1.0 BACKGROUND

A. The Office of Inspector General (OIG) is an independent component of the U.S. Small Business Administration (SBA). The SBA OIG is responsible for preventing and detecting fraud, waste and abuse in the department’s programs and operations. The OIG Investigations Division reduces losses to the government by detecting and prosecuting criminal/fraudulent activity relating to small businesses.

B. The OIG is requesting to purchase CaseMap, which includes TimeMap and TextMap Licenses to assist as an analytical tool for investigations.

1.1 SPECIFIC REQUIREMENTS

CaseMap is an essential litigation solution, including TimeMap and TextMap, which simplifies your litigation evidence. It allows you to capture and organize facts, documents, persons, evidence, issues, and legal research relevant to your case in a centralized repository and keep vital information at your fingertips. CaseMap works directly with other tools like PDFs, Concordance® Desktop software, Microsoft® Word®, Lexis+, Lexis®, and more.

Features and functionality of CaseMap include:

• Benefit from an easy-to-use, modern interface. The CaseMap ribbon displays your favorite features, and descriptive hints help you along.

• Organize witness lists, a master-fact chronology and document indices, plus privilege logs, deposition summaries and case issues you’re trying to prove.

• Tie together the facts, issues, people, and evidence—see connections you might otherwise miss.

• Compile this knowledge into polished reports for better case communication with clients.

• Share case research and insight across offices, with co-counsel and clients for stronger collaboration.

• Increase efficiency so you can take on more cases without sacrificing client service.

Cloud combines the strengths of three separate products—CaseMap for fact analysis, TextMap for transcript management, and TimeMap for timelines. This integration means users save time connecting facts to issues, building chronologies, and identifying any gaps in the case story.

CaseMap Cloud includes the following features:

• Collaborative - Add notes or comments to documents and facts to facilitate strategy development across the case team.

• Intuitive - CaseMap Cloud was built with ease of use in mind. Easy navigation and intuitive design help you save time and easily collaborate.

• Issue Management - Quickly develop a hierarchy of claims, counterclaims, and any other known arguments.

• Document Viewer - Review and annotate documents without having to open other applications.

• Lexis Research Integration - Seamlessly access Lexis+ and Shepard’s, and easily send research to CaseMap Cloud without switching between products.
