Statement of Work
CRYOGENIC TRANSPORTATION TRAILER
1. Background
1.1. NASA’s Armstrong Flight Research Center (AFRC) Flight Loads Laboratory (FLL), located in Edwards, CA, routinely performs thermal tests that require the use of both liquid nitrogen (LN2) and gaseous nitrogen (GN2) to facilitate cooling of test hardware and purging test chambers. The FLL currently uses a 4000-gallon LN2 trailer capable of delivering LN2 at pressures up to 55 psi. In the past, the FLL used a LN2 recharger to deliver GN2 that could deliver temperature controlled GN2 at a volume flow rate of approximately 760 SCFM and a pressure of 100 psi. The LN2 recharger is no longer available to the FLL.
1.2. The FLL requires a Department of Transportation (DOT) approved mobile trailer that combines the capability to deliver both LN2 and GN2. The mobile trailer shall consist of a self-contained, trailer-mounted unit capable of receiving, storing, transporting, and delivering LN2 and GN2. This statement of work describes the required specifications for the system.
2. Scope
This specification contains the requirements for the DOT approved mobile LN2 trailer, for use at AFRC. The scope consists of the design, fabrication, testing, inspection, and operator training of the mobile LN2 trailer as a complete unit.
2.1. Work Definition
The Contractor shall provide design services, all labor, materials, tools, equipment, transportation, testing, handling, certification, inspection, maintenance and parts manuals, and any other item of expense that may be required for performance of work specified in this specification.
This specification also contains the minimum requirements for the design, manufacture, quality assurance, cleaning, testing, painting, and certification of a mobile LN2 trailer.
2.2. Work Elements
The work delineated in this specification shall be accomplished as follows below.
2.2.1. Design
During the design phase the proper equipment configuration to yield the desired LN2 and GN2 flow rates, pressures, and temperatures shall be determined and integrated with an over-the-road trailer.
During this phase all proper documentation such as calculations, drawings, test procedures, equipment cut sheets and materials certifications shall be prepared by the Contractor for submittal to AFRC for approval at various time intervals prior to manufacturing.
2.2.2. Manufacturing
During the manufacturing phase the required materials and components shall be acquired, fabricated as required and assembled into the final configuration. The unit shall be tested to procedures developed by the Contractor and made available to AFRC for review.
Maintenance and operational manuals, and mechanical and electrical drawings shall be completed and delivered with the LN2 trailer.
2.2.3. End User Training
On-site hands-on training for up 10 AFRC end users. Training shall be both classroom and hands-on. It is expected that training will take at least three (3) days to complete.
3. Requirements
3.1. This procurement is subject to higher-level quality requirements as specified in the latest revision of ISO 9001.
3.2. The mobile LN2 trailer shall consist of a self-contained trailer mounted unit capable of receiving and storing LN2, transporting the commodity to a given destination over public roads, and then discharging it as liquid at a specified pressure or as a gas warmed to the required discharge temperature and pressure, at the desired flow rate. The necessary cryogenic dewar, pumps (if necessary), high pressure vaporizer, interconnecting piping, control and relief valves, flex hoses, gauges, electrical power and control wiring, and an integrated control console shall be mounted on an over-the-road trailer chassis.
3.3. Fully insulated horizontal LN2 DOT trailer with a minimum capacity of 5,000 gallons, maximum capacity of 6,000 gallons and a maximum allowable working pressure of 250 psig. Tank pressure will be adjustable.
3.4. Ability to deliver LN2 at up to 100 psig to an existing vacuum jacketed 2” LN2 line. Pressure shall be user adjustable.
3.5. Ability to deliver high-purity GN2 to an existing 2-1/2” plumbing connection at a volume flow rate up to 1000 SCFM and at a pressure of 100 psig (+/-10 psi) and within an output temperature range from -60°F to 80°F. Pressure and volume flow rates shall be user adjustable.
3.6. Ability to simultaneously deliver LN2 and GN2 as described in items 3.4 and
3.5.
3.7. The following are required to be easily adjustable by end user:
3.7.1. GN2 Volume flow rate
3.7.2. GN2 Pressure
3.7.3. Temperature: -60°F to 80°F (+/-10°F)
3.8. The system shall have all the required temperature sensors, pressure gages, liquid level gages and pressure relief devices to allow safe operation of the system for both LN2 and GN2 operations.
3.9. An emergency shutoff system that will safely shut off LN2 and GN2 delivery in the event of an emergency situation and depressurize the system as needed.
3.10. CGA fittings (2-1/2” Nitrogen Connection No. NI-250, Fixed End) shall be used for filling the LN2 trailer and delivering LN2.
3.11. CGA fittings (2-1/2” Nitrogen Connection No. NI-250, Fixed End) shall be used for delivering GN2.
3.12. Local and remote-control operation and monitoring of LN2 and GN2 delivery.
3.13. The pressure vessel shall be ASME Section VIII code stamped and registered with the National Board.
3.14. The process piping shall meet the requirements of ASME B31.3, Process
Piping. Other piping shall meet the requirements of the most applicable ASME B31 series Code.
3.15. All system components shall be appropriately marked and labeled.
3.16. One set of supply and delivery hoses and fittings shall be supplied.
3.17. Gauges shall be easily removed and replaced for calibration.
3.18. The system shall be capable of operating in the following environment:
3.18.1. High dust environment.
3.18.2. Temperature ranges from 0°F to 120°F in direct sun.
3.18.3. Maximum sustained wind speeds of 70 mph.
3.19. The mobile trailer shall be DOT approved for transit on public roads while loaded with LN2. Documented compliance with the DOT regulations of 49 CFR 171 – 180 or ASME Section XII is sufficient to meet this requirement.
3.20. The Contractor shall be responsible for DOT certification of the mobile LN2 trailer for LN2 and GN2 operations.
5. Shipping
Shipping shall be FOB destination to AFRC in Edwards, CA. Coordination with Contracting Officer (CO) and Contracting Officer’s Representative (COR) required before shipping.
6. Applicable Documents
The latest revision of the documents listed below form a part of this specification to the extent specified herein. In the event of conflict between the referenced documents and the contents of this specification, the Contractor shall immediately submit a proposed solution in writing to the CO and COR for approval. Copies of specifications, standards, drawings, and publications required by Contractors in connection with the contract is specified below:
