TO

INSTALL A NEW LEAN TO-SHED ROOFING SYSTEM TO THE EXISTING

FSP BUILDING ON THE EAST FACING END OF THE BLDG. AT FSP

BLDG. 163J

STATEMENT OF WORK

PROJECT NUMBER: B163JLEANTOROOFY23

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), FSP Bldg. 163J, Beltsville, Maryland 20705 DESCRIPTION OF WORK: To provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to fabricate, supply and install a 26’ x 48’ prefabricated wood post, beam, and metal Lean To-Shed Roofing System addition to the existing 163J Bldg. A construction project schedule shall be provided by the contractor prior to work start up.

HazMat: In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain Asbestos and Lead materials.

The contractor(s) is/are warned not to disturb any asbestos or Lead materials during the performance of this work. Should the contractor encounter any material that in their judgment may contain Asbestos or Lead, they must stop work immediately and notify the contracting officer (CO) and (COR) within 24 hours. See the Hazmat Testing Results for Asbestos and Lead.

Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Office, Building 426A, BARC-East, Beltsville, Maryland. Vehicle permits and identification badges shall be returned to the Government prior to the final payment being issued.

NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL

REPRESENTATIVE ON 301-504-8434 at least 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all federal, state, and local regulations as well as all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of the Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act. In the event of conflict, the most stringent regulation shall prevail.

Scope of Work:

The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to fabricate, supply and install a 26’ x 48’ two bay prefabricated wood post, beam, and metal Lean To- Shed Roofing System addition to the existing 163J Bldg. A construction project schedule shall be provided by the contractor prior to work start up.

The following work shall be performed:

1. Division 01:

1.1. See Attachment 1 - Division 1 USDA General Requirements - Lean To Roofing System

- 16AUG2023.

2. Mobilization

2.1. Mobilize all necessary personnel, specialized tools and equipment, shoring, soil stabilization approved materials, dumpsters, safety items, etc., to commence work after point of award of the contract and approval of submittals from the COR.

2.2. Dumpster locations shall be coordinated with the COR as well as the final approval of that location.

2.3. Contractor shall submit a construction schedule to the COR. Contractor shall coordinate with Using Activity through the COR for the construction schedule 10 business days after issuance of the Notice to Proceed and prior to beginning construction.

2.4. Hours of service shall be Monday – Friday between 7:30 a.m. – 4:00 p.m. Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.

2.5. Contractor shall request, through the COR, an outage to any utility a minimum of 2 days in advance. See general requirements and government special conditions.

3. Site Demolition

3.1. The contractor shall protect areas that are not to be disturbed or not within the area of work from dust, debris, and possible damage.

3.2. In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain Asbestos and Lead materials. The contractor(s) is/are warned not to disturb any asbestos or Lead materials during the performance of this work. Should the contractor encounter any material that in their judgment may contain Asbestos or Lead, they must stop work immediately and notify the contracting officer (CO) and (COR) within 24 hours.

3.3. The contractor at each of the (15) fifteen column locations at Bldg. 163J Lean To Shed shall remove 1’-34” diameter area of the existing gravel/asphalt stones and stockpile them on site. The stockpile shall be near the bldg. but out of the construction site area. The COR will have to approve the gravel stockpile area. Note to the Contractor at each of the (15) fifteen column locations shall be prepared to receive 1’-0” diameter x 4’-0” deep round concrete form tube. See Attachment #2 Rev. #1 Bldg. 163J Extension for kiln and Farm Equipment Drawing.

3.4. Special attention shall be considered when removing the existing grave and excavation around the existing so as not to undermine the structural integrity of the structural building system. Contractor shall protect the existing Bldg. 163J East end from damage caused by the construction activities such as demolition, earth work, excavation, wood post installation, structural framing, and roofing system installation. Any such damage shall be the responsibility of the contractor to repair or replace at no cost to the Government.

3.5. The contractor shall remove and dispose of Government property, all items indicated as to be removed. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfills.

3.6. The contractor shall control the dirt from entering the adjacent building workspaces, storm water inlets, drain. The contractor shall remove and discard all debris off site at an approved land fill. The contractor shall not at any time use the USDA, ARS, BARC Waste Disposal System such as trash can nor dumpsters to discard project debris.

4. Installation of 26’ x 48’ two bays (A) and (B) Bay prefabricated wood post, beam, and metal

Lean To- Shed Roofing System with existing gravel/crushed asphalt base.

