About this file
This is a Statement of Work (SOW) for the acquisition of RTX KIV-77 Common IFF Appliqué Crypto Computers to support the Customs and Border Protection (CBP) P-3 fleet aircraft. The procurement requires the purchase, delivery, and initial configuration of 4 KIV-77 units (Part Number 0N696419, National Stock Number 5810-01-537-8318) to equip existing APX-119 transponders with Mode 5 cryptographic capability. This upgrade addresses the Department of War's planned sunset of older Modes 1 and 2 IFF systems no later than January 1, 2027, and ensures CBP aircraft can securely respond to Mode 5 interrogations from ground or air units while maintaining interoperability with existing DHS platforms and compliance with NSA standards.
The contractor must possess a Secret security clearance, with all manufacturing and testing personnel requiring the same level of clearance due to the sensitive nature of cryptographic materials and national security information. The contractor will perform work at their facility and requires access to Communications Security (COMSEC) information, a COMSEC account, and classified crypto keys. Delivery must occur to Garland Spence at Account # CA830100, 6222 POW-MIA Memorial Parkway, Suite 3, Jacksonville, FL 32221, with no weekend or holiday deliveries permitted. The contractor must notify Garland Spence via email at GARLAND.S.SPENCE@cbp.dhs.gov with shipping tracking information upon dispatch. Key government contacts include Michael Hall (Contracting Officer, AMBTCD), Kim Mika (Director, Air and Marine Operations), and Gary Brown (Program Manager, Maritime Patrol Aircraft Program).

STATEMENT OF WORK
KIV-77 Common IFF Appliqué Crypto Computer
Description:
This statement of work (SOW) details the requirements needed to equip the current CBP P-3 fleet of aircraft with a compact, removable cryptographic computer designed to provide secure identification capabilities for Identification Friend or Foe (IFF) systems used by CBP P-3 aircraft.
Background:
The DoW is phasing out older Identification Friend or Foe (IFF) transponder systems, specifically Modes 1 and 2, in favor of the more secure Mode 5 to address vulnerabilities in the older, non-encrypted technologies. The planned sunset for these modes is no later than 1 January 2027.
Currently, CBP P-3 aircraft use APX-119 transponders to meet the new requirements. These transponders will need to be equipped with a Mode 5 Crypto Applique device known as KIV-77. This upgrade will allow the CBP P-3 aircraft to securely respond to Mode 5 interrogations from other ground or air units, enhancing operational security and interoperability.
Scope:
This procurement is for the acquisition of RTX KIV-77 Common IFF Appliqué Crypto Computers to support secure Identification Friend or Foe (IFF) operations. The KIV-77 units will be used to provide cryptographic protection for IFF systems in accordance with applicable Department of War and Department of Homeland Security requirements. The scope includes the purchase, delivery, and initial configuration of KIV-77 devices, as well as associated technical documentation and support services. All equipment must be compliant with current National Security Agency (NSA) standards and interoperable with existing DHS platforms.
