B1020 ISU-90 THERMAL COATING

STATEMENT OF WORK (SOW)

For

B1020 ISU-90 Thermal Coating 412 Electronic Warfare Group

Edwards AFB, California

1. OVERVIEW: The Electronic warfare Group (EWG), Edwards AFB, CA, requests a proposal for the application of thermal coating to shipping containers (ISU-90’s) as a coating insulation system on exteriors to block the migration of solar heat gain (roofs and side walls).

Containers are located on the roof of building 1020 in an access controlled restricted area.

2. GENERAL

2.1. Contractors may perform a site walk prior to bid for contract to verify and validate project requirements.

2.2. The contractor shall coordinate effort with the project manager to prevent any project delays, interruptions of classified work within the work site and/or movement of personnel and/or equipment.

2.3. All workers for this project shall be US citizens, cleared by the customers’ security, and given a daily temporary worker’s badge before entering the controlled area.

2.4. Contractor shall provide submittals of all equipment and materials to be used prior to work for government approval.

2.5. Contractors shall keep the area clean at all times and remove all waste in a timely manner. The contractor shall dispose of all waste for this project in accordance with federal, state, and local laws, regulations, and standards.

2.6. The contractor shall repair/replace any items damaged by the contractor employees and/or any sub-contractors while working on this project.

2.7. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this SOW.

3. DESCRIPTION OF SERVICES

3.1. The contractor shall provide all labor, material, and equipment necessary to complete the following services. This is a nonpersonal services contract to provide USU-90 Thermal Coating. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government.

3.2.

3.2.1. SURFACE PREPERATION

3.2.1.1. The contractor shall comply with coating manufacture’s surface preparation instructions to prepare exterior container surfaces to ensure proper adhesion of the coating.

3.2.2.COATING APPLICATION

3.2.2.1. The Contractor shall use a solar heat reflective thermal ceramic paint coating with a Volatile Organic Compound content of less than 50 grams/liter or a gloss (non-flat) variant per EKAPCD rule 410-1A. The Contractor shall verify non-flat conformance using the coating manufacture’s data (e.g., gloss results from ASTM D523-89 [1999] or the updated D523-14 [2018]). 3.2.2.2. The Contractor shall apply two full coats to the exterior surfaces (roofs and side walls) of three ISU-90 containers and one full touch up coat to the exterior surfaces (roofs and side walls) of one ISU-90 container. The ISU-90 container dimensions are: 108”W x 88”L x 91.35”H.

3.2.2.3. The Contractor shall comply with all manufacturer’s coating application instructions. The preferred method to apply coating is sprayer.

3.2.2.4. The Contractor shall not paint over any affixed container data plates. All data plates must be clean and legible following completion of coating applications.

3.2.2.5. The Contractor shall protect all exterior surface mounted equipment from spray coatings.

4. ADDITIONAL INFORMATION

4.1. Any use of hazardous materials (e.g., solvents, paints, glues, adhesives, reagents, fuels, lubricants, chemical additives, etc.) and generate hazardous waste. The contractor shall ensure all hazardous materials are authorized and managed in compliance with applicable sections of Edwards Air Force Base Instruction (EAFBI) 32- 119, Edwards Air Force Base Installation Hazardous Material Management Program (HMMP)

4.2. All spills or releases of hazardous materials or hazardous wastes that occur during this project (regard less of quantity or location of spill ) must be reported immediately to the 412 EWG/EWS project manager at 661-277-1791. Cleanup of spilled hazardous materials/wastes are the responsibility of the party who spilled it.

4.3. The contractor shall ensure that all solid and hazardous waste management on this project complies with all applicable sections of AFI-32-7042, Waste Management and the Edwards Air Force Base Hazardous Waste Management Plan (HWMP)

4.4. The contractor shall comply with Unified Facility Criteria (UFC)-Criteria for Transfer and Acceptance of DoD Real Property-UFC 1-300-08. Any clarifying question should go via Project Manager to the base real property office

5. ENVIRONMENTAL PROTECTION

5.1. The Contractor shall ensure all hazardous materials (HM), Hazardous Material Identification and Material Safety Data, and Pollution Prevention and Right-to-Know Information are authorized and managed in compliance with applicable laws, regulations, and applicable sections of Air Force Manual 32-7002, Environmental Compliance and Pollution Prevention, and Edwards Air Force Base (AFB) HM policy, to ensure compliance with Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001-11050), and Pollution Prevention Act of 1990 (42 U.S.C. 13101- 13109).

