About this file
This is a Statement of Work (SOW) for the technical overhaul and remanufacturing of Kahn Model 102-240 Hydraulic Dynamometers currently installed in test cells one through five at Anniston Army Depot (ANAD) in Anniston, Alabama. The dynamometers have been in operation for over 20 years, and since Kahn no longer provides manufacturer support, the Army requires a contractor to supply comprehensive technical documentation and manufacturing specifications to enable overhaul and remanufacturing of these units. The contractor must deliver bills of material, assembly drawings, detailed manufacturing drawings for expendable and wear components (including shaft, rotor, mating ring, bearing support, stator, stator plates, discharge ring, and clamping ring), an overhaul manual, wear limit dimensions, and balancing specifications. All documentation must be provided on two electronic copies in PDF format on USB flash drives, with proprietary materials clearly marked and without obscured information.
The performance period is 6 to 8 weeks following contract award. The contractor must comply with all applicable federal, state, and local environmental and safety laws, Army regulations, and installation-specific policies. The contractor shall immediately notify the Designated Government Representative and Contracting Officer Representative of any regulatory inspections, correspondence from environmental agencies, or noncompliance issues. Acceptance of deliverables will be performed by the assigned Government Contracting Officer's Representative. This requirement is issued as a pre-solicitation Request for Information (RFI) by the Department of the Army Materiel Command Contracting Command Detroit Arsenal, seeking capability statements, past performance examples, recommended contracting strategies, and contractor input on technical adequacy and pricing considerations for hardware, software, and installation services.
