Statement of Work (SOW) Land Based Engineering Site (LBES) Enterprise

Industrial Installation and Outfitting Services

1.0 INTRODUCTION

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Division 21, which is responsible for which is responsible for multiple hull, mechanical, and electrical equipment Land Based Engineering Site(s) (LBES).

1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied.

1.0.3 Government/Contractor Relationship:

1.0.3.1 The services to be delivered under this Contract/Task Order are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the Contract/Task Order between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.0.3.3 Contractor personnel under this Contract/Task Order shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.

1.0.4 Employee Relationship:

1.0.4.1 The services to be performed under this Contract/Task Order do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.

1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

1.0.4.3 Inapplicability of Employee Benefits: This Contract/Task Order does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor Contract/Task Order activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.

1.0.4.4.1 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.

1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:

(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,

(ii) Countermand any communication regarded as a violation,

(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or

(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.

1.1 BACKGROUND

NSWCPD is tasked by NAVSEA and other sponsors to establish test sites to support Hull, Mechanical, and Electrical (HM&E) system research, development, testing, prototype evaluation, and in-service engineering support programs. NSWCPD test sites require installation and outfitting of test infrastructure, including significant mechanical, electrical, fluid, air/exhaust handling, and other support systems. Furthermore, the installation and outfitting services required must be performed in accordance with applicable commercial/industrial and Navy standards, and in support of accelerated program schedules.

1.2 SCOPE OF WORK

The Contractor shall provide management support, installation integration support, outfitting, installation and fabrication, test planning support, test execution support, material procurement incidental to installation, removal of land-based shipboard machinery systems and associated components, flushing, cable testing and other associated support services. The contractor shall provide constructability support on drawing designs for installations of systems and equipment under the cognizance of NSWCPD and the applicable LBES Program. This includes all existing and proposed Hull, Machinery Electrical (HM&E) shipboard and shipboard support systems and equipment. The outfitting integration services will range from small test stands to full scale efforts replicating actual shipboard power, propulsion systems and ancillary equipment to be installed throughout multiple locations at NSWCPD. Integration support shall be provided through all ranges of outfitting and installation from conceptual through execution and test and evaluation cycles. In support of integration, the contractor shall be required to understand and support Production Readiness Reviews, Integrated Test Readiness Reviews and Integrated Schedule Reviews. This SOW outlines general requirements, which will be further defined by more detailed SOWs in each Task Order requirement. All deliverables shall be submitted in accordance with the Contract Data Requirements List (CDRL).

Navy shipboard machinery and related support systems and components will be the focus of the industrial support services required. All the systems below are examples of systems to be outfitted as part of this requirement. Detailed requirements, to include specific systems from the list below will be detailed at the Task Order level.

Electrical Power Systems: Switchboards, motor-generator sets, transformers, distribution equipment, power converters and cabling for systems up to 50MW and 13.8 KV, electrical generation, electrical distribution and electrical storage systems, such as medium voltage, low voltage, generators, switchgears, cable (low voltage and medium voltage), energy storage, batteries, battery chargers, Uninterruptable Power Supply (UPS), power electronic conversion equipment, microprocessor protection relays, ground detection, electrical power monitoring systems

Gas and Steam Turbine Engines and Generators

Diesel Engines and Generators

Shipboard Propulsion Motors and similarly rated Load Generators, Load Banks, and Waterbreaks.

Control networks with cabling, including control consoles, control interface units, system instrumentation, networking switches, fiber optic cable systems, video camera systems, communication systems, building automation systems, fire alarm systems and data acquisition systems

Machinery Shafting and Transmission systems: Reduction gears, speed increasing gears, clutches, bearings, shafting, machinery couplings and alignment systems

Machinery Foundations: Welded plate structures, concrete-filled steel structures, precisely machined mounting surfaces, and shock and vibration mount systems

Structures: equipment platforms, access platforms and walkways, engine intake and exhaust ducting, auxiliary equipment foundations, and piping and electrical system support structures

Piping systems: Fuel oil, lube oil, hydraulic oil, cooling water, sea water, fresh water, deionized water, domestic water, drains, compressed air, start air, FM 200, and engine bleed air systems (systems with pressures up to 6500PSI and temperatures as high as 1200 degrees)

Water Chillers and Chilled Water Systems

Heating, Ventilation and Air Conditioning (HVAC) Systems: centrifugal chiller systems, packaged systems, split systems, air-handling units, direct-expansion (DX) equipment, chilled-water (CW) systems, duct work, etc.