4.1. The contractor shall supply and install 26’ x 48’ prefabricated wood post, beam, and metal Lean To- Shed Roofing System addition to the existing 163J Bldg. with the following Specifications and Design Requirements:

4.2. The prefabricated metal panel, wood post and metal roof panel Lean To- Shed shall be able withstand 30 pounds per square foot (psf) laterally across the entire wall surface, with ( 1) 10’-0” bay and (1) 14’-0” bay that shall be open. The Walls and the roof shall be constructed of Metal Panels.

4.3. International Building Code, 2021 Edition.

4.4. Design Live Loads: Shall be provided to the Government CO and COR for

Approval.

4.5. Existing Approximate Grade elevations: At the Southwest bldg. corner the elevation is 0.0’, At the Southeast bldg. corner the elevation is 1.0’, At the Northwest bldg. corner the elevation is 0.0’ and Northeast bldg. corner the elevation is 1.0’. They shall coincide with the existing Bldg. existing elevations. At the proposed bldg. location, the existing grade is relatively flat.

4.6. Occupancy Category: II

4.7. Seismic Use Group: I

4.8. Ground Snow load: 30 psf.

4.9. Basic Wind speed: 90 mph Exposure factor: C.

4.10. Seismic Factors: Max Ss Seismic zone: 0.190g.

4.11. Max S1 0.059g

4.12. Building Height: The building height shall be 14’-5 ¼” high from finished grade from

0.0’.

4.13. Metal Panel Location. The North wall shall have 26 ga. metal panel starting from finished grade of 0.0’ to underside of the roof decking. The East wall shall have 26 ga metal panel from finished grade of 1.0’ to 7’-2 3/8” the 2’-0” high light by 46’-0” long Light

Transmitting Panels shall continue to an elevation of 9’-2 3/8” and 26 ga metal panel from the top of the light panels to the underside of the roof decking.

4.14. Structural Design: Structural Engineer Certification of compliance with Design

Requirements Including Engineering Calculations and Sealed Plans and Specifications shall be provided to the Government CO and COR for Approval.

4.15. Concrete Footing with Metal Post Anchor: The contractor at each of the (15) fifteen column locations at Bldg. 163J Lean To Shed shall remove 1’-34” diameter area of the existing gravel/asphalt stones and stockpile them on site. Then the contractor shall excavate to a depth of 1’-6” Dia. x 4”- 0” deep and install a 1’-0” Dia. x 4”- 0” deep concrete form tube.

Supply and install withing the Form tube 3,500 psi Concrete and while concrete is wet install the metal wood post anchor in the concrete. Note to the contractor that the metal wood post anchor is plum, level, and true.

4.16. Comply with AF&PA - National Design Specification for Wood Construction

(NDS).

4.17. Trusses: Limit deflection for live or snow loads to L/360 for all trusses.

4.18. Comply with appropriate NDS and Truss Plate Institute (TPI) standards.

4.19. Metal Roof and Wall Panels:

4.20. Design in accordance with AISI Specifications for the Design of Light-Gauge, Cold-Formed Steel Structural Members and in accordance with sound engineering methods and practices.

4.21. Design to support an additional live load of 200 pounds evenly distributed over a 2- f o o t square area centered between purlins; limit deflection to L/180 in a two-span condition.

4.22. Primary Framing

4.25. Lumber: No. 2 or Better Southern Yellow Pine pressure treated with

Chromated Copper Arsenate, Type III, to a retention of not less than 0.6 pcf and kiln dried after treating to 19 percent maximum moisture content. Alternative wood preservative treatments giving equivalent protection for ground contact applications will be considered for approval.

4.26. Fabrication: Solid wood section or built- u p laminate with individual pieces using treated lumber ring shank or wire feed nails per manufacturers engineered nailing pattern.

4.27. Treated Lumber Section:

4.28. Lumber: Lumber No. 1 or Better Southern Yellow Pine or Douglas Fir-Larch kiln dried to 19 percent maximum moisture content.

4.29. Fabrication: Laminate individual pieces using ring shank or wire feed nails per manufacturers engineered nailing pattern.

4.30. Connection of Treated and Untreated Sections: Factory fabricated finger joint.

4.31. Configuration:

4.32. Sidewall and End wall Columns: 4 ply combining 2x6, 2x8, or 2x10 dimension lumber as required by Structural Design¿ requirements specified herein and configured to accept interlocking girts and splash plank.

