STATEMENT OF WORK

FLORIDA KEYS NATIONAL MARINE SANCTUARY (FKNMS)

ELECTRICAL DISTRIBUTION SYSTEM REPLACEMENT

NANCY FOSTER FLORIDA KEYS ENVIRONMENTAL COMPLEX (NFC)

Background:

NOAA’s Florida Keys National Marine Sanctuary (FKNMS) Nancy Foster Florida Keys Environmental Complex, located along the waterfront at 33 East Quay Road, Key West, FL 33040, includes the FKNMS headquarters office, as well as lower region operations office, maintenance building and public visitor center. The complex requires replacement of their main electrical feed, including the associated distribution cabinets and feeds.

The equipment referenced here is original (2006) to the Nancy Foster Complex (NFC). There is significant deterioration of the panels as well as the electrical components located within these enclosures. The harsh environment and climate change affecting the Florida Keys has taken its toll on this equipment which is located outside of the buildings served. A number of hurricanes have also led to this current deteriorated state of this equipment.

The cabinets and associated power distribution breakers inside are in various states of deterioration. These panels have significant rusting along with holes in them which allow rain and vectors to enter into the equipment. There is a High Voltage hazard (4160 volts) which is associated with these failing devices.

Power losses have occurred as well as issues of the 3 phase capabilities of these components. A recent power loss has occurred at the NFC from an Iguana entering the main switch gear through one of the many holes in the main distribution cabinet. In addition to the ability of vectors to enter the cabinet there also exists the ability of rain penetration. The entrance of rain into the cabinet provides for an unstable 3 phase electrical supply as the moisture tracks onto the bus bars and adds significant moisture inside of the cabinet creating arcing and sparking that further destabilizes the balance of the 3-phase sine wave power supply to the various power distribution components throughout the facility.

These issues have resulted in power losses as well as brown out conditions that have led to the failure of motors, heaters and other components at the NFC due to the unsteady supply of 3 phase power. The main issue here is the risk of personal injury resulting from the failures noted here. Electrocution and possible component explosion are real consequences of the situation described.

A site visit at 33 East Quay Road, Key West, FL 33040 is strongly encouraged. Vendors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

Contact the Technical Point of Contact (TPOC) for further information on site visits. To make a site visit, please make an appointment during working hours (Monday – Friday, 8:00am – 5:00pm) with the TPOC.

Tasks:

Contractor shall provide all labor, materials, equipment and hauling required to complete the work listed below. Installation to be completed in place as follows at 31-33 East Quay Rd, Key West, FL, 33040 and includes the following specific services.

· Replacement of main power supply / Emergency Generator (750 kw) tie switch - Replace 1600A manual transfer switchboard and associated breakers. Currently a Kirk key interlock system is utilized for transfer purposes and replacement will require a similar system.

· Include crane lift removal of existing unit and lift to replace with new unit

· Provide all labor and materials for complete replacement of existing unit

General Work Requirements:

1. Work is to be scheduled with the Technical Point of Contact and completed during normal business hours -Monday – Friday (8am-5pm).

2. Any subcontractor(s) must be named in the proposal of work and any changes to the subcontractor must be approved in advance by the Contract Officer.

3. All installed parts and replacement parts shall be new and without defect from the manufacturer.

4. Components shall meet GSA requirements for sourcing compliance.

5. Disposal of waste items is solely the responsibility of the selected contractor, unless otherwise negotiated in contract.

6. Permitting is the sole responsibility of the contractor.

7. A site visit is strongly encouraged as there exists the need for familiarity with the installation. Prospective bidders should coordinate visits with the Technical Point of Contact. In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

8. Offerors are cautioned that all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.

9. Contractor must be responsible for all applicable travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

10. Any additional conditions found which will cause additional funding must be submitted in writing by the prime contractor only (if there is a prime and subcontractor) and approved in writing by the Contracting Officer before any additional work may be performed.

Other Applicable Provisions:

1. Period of Performance of this contract shall be 60 days post award.

2. Copies of invoices shall be provided by awardee to the COR and Financial POC listed below.

3. Payments are made through the Federal Governments electronic payment system.

4. Prospective bidders must be registered in the SAM.gov registration system at the time of their bid submission and throughout contract.

5. FKNMS personnel to coordinate work and schedule on site.

6. Electricity and water provided on site.

IT Security Requirements:

The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.