Outfitting systems: Concrete foundation pads, piles, bricks, blocks, roof systems, walls, flooring, etc. that support test facility systems and are not permanent structures

Hull and deck machinery: Weapons handling and stowage equipment elevators.

Auxiliary equipment: pumps, compressors, blowers, fans, heat exchangers, etc.

Acoustic Systems and associated equipment

Enclosures, Damping Tiles, Seals and associated auxiliary equipment

Fire Detection, Fire Protection and Recoverability Systems related to test facility system/equipment protection

Any other shipboard or test site machinery, equipment or related systems regardless of type or size required by Task Order/Technical Instruction, as related to the applicable LBES Program.

Floor and Paint: Resurface and refinish concrete floors, this includes patching, leveling, painting, paving, and finishing floors.

2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS

3.1 Outfitting, Installation and Integration - Program Management All tests in the specific/associated LBES Test Schedule are integrated, cascading in nature and increase incrementally in complexity, with each subsequent test directly affected by previous, on time, successful system/equipment outfitting, installation, integration and test execution. The contractor shall be intimately familiar with the purpose and critical nature of the test facility Program, must be intimately familiar with the sequential and complex test requirements and milestones, must be intimately familiar with the technical specifications and operation of all test facility related equipment listed herein, and must be capable of providing integration support and outfitting services at the level required of an ACAT I Level Program.

3.1.1 The contractor shall submit Contract Status Reports, Travel-Trip Reports, Contractor Personnel Roster and an Other Direct Costs (ODC) Status Reports as standard reports for the duration of the overall contract (Contract Status Reports – CDRL A001, Trip Status Report – CDRL A002, Contractor Personnel Roster – CDRL A003, Other Direct Costs (ODC) Status Reports – CDRL A004).

3.1.2 The contractor shall submit an Overall LBES Support Plan providing a general overview of the contractor’s plan to support and complete all work in this SOW (Overall LBES Support Plan – CDRL A005).

3.1.2.1 The Overall LBES Support plan shall also include an Overall LBES Safety Plan (Overall LBES Safety Plan - CDRL A006) and an Overall LBES Quality Assurance Plan (Overall LBES Quality Assurance Plan – CDRL A007) and an Overall Project Execution Plan (Overall ITF Project Execution Plan - CDRL A008). Plans must be approved by the Government.

3.1.2.2 The Overall LBES Safety Plan shall be supplemented by Task Order Specific Safety Plans tailored for each awarded Task Order. Note: Required materials may be ordered prior to Government approval of Plan to facilitate overall schedule execution. (Task Order Specific Safety Plan - CDRL A009).

3.1.2.3 The Overall test facility Quality Assurance Plan shall be supplemented by Task Order Specific Quality Assurance Plans tailored for each awarded Task Order. Note: Required materials may be ordered prior to Government approval of Plan to facilitate overall schedule execution. (Task Order Specific Quality Assurance Plan – CDRL A010).

3.1.2.4 The Overall Project Support Plan shall be supplemented by a Task Order Specific Support Plan tailored for each awarded Task Order. The Plan shall outline details of schedule, equipment rentals, specialized services and materials, etc. necessary for all work. Note: Required materials may be ordered prior to Government approval of Plan to facilitate overall schedule execution (Task Order Specific Support Plan - CDRL A011).

3.1.3 The contractor shall maintain awareness of the overall Program Test Schedule and Milestones and how execution of all installation, outfitting and integration efforts relate to Schedule and Milestones. The contractor shall provide weekly Progress Reports on all efforts in execution. The contractor shall immediately notify the Government and/or keep the Government informed of any issues, concerns or delays to meeting work efforts as related to the overall Program Schedule and Milestones. Progress Reports shall include, at a minimum and per Task Order, work accomplished, % task complete, problems encountered, issues or concerns, short-term or longer term anticipated delays to schedule (due to contactor or Government), any corrective actions and list of deliverables (Progress and Status Reports - CDRL A012).