4.33. Corner Columns: 2 ply or 3 ply 2x6 or 2x8 dimension lumber as required by

Structural Design¿ requirements specified herein and configured to accept interlocking girts and splash plank from side and end wall directions.

4.34. Column Anchor Reinforcing Bars: ASTM A 615, deformed, U- shaped bars, size as required by Structural Design requirements as specified herein.

4.35. Trusses: Comply with Structural Design and Quality Assurance requirements as specified herein.

4.36. Secondary Framing:

4.37. Purlins and Girts:

4.38. Lumber: No. 2 or Better dimension lumber kiln dried to 19 percent maximum moisture content.

4.39. Configuration: 2x4 or 2x6 as required by Structural Design requirements

4.40. Girts: Precision cut to fit.

4.41. Purlins: Precision cut to fit between trusses flush with top of top chord.

Provide 20 gauge galvanized purlin saddle hangers.

4.42. Spacing: As required by Structural Design requirements specified herein.

4.43. Splash plank:

4.44. Lumber: No. 1 or Better Southern Yellow Pine, pressure treated with Chromated Copper Arsenate, Type III, to a retention of not less than 0.6 pcf and kiln dried after treating to 19 percent maximum moisture content. Alternative wood preservative treatments giving equivalent protection for ground contact applications will be considered for approval.

4.45. Configuration: Nominal 2-dimension lumber precision cut to fit between and interlock with columns. Bracing, Wall, and Lateral Truss Type (where required by

Structural Design): Lumber: No. 2 or Better dimension lumber.

4.46. Configuration: 2x4 or 2x6 as required by Structural Design requirements

4.47. Steel Roof Panels

4.48. Panel Description:

4.50. Configuration: Roll-formed; P B R - P a n e l , 36- i n c h minimum coverage width.

Provide panels covering full roof length in single pieces.

4.51. Roll-formed; 36- i n c h minimum coverage width. Provide panels covering full wall height in single pieces.

4.52. Gauges: 26 ga., 36" panel coverage, 11/4" rib height, Panel Length: Minimum: 5';

Maximum: 45' recommended, Exposed fastened metal building roof and wall system, Trapezoidal rib on 12" centers and Minimum roof slope: 1:12.

4.53. Factory cut to required length.

4.54. Fasteners: Color coated No.10 drill stainless steel screws with 1/4- i n c h hex head pre-assembled to 1/2- i n c h o.d. dome seal or bond seal, and EPDM washers.

4.55. Form one outboard corrugation as overlapping corrugation.

4.56. Form opposite outboard corrugation as underneath corrugation with continuous sealant groove.

4.57. Factory cut to required length.

4.58. Fasteners: Color coated No. 10 drill stainless steel screws with 1/4- i n c h (6

mm) hex head pre- assembled to 1/2- i n c h o.d. dome seal or bond seal, and EPDM washers.

4.59. Accessories:

4.60. Provide manufacturer’s standard pre-engineered ridge cap, flashings and eave and gable trim. Field fabricates minor flashings.

4.61. Steel Wall Panels

4.62. Panel Description:

4.63. Material and Finish: Continued

4.64. 29 gauge minimum, ASTM A653, Structural Quality, Grade 33, galvanized steel with G90 (Z275) zinc coating.

4.65. Exterior Surface Finish: Bond and provide on primer and (fluoropolymer) finish coat, 0.9 mil (0.023 mm) minimum dry film thickness.

4.66. Color: To match the existing Bldg. color and to be selected by the EPM/COR from the manufacturers standard color range.

4.67. Interior Surface Finish: Manufacturers standard polyester color coat.

4.68. Configuration:

4.69. Roll-formed; 36- i n c h minimum coverage width. Provide panels covering full wall height in single pieces.

4.70. Gauges: 26 ga., 36" panel coverage, 11/4" rib height, Panel Length: Minimum: 5';

Maximum: 45' recommended, Exposed fastened metal building roof and wall system, Trapezoidal rib on 12" centers and Minimum roof slope: 1:12.

4.71. Factory cut to required length.

4.72. Fasteners: Color coated No.10 drill stainless steel screws with 1/4- i n c h hex head pre-assembled to 1/2- i n c h o.d. dome seal or bond seal, and EPDM washers.

4.73. Accessories:

4.74. Provide manufacturers standard pre-engineered wall trim and flashings. Field fabricates minor flashings.

4.75. Joint Sealant Materials

4.76. Sealant: ASTM C 920, Type S, Class 25, Grade NS.

4.77. Color: Clear.

4.78. Installation Task:

4.79. Examination: Verify that site conditions are acceptable for erection/installation of pre- engineered wood building system.

