PHYSICAL SECURITY UPGRADES

1.0 General.

1.1 Background.

BLDG 500 physical security is not up to standard. Most of the outside doors have broken locks or no keys. The S3 shop has only 1 office with keys. The CDR, CSM, XO, W3 and BAO do not have a key to their office, and this BDE has made hundreds of requests for new keys to DPW over the past decade. Getting cipher locks is going to solve most of these issues. However, they are very expensive and we have to pay for them out of our own unit funds.

1.2 Objective. Replace all the locks to increase physical security in BDE HQ and eliminate the need for keys therefore making key control easier to manage.

2.0 Tasks. Work will be accomplished in four phases.

Phase 1 - Survey Phase 2 - Equipment purchase Phase 3 – Installation Phase 4 – Testing

2.1 Phase 1. Contractor will perform a survey of the building to confirm the number of cipher locks needed to accommodate physical security standards.

2.1.1 Perform a visual check of all doors and determine which doors have the highest priority.

2.2 Phase 2. The contractor will furnish all equipment, supplies, and tools needed to complete installation of Cipher KABA locks.

2.3 Phase 3. The contractor will perform the following tasks for each door:

2.3.1 Install and test 5 pin and 10 pin Kaba cipher lock on the determined doors, there are 17 total.

2.3.2 Services include labor for hardware replacement and supporting services support for 12 month periods.

2.4 Phase 4. At the conclusion of the installation (Phase 3) all the locks will be tested and codes will be documented and kept with key control managers (S2) and with DPW real estate.

3.0 Contractor Responsibilities.

3.1 Provide hands-on, onsite training for using and resetting the locks. The training will be new equipment training to teach basic operation of each lock such as how to use, reset, and basic troubleshooting. The end user training will be new equipment training in the basic operation and familiarization of the lock.

3.5 Provide a single POC (Program Manager/Contract Manager) for implementation and be overall responsible for this project. The name of the Program Manager and an alternate who shall act for the Contractor when the Program Manager is absent shall be designated in writing to the Contract Officer at least 10 days prior to the contract performance. The POC or alternate shall be physically present on-site when the work is being executed.

4.0 Government Responsibilities.

4.1 The Government will provide Contractor with continuous access, 8 hours a day, to the applicable installation areas, and will escort Contractor personnel, if necessary, during installation, integration, and testing of the system.

The Government will provide escorts as necessary.

4.6 The Government will provide adequate electrical circuits in the vicinity of the equipment installation.
