Statement of Work

1. Background: The DEVCOM Soldier Center requires the preventive maintenance and calibration of three (3) Instron tensile machines, and nine force verifications of load cells. Regular maintenance and calibration is needed to ensure optimal performance, minimize the impact of instrument down time on research productivity, and conform with ISO 9001 certification. The Textile Materials Evaluation Team (TMET) provides accurate, verifiable and repeatable testing services to customers requesting textile testing services that require maintenance and calibration of its equipment to produce its products.

2. Requirements: The Contractor shall perform preventive maintenance and calibration on three (3) pieces of Instron tensile machines and nine (9) load cells. The Contractor shall provide a service plan for the following models that includes one preventive maintenance visit with a certificate of calibration for Speed and Displacement per ASTM E2658 “Standard Practice for Verification of Speed for Material Testing Machines” and ASTM E2309 “Standard Practices for Verification of Displacement Measuring Systems and Devices Used in Material Testing Machines”: 5966R6351, 68TM10B21534, and 55R4204C3449. The contractor shall provide force verification per ASTM E4 “Standard Practice for Force Verification of testing Machines” for the following load cells: 2518-802/0078 50Kn Type 1 Tension, 2518-805/191 5kn Type 0 Tension and Compression, 2525-805/68044 5kn Drop Thru Tension, 2525-806/816 1kn Drop Thru Tension, 2525-815/56504 2.5n Drop Thru Tension, 2580-201/102938 10KN Tension, 2530-50N/152968 ENH Tension and Compression, 2580-10KN/156138 ENH Tension and Compression and 2580-2KN/155353 ENH Tension and Compression. The contractor shall ensure all systems shall be in operational condition to deliver accurate, verifiable, and repeatable textile testing analysis.

3. Period of Performance: The period of performance for Service/Maintenance is one base year and four option years. The base year will be 1 July 2022 through 30 June 2023; option year one shall be 1 July 2023 through 1 July 2024; option year two shall be 1 July 2024 through 30 June 2025; option year three shall be 1 July 2025 through 30 June 2026; and option year four shall be 1 July 2026 through 30 June 2027.

4. Travel: Local travel is anticipated under this contract.

5. Security: A security clearance is not required for this work.

6. Personnel Qualifications: It is essential the contractor have an understanding of maintenance and calibration of Instron instruments.

a. General Experience. The contractor shall have expertise in maintenance and calibration of Instron instruments to ASTM standards and ISO specified requirements.

b. Specialized Experience: The contractor shall have demonstrated experience and understanding of Instron models 4204 with retro fit 5500R and 6351 with retro fit 5966R. Calibration accreditation certification and scope shall include verification of speed for material testing machines per ASTM E2309 or internal equivalent method, verification of displacement measuring systems per ASTM E2309 or internal equivalent method, and force verification per ASTM E4 or internal equivalent method.

7. Government Furnished Equipment/Information/Computer Utilization: N/A

8. Other Direct Costs (ODCs): N/A

9. Deliverables:

· Provide telephone support when a call is placed to the contractor

· Deliver a preventative maintenance visit to the government textile laboratory within a 48 hour time frame with a trained maintenance technician providing ASTM standards

· One (1) NIST traceable Calibration Certificate per machine or load cell

10. Place of Performance: The primary place of performance for this work will be the DEVCOM Soldier Center, Textile Material Evaluation Team laboratory area.

11. Contract Management/Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective maintenance and calibration services performed in accordance with the requirements contained in the statement of work.

Status report will be provided to the Government with the following information:

· Certificates of Calibration

· Documentation of equipment maintenance /fix

12. Invoicing: The Contractor shall bill no more than once. Invoices must include, as a minimum, the following information:

· Time Period Covered

· Direct Labor Hours

· Labor Category(s)

· Hourly Rate

· Any applicable indirect costs