4.80. Coordinate with responsible entity to perform corrective work on unsatisfactory conditions.

4.81. Commencement of work by erector/installer is acceptance of site conditions.

4.82. Metal Roofing:

4.83. General: Install in accordance with manufacturer’s instructions. Secure to structural framing aligned, level and plumb. Space fasteners as shown on manufacturer’s erection drawings.

4.84. Side lap: Minimum one full corrugation.

4.85. End lap: Provide single panels from eave to ridge.

4.86. Accessories: Install as shown on manufacturers erection drawings.

4.87. Metal Siding:

4.88. General: Install in accordance with manufacturer’s instructions. Secure to structural framing aligned, level and plumb. Space fasteners as shown on manufacturers erection drawings.

4.89. Side lap: Minimum one full corrugation.

4.90. Field cut end wall panels to match roof slope.

4.91. Roof Gutters and Downspouts: The contractor shall supply and install 7” (K) Style continuous seamless anodized aluminum gutters and 4” x 5” downspouts connected to discharge on to new concrete Splash Blocks supplied by the contractor. The minimum thickness of the aluminum gutters and downspout, 0.032 gauge. The downspouts shall be a baked on enameled finished. The contractor shall provide a color selection chart to the COR prior to ordering so they can select the color for the downspouts. The color selection chart shall have at least 10 colors.

4.92. Accessories: Install as shown on manufacturer’s erection drawings.

4.93. Joint Sealant Materials:

4.94. Preparation: Clean joints and surfaces to receive sealants of foreign materials.

4.95. Apply sealant with caulking gun using sufficient pressure to completely fill joints and ensure full contact of sealant to joint sides.

4.96. Toll surface smooth and uniform, free of ridges, sags, and air pockets.

4.97. Clean sealant from adjacent surfaces.

4.98. Cleaning

4.99. Clean surfaces soiled by work as recommended by manufacturer.

4.100. Touch up abrasions and other defects on pre-painted metal panel surfaces with same type of primer and paint as original finish.

4.101. Remove surplus material and debris from site.

4.102. Note: See Attachment #2 Bldg. 163J Extension for kiln and Farm Equipment drawing.

4.103. Erection Structural Framing:

4.104. Erect in accordance with manufacturer’s instructions and approved shop drawings.

4.105. Provide temporary erection and wind load bracing to maintain structure plumb and in alignment until installation of permanent bracing and/or roofing and wall coverings are completed.

4.106. Do not field cut or alter structural members without approval of manufacturer.

5. Quality Assurance:

5.1. Qualifications

5.1.1. Manufacturer Qualifications: Minimum five years of experience in producing pre-engineered wood buildings of the type specified.

5.1.2. Dealer Qualifications: Must be manufacturer authorized dealer; state date authorization granted and expiration if any.

5.1.3. Installer Qualifications: Minimum one year experience in erection of pre-engineered wood buildings of the type specified.

5.1.4. Structural Engineer Certification: Letter signed by a Professional/Structural

Engineer, registered to practice in the state of Maryland verifying compliance with specified Design Requirements. Letter must reference specific dead loads, live loads, wind loads, tributary area load reductions (if applicable) collateral loads, seismic loads, end use categories, and governing building code including edition and load applications.

5.2. Trusses

5.2.1. Comply with TPI Design Specification for Metal Plated Connected Wood Trusses and Quality Standard for Metal Plate Connected Wood Trusses.

5.2.2. Manufacturer shall have a third- p a r t y inspection program to verify compliance with requirements of TPI.

5.2.3. Stamp trusses with inspection agency identification.

6. DELIVERY STORAGE AND HANDLING

6.1. Follow manufacturer’s instructions.

7. Warranty

7.1. Special Warranty:

7.1.1. Treated Wood Columns: Minimum 40 years again decay and insect damage when in contact with soil.

7.1.2. Steel Panels with painted finish: 20 years under normal weather and atmospheric conditions against:

7.1.2.1. Crack, check, peel, flake, blister, or loss adhesion of paint coating.

7.1.2.2. Chalk of paint coating in excess of an 8 rating per ASTM D 4214.

7.1.2.3. Fade of paint coating in excess of 5 units of color per ASTM D

2244.

