About this file

This is a Purchase Description/Statement of Work for the procurement of medical training aids for the INTAC Program under Reference PRAC W74RDV62097143.

The procurement requires four Combat Self-Aid and Buddy Aid (CSAB) Manikins, each designed for tactical combat casualty care (TCCC), tactical emergency casualty care (TECC), and operational trauma training. Each unit must feature rugged construction capable of withstanding repeated casualty drags, carries, extractions, and scenario-based training in indoor and outdoor environments. Technical specifications include two packaging options: Package 1 measuring 13.5 in. x 49.25 in. x 26.75 in. at 119 lbs., and Package 2 measuring 13.75 in. x 49.25 in. x 26.75 in. at 73 lbs. Each manikin must simulate life-threatening battlefield injuries including arterial bleeding and open chest wounds, provide tactile feedback for tourniquet application, feature high-grade silicone skin with anatomical accuracy, include an integrated bleeding system, and support multiple access points for airway management and decompression drills. Each unit shall include comprehensive ancillary items including a camo suit, combat boots, hat, belt, wearable injuries (abdominal explosion, bowel evisceration, amputation left leg), multiple skin and cartilage components, pneumothorax modules, charging equipment, remote control, tourniquet, and user manual. The manikin must enable training in extremity tourniquet application, junctional hemorrhage control, wound packing, airway insertion, chest seal application, needle decompression, full MARCH/PAWS casualty assessments, casualty movement, and evacuation procedures while personnel wear body armor, helmets, and operational equipment.

Delivery is required to Gary Kehoe, INTAC PM & COR, at Summit Point Training Facility (SPTF), 460 Skid Paid Road, Summit Point, WV 25446, approximately 60 days after receipt of contract award. No pricing terms, set-asides, or response dates are specified in this draft document.

Procurement of medical training aids for the INTAC Program

Reference PRAC: W74RDV62097143

Item Description Quantity

Combat Self Aid and Buddy Aid (CSAB) Manikin 4 Each

The CSAB Device should be built tough with realistic features integrated into the training device and will aid students in building the skills to save a life as a CSAB Device:

Simulates a range of life-threatening battlefield injuries, including arterial bleeding and open chest wounds

Provides tactile feedback when tourniquets are applied correctly, reinforcing proper technique

Features lifelike skin, bleeding wounds, and multiple intervention sites for advanced realism

Perfect for use in tactical medical training programs, field exercises, and classroom instruction

Trusted by military units, law enforcement agencies, and emergency response teams worldwide

Integrated bleeding system for realistic hemorrhage control practice Durable, rugged body built for repeated field and classroom use Multiple access points for airway management and decompression drills Compact and lightweight for easy transportation to training sites High-grade silicone skin and anatomical accuracy for realistic practice

Technical Specifications desired of a CSAB Device:

Product dimensions: Package 1: 13.5 in. x 49.25 in. x 26.75 in -- Package 2: 13.75

in. x 49.25 in. x 26.75 in.

Product weight: Package 1: 119 lbs. -- Package 2: 73 lbs.

DRAFT

Ancillary items that should accompany a CSAB Device should include:

Included with purchase:

o 1 x Combat Self-aid & Buddy-aid Manikin o 1 x Camo suit o 1 x Pair of combat boots o 1 x Hat o 1 x Belt o 1 x Wearable abdominal explosion injury o 1 x Wearable bowel evisceration injury o 1 x Amputation left leg o 1 x Chest skin o 5 x Neck skin o 10 x Cricoid cartilage o 2 x Bulb o 1 x Pneumothorax, left module o 1 x Pneumothorax, right module o 1 x Liquid refill pump o 1 x Bleeding connection tube o 1 x Drainage tube o 1 x Charger o 1 x Remote control o 1 x Tourniquet o 1 x User manual

The desired Combat Self-Aid and Buddy-Aid (CSAB) Manikin should be specifically engineered for Tactical Combat Casualty Care (TCCC), Tactical Emergency Casualty Care (TECC), and operational trauma training. Unlike traditional patient simulators, the CSAB unit must be built with a rugged construction that allows it to withstand repeated casualty drags, carries, extractions, and scenario-based training in indoor and outdoor environments.

In addition to its durability, the CSAB manikin must provide a comprehensive training platform for teaching and evaluating critical lifesaving interventions, including:

Extremity tourniquet application Junctional hemorrhage control Wound packing with hemostatic dressings Direct pressure and pressure dressing application Nasopharyngeal airway (NPA) insertion Oropharyngeal airway (OPA) insertion (model dependent) Recovery position and basic airway management Chest seal application for penetrating thoracic trauma

Needle decompression training at designated anatomical landmarks (model dependent)

Full MARCH/PAWS casualty assessments Casualty reassessment and documentation One- and two-person drags and carries Litter loading and casualty evacuation Vehicle extraction techniques Self-aid and buddy-aid procedures while wearing operational equipment

The full-body design of CSAB must enable personnel to train while wearing body armor, helmets, load-bearing equipment, and other mission-essential gear, creating a realistic operational environment that closely replicates the conditions encountered during military, law enforcement, and protective security operations.

Acquisition of dedicated CSAB manikins will:

Provide a purpose-built platform capable of supporting high-frequency, physically demanding trauma training.

Improve realism by allowing students to perform full-speed tactical scenarios, casualty movement, and evacuation without concern for damaging training equipment.

Expand the scope of practical training to include realistic self-aid, buddy-aid, and prolonged casualty management exercises.

Enhance student competency, confidence, and operational readiness through repetitive, hands-on practice of critical lifesaving skills.

Preserve the operational life and availability of the existing CAE Apollo simulators by limiting their use to advanced medical simulation and patient assessment in conjunction with the CSAB Manikins.

Reduce long-term repair and replacement costs associated with using high-fidelity simulators outside their intended purpose.
