon request.