8. PART 2 PRODUCTS

8.1. The contractor shall prepare the Eastend of the existing Bldg. 163J to Lean To- Shed Roofing System addition. The contractor provides the required anchoring system with flashing and affix the Lean To-Shed Roofing System addition in place.

8.2. Once the structure is fully erected and complete the contractor shall spread the stored

Gravel in the (2) storage bays to a level of 4” Inch depth and compact to 95% compaction.

9. Submittals:

9.1. Submit following items:

9.1.1. Product Data: Include manufacturers specifications and installation instructions for building components and accessories.

9.1.2. Shop Drawings: Erection Drawings showing roof framing, cross sections, roof, and wall covering and trim details and accessory and component details clearly indicating proper assembly.

9.1.3. Samples: Standard color range for materials requiring color selection.

9.1.4. Quality Assurance/Control Submittals:

9.1.4.1. Certificates:

9.1.4.1.1. Structural Engineer Certification of compliance with Design Requirements.

9.1.4.1.2. Manufacturer qualification.

9.1.4.1.3. Dealer qualification.

9.1.4.1.4. Installer qualification.

9.1.5. Warranty.

10. Clean-Up & Final Punch List:

10.1. The contractor shall clean the site of any loose debris and schedule a final walk thru with Contracting Officer technical representative (COR) and Contracting Officer (CO). Upon completion of all punch list items, the parking passes and badges remitted to the (COR). The Contractor and the COR will instruct the CO that the contract has been to the completed in its entirety.

10.2. The contractor shall provide at least a one-year warranty on the Work/Labor. The contractor shall indicate the years of the warranty upon submission of proposal.

10.3. The contractor shall field verify all field conditions, measurements, quantities, and safety constraints prior to bidding and forward any discrepancies or concerns to the Contract Office Representative (COR).

11. General:

11.1. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.

11.2. Field Verification: The contractor is responsible for field verification of all measurements, quantities, and field conditions prior to commencing work.

11.3. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.

11.4. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for

Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.

11.5. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.

11.6. Formal Meetings: Any meeting (deemed formal by the contractor, the COR, or the

Contracting Officer) will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.

11.7. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the

Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to:

General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. 11.8. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

11.9. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

11.10. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

11.11. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data

Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

11.12. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work. Open Flame Permit Form.

11.13. Scheduling: The total contract period shall be 270 calendar days from The Notice To Proceed. A period of 20 calendar days shall be allotted for the submittal, 15 calendar days for review and re-submit process. A period of 60 days shall be allotted for ordering materials. The work on-site shall be limited to one hundred ten (195) calendar days. The final inspection shall be scheduled a maximum of 260 calendar days from Notice To Proceed, leaving 10 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval. Please note that the shipping timeline is 60 days for material delivery time after approved submittals. The actual construction work period shall be 195 calendar days deducted from the 270 days minus 20 days to deliver submittals, fifteen 15 days for submittal review leaving 60 days for ordering and delivery of the materials.

11.14. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry 20 calendar days from the point of contract award. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 6 copies of each material submittal. All Aquatherm materials shall list name of each product to be used identified by manufacturer and product number.

11.15. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures, or interruption in utilities.

11.16. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.

11.17. The Contractor shall utilize Attachment 5 - USDA Forms - 02AUG2023 forms such

Daily Inspection Form, ARS-371 Form, ARS-372 Form, and Material Approval Submittal Form. The Contractor shall utilize Attachment 3 - Submittal Registry - Lean To Roofing System - 16AUG2023.

11.18. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design, and workmanship. The material shall be as specified in the manufacture’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COTR PRIOR

TO FINAL INVOICING.

11.19. The contractor shall provide all deliverables to the COR as stated in the Submittal

Registry Attachment 3.

12. LPTA Evaluation Factors

12.1. Price

12.2. Technical Narrative – (Go/No-Go) - Provide narrative showing how the work will be accomplished. Narrative must show an understanding of the specific work and a feasible, realistic approach to complete the project in accordance with the SOW.

12.3. Key Personnel – (Go/No-Go) - Provide resumes for key personnel. They should include, as a minimum: Site Superintendent, Project Manager. The resumes must clearly show experience in managing a project of similar size and complexity with a minimum contract value of $10,000.00 for a renovation project at an active research facility.

For each key personnel provide the following information as a minimum:

12.3.2. Number of years’ experience (must have at least 5 years’ experience)

12.3.3. Role on the project (must have past Site Superintendent or Project Manager experience)
