Statement of Work

Internet Transport Capabilities

1. General Information.

The Air Force Services Center (AFSVC) conducts electronic business and provide applications and content to base activities and customers in two Data Centers. Both Data Centers require a connection to the Internet. An interconnection between Data Centers is required to provide near real-time replication of data and server information along with electronic transport off-site of backup storage to the alternate data center. In case of a disaster at the Primary Data Center, the Alternate Data Center must have the data, server info, backups, and means to operate as the applications and content are recovered within the objective timelines. The purpose of this Statement of Work (SOW) is to provide a general overview of the requirement.

2. Requirement & Description of Services.

The Contractor shall provide services that comprises of all installation of equipment & auxiliary components, labor, management, and service requirements necessary for Internet services and Point-to-Point services.

This requirement entails two different sites:

Site 1=Lackland AFB, Building #1 (referred to as LAK Bldg-1) Location for Service: 3515 South General McMullen, Bldg-1, San Antonio, TX 78226 DEMARK location is at building #1674: 201 Paul Wagner Drive, Bldg-1674

Site 2 = Randolph AFB, Building #990 (referred to as RND Bldg-990) Location for Service: 151 J-Street East, Bldg-990, Randolph AFB, TX 78150 DEMARK location is at building #379: 470 C-Street East, Bldg-379

2.1 Installation, Equipment, & Auxiliary Services. AFSVC requires an Internet circuit for each site: LAK (Bldg 1) and RND (Bldg 990). In addition, there is a requirement for a point-to-point data circuit between the two sites for data replication and network extension.

2.1.1 For the 2 Internet Circuits, the contractor shall provide a Minimum Bandwidth of:

2.1.1.1 100 Mbps at LAK (Bldg 1)

2.1.1.2 100 Mbps at RND (Bldg 990)

2.1.2 The contractor shall list Scalable Bandwidth options/increments to meet future growth or site demands/requirements.

2.1.3 The contractor shall provide Public IP Address Space for each site.

2.1.3.1 Each site shall be allocated a 24-bit Classless Inter-Domain Routing (CIDR) Block (254 usable IPs)

2.1.4 The contractor shall provide Domain Name Service (DNS) Zone hosting for AFSVC Domain Names

2.1.4.1 The contractor shall provide a plan to transfer hosted DNS zones from old Internet Service Provider (ISP) to new ISP DNS servers.

2.1.5 The contractor shall provide access to their Domain Name Service (DNS) servers for use as DNS resolvers and forwarders.

2.1.6 The contractor shall provide access to their Network Time Protocol (NTP) Services for use as a time source; prefer authenticated connection.

2.1.7 The contractor shall provide and implement a routing protocol (i.e. BGP) to automatically re-route traffic though RND (Bldg 990) if LAK (Bldg 1) circuit/path is interrupted and vice versa.

2.1.8 The contractor shall provide a point-to-point circuit between LAK (Bldg 1) and RND (Bldg

990) with a bandwidth of 1 Gbps.

2.1.8.1 The point-to-point circuit should remain up if either Internet Circuit is down to allow Automatic Traffic Re-routing to other site (ref para 2.1.7).

2.1.9 The contractor shall provide a customer on-line capability for submitting tickets for service interruptions, add/change/delete requests for DNS updates, and circuit performance monitoring.

2.1.9.1 The contractor shall coordinate and confirm with the Government to verify the point of services prior to making final connections.

2.1.9.2 The contractor shall coordinate with the Government regarding dates/times for installation at the DEMARK locations.

2.2 Internet Service. Upon installation and configuration of all equipment and components for the internet routing, the Internet Services will include up to five consecutive 12-month periods.

3. General Information

3.1. Safety. The contractor is responsible for the safety of their personnel, supplies and equipment. All events shall be executed in a safe manner and transportation will be

SOW 25 Jan 2024 Page 3 of 3 operated by measures of all safety and abide by the laws set forth by JBSA-San Antonio.

Further, the contractor shall establish and maintain a comprehensive safety plan that is designed to prevent mishaps involving the contractor and government personnel, facilities and equipment. During performance of any event, the use of personal protection equipment is encouraged, to include hearing protection, face-masks, eye protection, etc. The contractor shall comply with all safety regulations and guidance. The Government may issue an order to stop all or part of the work until all safety violations are corrected. The contractor shall notify the Government immediately of any safety violations, personnel and vehicle accidents.

3.2. Government Limitation of Liability. The Government will not be held responsible for the theft, the loss of or damage to any vehicle(s), equipment and personal belongings acquired by the contractor or in possession of a contractor, or contractor’s employee(s). The loss of or damage may consist of unforeseen or accidental loss, theft, damage, destruction or destroy by fire, theft, accident or other disaster. The contractor shall maintain coverage for the duration of the contract for any acquired supplies, materials, equipment and vehicles.

3.3. Contractor Vehicles and Equipment. The contractor shall provide the vehicle(s), supplies, and equipment as necessary. All vehicles, supplies, and equipment furnished by the contractor shall be in good operational working order and meet professional commercial standards. The contractor shall procure and maintain insurance for the duration of the contract to cover any vehicles, supplies, and equipment (to include maintenance) and any claims which may arise from operations.

3.4. Air Force Anti-Terrorism (AT) Program. The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and paragraph 2.25, DOD contractors and sub-contracts personnel shall be offered Level 1–AT Awareness Training.

3.5. Disaster Response Work. In the event Government property and/or Government Furnished Equipment is damaged due to circumstance or natural disaster, the contractor must inform the COR to determine if emergency action(s) is necessary to protect the government property. Contractor is responsible for contractor’s property.

3.6. Base Closures. Work or events scheduled but not accomplished because of base closure due to weather, natural disasters, training exercises, or actual alert, the contractor shall coordinate and communicate with the COR during base closures. Furthermore, when performance or service during Crisis or Heightened Security, the nature of this specific requirement (concerning the contractor) has been identified as non-mission essential and will not be utilized during time of crisis or heightened security.