3.1.4 As meeting schedule is of paramount importance to the overall LBES Programs, the contractor shall ensure that their vendors and/or subcontractors meet the required schedule. The contractor shall immediately report any schedule delays, or issues anticipated to cause delays, to the LBES Program Manager, the Contracting Officer's Representative (COR) and the Technical Point of Contact (TPOC) listed in the awarded Task Order.

3.1.5 The contractor shall participate in periodic Production Readiness Reviews and Integrated Schedule Reviews or other program related reviews or integration meetings (Readiness and Schedule Review Materials - CDRL A013).

3.1.6 Provide metrics regarding contract support (Metrics and Dashboard Report – CDRL A014).

3.1.7 Develop presentation or other materials in support of the LBES Program (Presentation Material – CDRL A015)

3.1.8 Provide support for installation and outfitting or integration assessments, critiques, lessons learned or other system/equipment or safety assessment or mishap investigations (Assessment and Lessons Learned Report – CDRL A016).

3.2 Outfitting, Installation and Integration Support – General Support The contractor shall collaborate with the Government - to provide test facility installation integration support required to create functional and constructible design drawings to be matured for system/equipment outfitting, installation and test and evaluation.

3.2.1 Support on-site investigations of NSWCPD facilities and utilities to assist in determining adequacy of existing resources relative to the proposed Installation program/project. Conduct surveys of the NSWCPD facilities and utilities to support identification of required modifications to existing facilities and utilities. Spatial and structural implications relative to site access, transport, installation and operation of equipment shall also be considered.

3.2.2 Support constructability reviews of engineering sketches and/or layout drawings of proposed systems/equipment and systems/equipment installation & integration. Sketches or drawings will be at all levels of maturity including, conceptual, preliminary and detailed design. Provide comments to facilitate efficient system/equipment installation, outfitting and integration (Constructability Reviews - CDRL A017).

3.2.3 Support drawing schedule reviews of drawing schedules provided by the Government, for the development of engineering sketches and/or layout drawings of proposed equipment, systems and/or systems/equipment installation & integration. Drawings and associated schedules will be at all levels of maturity including, conceptual, preliminary and detailed design. Provide comments to facilitate efficient system/equipment installation, outfitting and integration (Drawing Schedule Reviews (CDRL A018).

3.2.4 Support reviews of Logistics Flow-Path Plans, provided by the Government for the associated LBES Program, for transport, lifting and machinery handling instructions for equipment/material movement and installation. They type of information shall include rigging and handling plans for components and component sub-assemblies to include specifying means and methods for major equipment installation. Provide comments to facilitate efficient system/equipment installation, outfitting and integration (Logistics Flow-Path Plan Reviews – CDRL A019).

3.2.5 Support reviews of rigging concepts for installation and removal of major equipment and structures to facilitate design. Provide comments to facilitate efficient system/equipment installation, outfitting and integration. (Rigging and Handling Plan Reviews – CDRL A020).

3.2.6 Support Government reviews of material lists (including review of long lead materials) required for installation and outfitting. Provide comments to facilitate efficient system/equipment installation, outfitting and integration. (Material List and Long Lead Material List Reviews (CDRL A021).

3.2.7 Provide integration support to the LBES Program to ensure accuracy of “As-Built” design drawings, after construction completion, for accuracy and adherence to design requirements. Review new and existing drawings to ensure drawings include all changes due to Requests for Information (RFIs), Test Site Work Orders, Engineering Change Proposals (ECPs), As-Built configuration alterations, post installation changes due to Government requests for drawing update or updates to drawings to reflect other requirements or redundancies (As-Built Design Drawing Reviews (CDRL A022).

3.2.8 Review logistics documentation, as provided by the Government, for accuracy and usability for installation, outfitting and integration purposes. Provide comments to facilitate efficient system/equipment installation, outfitting and integration. Examples of logistics documentation include but are not limited to Systems and Descriptions Manuals, Functional Checkout Procedures, Operating Procedures, Maintenance Procedures, Test Procedures, Sparing Support Information, Preservation and De-Preservation Procedures (Logistics Documentation Reviews (CDRL A023).

3.2.9 Provide single point of contact, on-site, liaison management-level support during installation and outfitting execution of Government drawings. Provide on-site support services staffed with personnel familiar with associated design drawings throughout all phases of system/equipment outfitting, installation and integration to ensure efficiency, reliability and constructability of designs. Additional on-site support may be required for preventative and corrective maintenance, and test & evaluation support.