5.2. For all chemicals/materials (paints, adhesives, solvents, lubricants, cleaners, etc.)

procured for this contract by any means other than an installation HAZMART, the Contractor shall provide the following to the Government HAZMAT Point of Contact identified to the contractor by the Contracting Officer at least 45 days prior to the start of the contract:

• Completed Contractor Hazardous Materials Usage Tracking Form

• Current Safety Data Sheets

5.3. The Contractor shall continue to provide material usage updates to the Government Point of Contact identified to the contractor by the Contracting Officer by the 5th of each month during the term of contract. The COR will forward all contractor provided information to the 412CEG/CEVC HM Program Manager. For guidance regarding tracking of HM, usage and regulatory requirements, or questions regarding completing this form, contact the Edwards AFB Environmental Management Office at (661) 277-

1401 or email 412CEG.CEVC.HMWorkflow@us.af.mil. For questions concerning AFRL, call (661) 277-5135.

5.4. Any waste that meets the criteria of "Hazardous Waste" shall be managed in accordance with all applicable sections of AFMAN 32-7002, and the Edwards Air Force Base Hazardous Waste Management Plan (HWMP) and Integrated Solid Waste Management Plan, the California Health and Safety Code (HSC), Title 22 California Code of Regulations (CCR), and Title 40 Code of Federal Regulations (CFR).

5.5. The Contractor shall ensure that all solid and hazardous waste management on this contract complies with all applicable sections of AFMAN 32-7002, and the Edwards Air Force Base Hazardous Waste Management Plan (HWMP) and Integrated Solid Waste Management Plan, the California Health and Safety Code (HSC), Title 22 California Code of Regulations (CCR), and Title 40 Code of Federal Regulations (CFR).

5.6. Hazardous/regulated waste shall be disposed of under the Edwards AFB, US Environmental Protection Agency (EPA) ID number, with Edwards AFB as the Generator, unless the Contractor is considered “other persons” under the Resource Conservation and Recovery Act (RCRA) and operates their HW activities independent of Edwards AFB using their own US EPA ID number.

5.7. Signed HW disposal manifests shall be required for HW that may be generated on this contract prior to transportation for off-site disposal to a California Department of Toxic Substance Control (DTSC) and/or US EPA-approved landfill or treatment facility. The Contractor shall submit draft manifests via email to the Edwards AFB Environmental Management Office at 412CEG.CEVC.HWWorkflow@us.af.mil for review. After the draft manifests have been approved, the waste shipment must be scheduled with the Environmental Office to arrange for manifest signature by government personnel with Signature Authority. Contact the Hazardous Waste Support Facility (HWSF) personnel at (661) 277-3681, the 412CEG/CEVC HW Program Manager at (661) 277-1885, or email 412CEG.CEVC.HWWorkflow@us.af.mil for questions or additional information.

5.8. The Contractor shall comply with Pollution Prevention and Right-to-Know Information requirements. Control of environmental pollution requires consideration of air, water, and land uses, and involves the management of noise, solid waste, thermal energy and radioactive materials, as well as other pollutants. Protective measures shall be incorporated to control pollution and/or correct environmentally impacting conditions that may develop resulting from this contract. Environmental protection shall be provided during the life of the contract.

5.9. The Contractor is responsible to report and promptly clean up all spills in a manner consistent with current environmental regulations. In the event that it is necessary to utilize Government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government for all associated costs.

5.10. The Contractor shall comply with the most current Environmental Minimization Measures Checklist pertaining to this contract (see attachment). During the course of work, the Contractor shall have a quality control and oversight procedure to ensure the requirements of the environmental checklist are met and documented.

6. SECURITY REQUIREMENTS

6.1. All Contractor employees will be subject to a criminal history background check IAW DoDM 5200.08V3_AFMAN 31-101V3, Installation Perimeter Access Control, and 412th Test Wing Integrated Defense Plan (IDP) 31, Volume I (the AFMAN and IDP are both limited access documents but more details on the requirements/process in terms of background checks can be provided by the Contracting Office upon request). Vehicle registration, proof of insurance, and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.

6.2. Base Access. For Contractor personnel requiring frequent base access to perform work at Edwards AFB will be granted access via an Air Force Materiel Command (AFMC) Form 496, Application for AFMC Identification Card. Air Force Federal Acquisition Regulation Supplement (AFFARS) Clause 5352.242-9000, Contractor Access to Air Force Installations, the Prime Contractor shall submit a written request on company letterhead to the CO with the following information (prior to submitting a request for Base access via an AFMC Form 496): 1) contract number, 2) location of work, 3) contract start and stop date (must be on or before contract’s expiration date), and 4) names of employees/ subcontractor employees needing access to the base, to include each employee’s company name.

