About this file
This is a Statement of Work (SOW) for the purchase and installation of Instron electro-mechanical test frame retrofit packages and associated equipment at the Naval Surface Warfare Center Indian Head Division (NSWC IHD).
The SOW specifies delivery and installation of five 6800 Series Instron EM system retrofit packages for five distinct system IDs (5965U4687, 5966U4688, 5966U4689, 5967S2737, and 5985U4690). Each retrofit package includes replacement of the machine's motor, power amplifier, motor-to-gear drive belt system, control electronics, data acquisition electronics, software, and a TAA-compliant PC. The contractor must also deliver and install five 3119-600 Series compatible environmental chambers matched to existing dimensions and power requirements, and five AVE3 video extensometers (each with 16mm and 6mm focal length lenses). Additional equipment includes one torsion add-on kit 3.0 for System ID 5967S2737, one hydraulic pump capable of replacing an existing MTS Model 506.02E unit with minimum 6.4 gpm at 3000 psi capacity interfacing with 460V 60Hz 3-phase power, one closed-loop chiller system for the hydraulic pump, and one remote start/stop system. The contractor must provide the latest version of Bluehill Universal software for all test frames and Bluehill Central for centralized database connectivity.
Services required include basic user training upon equipment installation, optional lifetime support plan availability, factory-trained technician installation per manufacturer specifications, shipping of all parts, post-repair system verification and calibration, and standard commercial warranty coverage for all installed components. The contractor must coordinate base access in advance with the Technical Point of Contact and comply with Department of Defense OPSEC requirements, including completion of government-approved OPSEC awareness training. The Period of Performance is six months from date of award.