3.2.10 Review Environmental Impact Studies, Assessments and Reports, as developed by the Government, for impacts to constructability and schedule for associated drawings. Provide comments to facilitate efficient system/equipment installation, outfitting and integration (Environmental Impact Report Reviews (CDRL A024).

3.3 Outfitting, Installation, and Integration - Fabrication Support Provide all necessary incidental labor, material, equipment, tools and specialized services that must be employed to satisfy the requirements of each individual Task Order and/or Technical Instruction. Provide support In Accordance With (IAW) Section 15: General Requirements.

3.3.1 Provide fabrication and installation support in accordance with design drawings and design specifications provided by the Government with each individual Task Order/Technical Instruction. Fabrication and installation efforts will be in support of specific test facility Programs. The affected locations include all Naval Surface Warfare Center – Philadelphia Division buildings. Buildings include but are not limited to 77H, 77L, 87, and 1000, the area in and around Building 77H, 77L & 87, and various area between those buildings at which controls and power cabling may be routed. When necessary, the contractor may be required to connect installed equipment to existing utilities required for the equipment being installed. Equipment installation shall be complete and operable in all respects including connection to all utility sources, installation of controls, emergency shutdown, etc.

3.3.2 The contractor shall field verify all tasks and dimensions prior to the start of work.

3.3.3 Provide design review, constructability reviews, schedule planning/development and production execution

3.3.4 The contractor shall provide fabrication, renovation, demolition, and modification support of test facility systems as stated in the awarded Task Order/Technical Instruction. This support shall include test facility cooling system controls, fuel system repair, and electrical or mechanical system upgrades.

3.3.5 The contractor shall fabricate, assemble and install to the greatest extent possible at the contractor’s facility to ease in installation.

3.3.6 Upon completion of piping system installations, the contractor will provide flushing services to provide the required level of cleanliness. The cleanliness requirements will be provided in the associated Task Order/Technical Instruction. To the greatest extent possible, flushing services shall be conducted at the contractor’s facilities. Prior to any testing, the Government shall be notified to witness testing.

3.3.7 Given size and weight of the components, the use of heavy lifting and handling equipment may be required by the Contractor. Contractor shall follow requirements in reference 2.2.1, NAVFAC P-307.

3.3.8 Conformance to requirements shall be demonstrated through the preparation of, and adherence to, quality control documentation.

3.3.9 The contractor shall coordinate all work with test site activities and other installation or outfitting projects.

3.3.10 Upon completion of installations required under this task, the components and their arrangement will be inspected and certified as ready-for-use by the test facility Program.

3.3.11 Provide real-time outfitting and installation support to develop/facilitate Requests for Information (RFIs) and identify other issues discovered during the equipment/material delivery, outfitting and installation process, as-built or testing phases. Coordinate resolution of Engineering Change Proposals (ECP) or Liaison Action Requests (LAR) with the Contracting Officer Representative (COR) and Procuring Contracting Officer (PCO) to ensure any new work is within scope. (If new funds are required, coordinate with the COR and PCO to ensure all work is appropriately authorized and funded.) Provide issue response and resolution within a 24-hour time-period, or sooner as practicable (Request for Information (RFI) – CDRL A025).

3.3.12 Should the contractor encounter a situation that requires work outside of the original Task Order/Technical Instruction, the contractor shall submit a Condition Report to the Government (If new funds are required to complete the awarded Task Order/Technical Instruction, coordinate with the COR and Contracting Officer to ensure all work is appropriately authorized and funded.) (Condition Report – CDRL A026).

3.3.13 If the Government finds that work has not been completed to the Task Order/Technical Instruction, the Government will issue a Corrective Action Report (CAR) to the contractor to resolve. Based on coordination with the Contracting Officer, COR and test facility Program the contractor shall issue a Corrective Action Plan (Corrective Action Plan – CDRL A027).

3.3.14 All deliverables required for work are listed in Section 4 – Data Requirements.

3.4 Outfitting, Installation and Integration – System/Equipment Testing Provide all necessary incidental labor, material, equipment, tools and specialized services that must be employed to satisfy the requirements of each individual Task Order/Technical Instruction. Provide support In Accordance With (IAW) Section 15: General Requirements.