6.3. It is recommended that the Prime Contractor provide a copy of the request letter to each employee for verification purposes when the employee comes to the Contracting Office at Building 2800 to get their AFMC Form 496 signed. Employees for which no request letter can be found or provided will result in the employee being asked to return on another date/time so verification can be made.

6.4. Base passes will be limited to the length of the contract not to exceed 3 years from the date the AFMC Form 496 is submitted to the Contracting Office for signature.

6.5. The AFMC Form 496 will be reviewed/approved by the CO, then taken by the Contractor employee to the Edwards AFB Pass & Registration Office in Building 3000, or the Visitor Control Center in Building 1004, for the security portion and issuance of the Base pass

6.6. The contractor shall comply with all base security regulations. Additionally, the contractor shall comply with actions dictated by force protection condition (FPCON) changes/measures and/or health protection condition (HPCON) changes/measures. For real-world situations/exercises, changes to force/health protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.

6.7. Only employees who will be working on the contract consistently/frequently should be submitted for a long-term Base pass.

6.8. The Contractor shall comply with all security requirements imposed by the Installation.

Specific security considerations will be handled on an individual Task Order basis as required.

6.9. The contractor shall report suspicious activity (refer to Edwards AFB Contractor Antiterrorism Awareness pamphlet) to Security Forces at 661-277-3340 in a timely manner.

6.10. The Contractor and its employees shall comply with all base traffic regulations.

6.11. Visitors/contractors with driver’s licenses and ability to obtain base access without another form of identification as an identity proofing document. As proof of identify, the

Department of Defense will accept State-issued driver's licenses and identification cards only if they meet the Real ID Act standards, from all U.S. States and territories as proof of identity. The Contractor shall possess a credential compliant with the REAL ID Act of 2005 or an acceptable alternate identification credential. 6.12. Contractor personnel who require routine physical access to the installation shall comply with AT Level I Training Requirement. Contractor shall maintain and make available to the COR or Contracting Office, within 30 days after award, records of Antiterrorism Awareness Level I required training of contractor employees and subcontractor employees who require routine physical access to the installation via 30 day pass, DBIDS Access card or Common Access Card (CAC), both initially and annually thereafter. Level I - Antiterrorism Awareness Training may be taken at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf for non-CAC holders. CAC holders may complete AT Level I training (Force Protection course ZZ133079) via myLearning at https://lms-jets.cce.af.mil/moodle/. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit Antiterrorism Representative.

6.13. The Contractor shall be responsible for safeguarding all government property, equipment and materials provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

6.14. During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel.

6.15. The Contractor shall be responsible for prompt return of credentials and vehicle passes for: 1) any employee who no longer requires access to the work site; 2) upon request by a CO; and 3) upon completion or termination of the contract. The Prime Contractor shall ensure that all Base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with these requirements may result in the withholding of payment.

6.16. Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within Contractor-owned or privately owned vehicle while on Edwards

AFB.

7. OPERATIONS SECURITY (OPSEC)

7.1. The Contractor shall comply with DoD (DoDD 5205.02), USAF (AFI 10-701), and locally established Operations Security (OPSEC) policies and procedures to protect classified, sensitive, and unclassified information and/or equipment, which is furnished to and operated by the Contractor.

7.2. Security Awareness Training will be offered by the Government to all Contractor employees prior to initiating work. This training provides Contractor employees with the requisite knowledge necessary to remain vigilant for possible threats, understand basic security procedures, understand the obligation to report security violations and the continued obligation to safeguard information. The requiring local unit Security Manager will coordinate, and track completed training with the Contractor.

8. Safety

8.1. Safety and Health Requirements: It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of OSHA requirements.

Detailed information is available on the OSHA website at http://www.osha.gov. Contractors are responsible for complying with federal and state occupational safety and health standards for their employees, except where the Air Force contractually agreed to assume responsibility.

8.2. Mishap Reporting. The Contractor shall promptly report pertinent facts to the Government Program Office (GPO) regarding mishaps involving government personnel or property, on or off the Air Force Installation, incidental to work performed IAW DAFI 91-204, Safety Investigation and Hazard Reporting. Direct costs related to the mishap shall be separated from other cost and provided to the GPO and Safety Investigators.

8.3. The Contractor is responsible for establishing requirements for all subcontractors who qualify as subcontractors under the resulting contract.
