About this file

This document is a Statement of Work (SOW) for the purchase of an Illuminance Meter Calibration Kit for the Occupational Safety & Health Administration (OSHA) Technical Center (OTC). The equipment must meet specific requirements, including being a self-contained system with NIST-traceable calibration, capable of testing various lighting types, and producing a Lux or Footcandle range of 0-10,000. The system must be fully operational, compatible with US power, and include documentation such as a bill of materials and manuals. The vendor will be responsible for repairing or replacing any issues with the equipment. Delivery is required within 30 days after award to the Sandy, UT location.

This SOW is related to a pre-solicitation for the Illuminance Meter Calibration Kit, issued by the Department of Labor Office of the Assistant Secretary for Administration and Management. The government is conducting market research to determine if potential businesses have the capacity and experience to perform the required work. This is not a request for proposal or quotation, and there is no commitment to issue a solicitation or award a contract at this time.

REQUIREMENT SPECIFICATIONS

FOR EQUIPMENT FOR LAB MODERNIZATION

1.0 Scope. Occupational Safety & Heath Administration (OSHA) needs new equipment to update lab spaces. This equipment will be maintained at OSHA Technical Center

(OTC).

2.0 Overview. The equipment and accessories being purchased with this order is of makes and models which are currently owned by the Agency and/or can be serviced (repaired and calibrated) by OTC. The Center has the institutional knowledge and experience to service the equipment in the Agency’s best behalf including, where appropriate, having the necessary repair parts, technical drawings and schematics, calibration systems and procedures to service the technical equipment.

The OTC engineers evaluate new equipment being considered for OSHA’s use and develop protocols to test this new equipment to verify it works properly and meets OSHA’s inspection needs. This can include testing instruments in varying environmental conditions, such as extreme temperature, humidity, and checking compliance for Nationally Recognized Testing Laboratories (NRTL’s) standards for use in hazardous locations. Instrument evaluation includes checking for accuracy, safety approvals, functionality, desirable operational features, environmental effects on the instrument, cost, standardization, and serviceability. The independent instrument evaluations allows OTC to advise OSHA’s other directorates on equipment purchases and provides vital equipment operating information to federal field offices, national offices, and OSHA state consultation program offices. In addition, the engineers are continually reviewing the current inventory of equipment to ensure that the manufacturers still support the equipment and that repair parts are still available.

The Center is looking to replace an obsolete, very difficult to move light system with a modernized system.

3.0 Requirements.

The following equipment to be purchased is similar to the Illuminance Meter Calibration Kit, Part #PCS-600.

Must meet the following specifications:

• Shall be a self-contained illuminance meter calibration system for NIST traceable calibration of hand-held type light meters.

• The system shall have NIST traceable calibrated incandescent or quartz lamp standard, with NIST traceable calibration certification, which has a calibrated color temperature of 2,856 Kelvins, and lists voltage and current requirements of the lamp calibration.

• Shall have a NIST traceable standard light meter or detector with reading display of at least 3% accuracy or better with a range of 0-10,000 Lux and 0-1,000 Footcandles or better.

• Shall be able to test the following lighting type meters: Incandescent, LED, Tungsten/Daylight, Fluorescent, Sodium, Mercury.

• Shall have the ability to produce Lux or footcandle in the range of at least 0-10,000 Lux and 0-1,000 Footcandle for both the NIST traceable light meter standard and hand-held type light meters under test.

• Shall be fully operational and include any necessary components such as lamp, baffles, projector assembly, rail assembly, traceable light meter or detector standard, power supplies, and filters.

• The calibration system design shall be based on principles of either light projection, inverse square lay of light over distance, photometric sphere type, or neutral density filters for producing and measuring Lux or Footcandle, in the visible light spectrum of 400-700 nm range for a standard CIE photopic curve of perceived daylight brightness to a human eye.

• Shall work with US 120VAC 60Hz power.

• Shall have a Bill of Materials and Parts list for the system available.

• Shall have Operation and/or Service Manuals for the system describing general maintenance and calibration requirements available.

3.1 Once the equipment is received at OTC and verified, if a problem exists with the equipment the vendor will issue a return authorization and pay to have the equipment shipped back to the vendor. The equipment will be repaired or replaced (at the discretion of the vendor) free of charge under warranty.

4.0 Delivery. 30 days after award.

5.0 Delivery Location