3.4.1 Flushing of Piping Systems

3.4.1.1 Following system hydrostatic testing by the contractor, all piping within the system shall be flushed by recirculation method until the flush acceptance criteria IAW applicable industrial or Government standards are met.

3.4.1.2 Upon completion of piping system installations or modifications, the contractor will provide flushing services to provide the required level of cleanliness. The cleanliness requirements will be provided in the associated Task Order/Technical Instruction (Certification of Cleanliness – CDRL A028).

3.4.1.3 Flushing details for the particular system/equipment and flushing procedures will be provided in the Task Order/Technical Instruction.

3.4.1.4 The Contractor will provide all other materials, fabrication and outfitting/installation services necessary to complete the flush in accordance with the Task Order/Technical Instruction.

3.4.1.5 The contractor shall provide flushing services to resolve instances of urgent or emergent contamination.

3.4.1.6 After flush is performed, the contractor shall group filter bags as outlined in the Task Order/Technical Instruction. The contractor shall enclose grouped filter bags in a clear plastic bag, with “writable” labels. The contractor shall label bags with system flushed, flush number, date/time of flush, flow path, bag number, etc. (If approved, the contractor shall obtain a Government approved photo pass, to digitally photograph all bags for documented evidence of flush results. Photographs shall be taken to detail progressive filter bag coloration and relative size of particulate in flush. A minimum of one filter bag must be documented per flush, however the contractor shall coordinate with the Government to determine if a greater representative sample shall be photographed to properly represent a larger flush. If contractor is not approved for a photo pass, the Government will send approved digital photographs to the contractor.) The contractor shall arrange all digital photographs in a presentation format (ex. Power Point) clearly showing bags and bag labels to document proof of flush and flush results. The contractor shall provide all flush related documentation and flush final report to the Government. Additional details to be provided in the Task Order/Technical Instruction (Flush Labeling and Documentation – CDRL A029).

3.4.1.7 After documentation of flush has been approved by the Government, the contractor shall remove and dispose of filter bags and flush related materials, as directed by the Government.

3.4.1.8 All other deliverables required for flushing are listed in Section 4: Data Requirements.

3.4.2 Medium Voltage Cable Testing

3.4.2.1 The contractor shall conduct Medium Voltage Cable Testing as specified in the Task Order/Technical Instruction.

3.4.2.2 Provide documentation of testing results to the Government (Test Documentation – CDRL A030).

3.4.2.3 All other deliverables required for work are listed in Section 4 – Data Requirements.

3.4.3 Protective Relay and Circuit Breaker Testing

3.4.3.1 The contractor shall conduct protective relay and circuit breaker testing as specified in the Task Order/Technical Instructions.

3.4.3.2 Provide documentation of testing results to the Government (Test Documentation [CDRL A030).

3.4.3.3 All other deliverables required for work are listed in Section 4: Data Requirements.

3.4.4 Fiber Optic Cable Testing

3.4.4.1 The contractor shall conduct Fiber Optic Cable testing as specified in the Task Order/Technical Instruction.

3.4.4.2 Provide documentation of testing results to the Government (Test Documentation – CDRL A030).

3.4.4.3 All other deliverables required for work are listed in Section 4 – Data Requirements.

3.4.5 Alignments, Hydrostatic Tests and Other Testing

3.4.5.1 The contractor shall conduct Alignments, Hydrostatic testing and other testing in support of outfitting, installation, integration or modification efforts as outlined in the Task Order/Technical Instruction.

3.4.5.2 Provide documentation of testing results to the Government (Test Documentation – CDRL A030).

3.4.5.3 All other deliverables required for work are listed in Section 4 – Data Requirements.

3.5 Outfitting, Installation and Integration –Industrial Cleaning Support and Worksite Cleanliness Provide all necessary and incidental labor, material, equipment, tools and specialized services that must be employed to satisfy the requirements of each individual Task Order/Technical Instruction. Provide support In Accordance With (IAW) Section 15: General Requirements.

3.5.1 Industrial Cleaning Support

3.5.1.1 Provide periodic “Deep Cleans” to ensure the test site presents a neat and orderly appearance, and no lose items or foreign object debris could contribute to fire hazards cause equipment damage or malfunction. Provide industrial cleaning support for the entire test site, including but not limited to, floors and walkways, stairs, handrails, structural components, platforms and grating, piping systems, bilges, cable trays and lighting systems.

