Service Support Plan for the Isotope Ratio Mass Spectrometer

Introduction and Overview This requirement is for a support plan for the Northwest Fisheries Science Center’s Environmental Chemistry Program’s isotope ratio mass spectrometry system (IRMS) Delta V Advantage from Thermo Fisher Scientific.

This is a request for a service contract to be placed on this instrument for one year.

Background The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The Environmental Chemistry Program (ECP) uses mass spectrometer instruments to support NWFSC’s mission.

Objective The IRMS is used for chemical tracer analyses of protected species and abiotic samples collected in their habitat. The ECP is currently using the IRMS system for bulk stable isotope analyses as well as the compound specific analysis of fatty acids and amino acids, to help provide basic information on potential predator/prey interactions, geographical range, and trophic insight of marine fishes, mammals, and invertebrates. It is vital that a service contract be in place on the instrument to continue the required maintenance and allow for necessary, and emergency, repairs that may occur during the duration of the contract. The IRMS system is complex and extremely sensitive and requires expert care and regular maintenance to sustain a high level of performance (e.g. exceptional system vacuum, stable high and low voltages applied to several parts providing high selectivity and sensitivity), accuracy, and precision. Maintaining a service contract will avoid significant downtime of the instrument when an emergency repair is needed, resulting in little to no negative effect on deadlines or ongoing research progress. Without this service contract, a faulty system requires troubleshooting by ECP’s staff and/or the setup and approval process of a purchase order for a repair call performed by the manufacturer’s field engineers.

Location Northwest Fisheries Science Center 2725 Montlake Blvd. E. #317E Seattle 98112 Serial number SN09092D.

Technical Specifications The service contract should include, but not be limited to, one on-site corrective service visit per year to include: original equipment manufacturer (OEM) parts, labor, travel, and return shipping. Additionally, one on-site performance maintenance visit per year to include: OEM parts, labor, travel, and return shipping, as well as coverage including service on the Thermo Fisher supplied computer, OEM technical support for covered service events, software updates, and technical telephone support. The services provided under this contract must utilize Thermo Fisher proprietary OEM parts and software and Thermo Fisher factory trained and certified technicians. Therefore, the maintenance service-contracted company has to work with the instrument manufacturers to provide Thermo Fisher Scientific’s engineers for repair calls, both on site and by phone. If the computer or computer hard drive is replaced as part of the service contract, the NWFSC would retain the hard drive.

Performance Period The Preventative Maintenance Service Contract coverage date range will be September 23, 2020 to September 22, 2021.
