Statement of Work On-Call Industrial Hygiene Laboratory Services At The William J. Hughes Technical Center, Atlantic City International Airport, New Jersey 08405
C.1 Introduction The Federal Aviation Administration's Safety Office located at the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ is responsible for monitoring and assessing hazardous and unsafe situations, and then developing measures to assure the personal safety of the base's personnel. In order to properly assess and investigate specific conditions which pose hazardous threats, it is necessary to provide sample analytes for laboratory testing. The Safety Office performs a wide array of industrial hygiene and environmental analytical testing on an annual basis to ensure a safe work environment at the WJHTC. Common testing for the base consists of the analysis and identification of mold, asbestos, lead, formaldehyde, and indoor air quality.
The goal of the Safety Office is to be able to provide comprehensive environmental analytical testing with quick response time to indoor air quality needs. Having equipment, media and a contract in place for analysis will allow the Safety Office to collect time critical air samples which will allow for real time decisions regarding safe occupancy and direction to contractors.
C.2 Objective C.2.1 The objective of this contract is to obtain laboratory testing services to support the WJHTC's Safety Office, known as ANG-E372. Testing services will provide analysis of submitted samples on an as needed basis and in accordance with this SOW.
C.2.2 The price for analysis testing services will be firm fixed price as reflected in Section B, Service/Pricing.
C.3 Requirements
C.3.1 The Contractor must have a laboratory facility located within 60 miles driving distance to the FAA William J. Hughes Technical Center, Atlantic City International Airport, New Jersey with the ability to receive samples 24 hours per day 7 days per week.
C.3.2 The contractor must afford the FAA the ability to speak with analysts to clarify sampling techniques and/or report results.
C.3.3 The contractor's laboratory must participate in the National Voluntary Laboratory Accreditation Program (NAVLAP) as recognized by the American Industrial Hygiene Association (AIHA).
C.3.4 All analyses must be performed in accordance with methods approved by the National Institute for Occupational Safety and Health (NIOSH), the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), the American Society for Testing and Materials (ASTM), or the International Standards Organization (ISO) unless otherwise authorized by ANG-E372 when submitting samples.
C.4 Scope The FAA requires the contractor to provide analysis of submitted analytes and the provision of necessary equipment for sampling.
C.4.1 The contractor must provide laboratory analysis services on an as-needed / as- requested basis for the WJHTC's Safety Office. These services are to include, but not be limited to, the following subsequent analytes and defined analysis:

C.4.1.16 Ad Hoc Analysis
Additional samples and analysis not specified above may be ordered by the Contracting Officer, at a fee negotiated at time of submission. The contractor's proposed fee for ad hoc samples must not exceed average pricing available on established GSA schedule contracts. The Contracting Officer may approve ad hoc testing at a negotiated fee via email correspondence when an existing task order contains sufficient funding on the "Ad hoc Analysis" CLIN to cover all costs. If an existing task order does not contain sufficient funding, the contractor must wait for authorization to proceed from the Contracting Officer before providing ad hoc analysis. Such authorization will typically be provided via a task order modification or a new task order.
C.4.2 3 Hour Fees: The contractor must provide 3 hour expedited turnaround on samples when ordered by the Contracting Officer's Representative only when an existing task order contains sufficient funding on the "3 hr. fees" CLIN to pay for the request.