3.5.1.2 Provide recurring “Maintenance/Keep-Up” cleans to ensure the test site presents a neat and orderly appearance and no lose items or foreign object debris could contribute to fire hazards or cause equipment damage or malfunction.

3.5.1.3 Provide periodic “Pop-Up” cleaning efforts to support official program needs, and official VIP visits, to ensure the test site presents a neat and orderly appearance.

3.5.1.4 The contractor shall provide its own cleaning equipment and supplies to facilitate all cleaning efforts.

3.5.1.5 Status of cleaning efforts shall be reported in Progress and Status Reports (Progress and Status Reports – CDRL A012).

3.5.2 Worksite Cleanliness

3.5.2.1 Maintain a clean and safe worksite while work is in the preparatory phases and work is in progress. At the end of each workday, the contractor shall remove all scrap materials, waste and debris from NSWCPD. It is the responsibility of the contractor to dispose of the detritus in a safe manner in accordance with all applicable Federal, State and local laws and regulations.

3.5.2.2 While performing work, the contractor shall ensure work area is sufficiently contained, utilizing tarps or other protectants as needed, to minimize the spread of debris.

3.5.2.3 At the completion of work, the contractor shall ensure that the work area and the surrounding vicinity is cleaned from all debris that resulted from outfitting and installation, such as cutting, burning, grinding, grit, residue from welding and welding slag. It is expected that cleaning requirements will be greater during testing periods while production, outfitting, installation work efforts are ongoing.

3.5.2.4 Periodically, at unscheduled times during the workday, the contractor may be asked to clean all or part of their work areas, to meet program needs.

3.6 Outfitting, Installation and Integration – Procurement of Incidental Materials

3.6.1 In support of the test facility Program, the contractor will be required to procure incidental materials, including long lead and other materials, required to complete work efforts as outlined in the Task Order/Technical Instruction.

3.6.2 Material delivery will be required per the schedule outlined in the Task Order/Technical Instruction. If any delays to material procurement or delivery dates are encountered, the contractor shall immediately notify the test facility Program Manager, the Contracting Officer Representative (COR) and the Technical Point of Contact listed in the Task Order/Technical Instruction.

3.7 Outfitting, Installation and Integration – Material Management Services

3.7.1 In support of the associated LBES Program, the contractor shall manage the spares/parts inventory housed within the Government Facility. The Contractor will be responsible to obtain and provide the required spares/parts as required to ensure parts are stocked, available in working order for use, and replenished to ensure the program meets critical program needs/milestones. Material Management will also include management of Government owned spares/parts.

3.7.2 Material delivery will be required. If any delays to receipt of material and/or delivery dates are encountered, the contractor shall immediately notify the assigned Program Manager, the Contracting Officer Representative (COR), Contracting Officer, and the Technical Point of Contact listed in the awarded Task Order.

3.7.3 NSWCPD LBES Programs may require comprehensive Material Management services in support of the Installation, Qualification, Test, Production and long-term lifecycle phases of the Test Site. When required at the Task Order level, A summary of the responsibilities are as follows:

3.7.3.1 The Contractor shall support NSWCPD and LBES Program management by performing reviews of material lists from various sources including drawings, maintenance procedures, test procedures, technical documents or other material or sparing requirements, created in support of the associated LBES Program.

3.7.3.2 The Contractor shall develop a plan to warehouse all LBES materials associated with production, maintenance, sparing and life-cycle support, including both Government Furnished Material (GFE) and Contractor Furnished Material (CFE). (Comprehensive LBES Material Management Plan - CDRL A058) (Spares and Parts Inventory Status - CDRL A059)

3.7.3.3 Contractor facility shall provide staging/warehousing for LBES materials within 125 miles of the Philadelphia Naval Business Center (PNBC).

3.7.3.4 Contractor shall make all materials stored/staged outside of the Government facility available to the Government for inspection within 24-hours’ notice.

3.7.3.5 In support of the Material Management Services, the Contractor shall manage all material stored within the LBES Government facility.

3.7.3.6 Material delivery will be required per the schedule outlined in the Task Order. If any delays to material procurement or delivery dates are encountered, the contractor shall immediately notify the LBES Program Manager, the Contracting Officer Representative (COR) and the Technical Point of Contact listed in the Task Order.

3.8 Outfitting, Installation and Integration – Fire Safety and Fire Prevention Support

3.8.1 Provide and manage fire safety and fire prevention support for all systems/equipment and systems/equipment in the installation process in NSWCPD LBES buildings. In the event of an actual fire, the contractor fire watch personnel shall at a minimum, perform the following functions:

3.8.1.1 Activate the nearest fire alarm via a manual pull station.

3.8.1.2 Contractor shall be responsible for notifying the local fire department (215-897-3333).

3.8.1.3 Notify LBES personnel and establish communications with the control room to isolate power to affected equipment.

3.8.1.4 After conclusion of event, provide a formal report documenting all known information of event, including contributing factors, lessons learned, and other information as requested in the Task Order (Assessment and Lessons Learned Report [CDRL A016).

3.8.2 The contractor shall maintain and submit surveillances and fire safety logs (Fire Safety Documentation [CDRL A033).

3.9 Outfitting, Installation and Integration – Quality Assurance

3.9.1 The contractor shall provide support IAW Section 15 – General Requirements.

3.9.2 Quality Control Manual – Establish and maintain a system for the control of quality and workmanship during the installation and examination, which shall ensure that work performed under this statement of work meets the requirements hereafter specified. Provide evidence of an effective Quality Control inspection system, which complies with ISO 9001 (current version) and/or an inspection system that has been deemed acceptable by NSWCPD. The inspection system shall include as a minimum:

3.9.3 Submit an Overall Contract Quality Assurance Plan in accordance with ISO 9001, clearly demonstrating the contractor’s general approach to meeting Quality requirements. 3.9.5 An individual Task Order Specific Quality Assurance Plan, tailored specifically for each awarded Task Order, shall be filled out, submitted and approved (Task Order Specific Quality Assurance Plan – CDRL A010).

3.9.6 Acceptance of the Task Order Specific Quality Assurance Plan: Acceptance of the Contractor’s plan is required prior to the start of work. Acceptance is conditional and will be predicated on satisfactory performance. The Government reserves the right to require the Contractor to make changes in the Plan and operations, including removal of personnel, to obtain the quality specified.

3.9.7 Notification of Changes – After acceptance of the Plan, the Contractor must notify the Contracting Officer in writing of any proposed change. Proposed changes are subject to acceptance by the Contracting Officer.

3.9.8 Notification – The contractor shall notify Naval Surface Warfare Center, Philadelphia Division, (NSWCPD), 4850 South 15th Street (Building 633), Philadelphia, PA 19112- by email clark.mote@navy.mil, Code 00Q (00QCD) after award of contract and award of all follow on Task Order/Technical Instruction.

3.9.9 Dimensional Inspection – The contractor shall visually and physically inspect all units 100% and record actual measurements of each dimension identified on the applicable drawing (Dimensional Inspection Reports – CDRL A031).

3.9.10 Objective Quality Evidence Records – The contractor shall maintain Objective Quality Evidence Data (OQEDs) of raw material and finished parts. Records shall be traceable by drawing/part, heat, lot or batch and contract numbers. All OQEDS shall be clearly legible including name and title. The contractor may provide exact (quality) photocopies of objective quality evidence records being delivered under this purchase order instead of originals.

3.9.11 The Contractor shall provide a Certificate of Compliance to verify that specific qualifications have been obtained, tests have been performed, arts/assemblies/equipment/systems have been installed, tested, inspected and are ready for operation: that personnel have specific qualifications to perform assignments/operations/inspections: or to certify identically, interchangeability, compatibility, reliability, or completeness of documentation being prepared or reviewed by a contractor (Certificate of Compliance – CDRL A032).

3.10 Commonality of Systems, Subsystems, and Components – N/A

3.11 Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components

3.11.1 The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. The contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer.

3.12 Diminishing Manufacturing Sources and Material Shortages Management (DMSMS) Contract Requirements – N/A

4.0 DATA REQUIREMENTS

4.1 Contract Status Report (CDRL A001)

4.1.1 This report shall reflect both prime and Subcontractor data if applicable at the same level of detail.

4.1.2 The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor's format is acceptable the Government's approval must be received in writing from the COR within five (5) business days before formal submission.

4.13 Readiness and Schedule Review Materials (A013)
