About this file
This is a Statement of Work (SOW) for the installation and configuration of an Intrusion Detection System (IDS) with 24/7 monitoring services for Veterans Affairs Pacific Islands Health Care System (VAPIHCS) locations in Hawaii.
The contractor must procure Digital Monitoring Products (DMP) intrusion system components and perform design, installation, configuration, and testing across seven installation sites: E-Wing OIT Server Room and Arms Room at Tripler Army Medical Center; ACC Spark M. Matsunaga Building Pharmacy Dispensing and Agent Cashier locations; AIPA Warehouse Suites D155 and D182; Hilo Community-Based Outpatient Clinic (CBOC); and Kauai CBOC. The contractor shall supply all hardware and software including sensors, motion detection devices, door/window contacts, keypads, tamper switches, enclosures, transmitters, zone networks, communicators, sirens, cabling, power supply, and software licenses. Specific task order requirements detail component quantities for each site, ranging from two to four motion sensors per location, with all sirens requiring a minimum 80 dB alarm level. The contractor must provide monthly monitoring services for eight sites with 24/7 alerting capabilities including phone call, email, SMS, and dashboard notifications, along with training materials and documentation.
Installation must be completed within six months of award during standard business hours (8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays and weekends). No overtime is authorized. Deliverables include a deployed and configured IDS system, active and tested monitoring service, detailed sensor identification and location documentation, training materials with session completion records, and a final installation and service report. Acceptance criteria require successful detection of suspicious/malicious activity, proper alert transmission and receipt, easily identifiable sensors, and delivered documentation and training. The contractor must comply with all VA policies and security protocols, maintain manufacturer warranties, use hard-wire connections for all monitoring and detection devices, and ensure the IDS remains independent from the VA network without requiring security clearance.

The objective is to enhance posture and strengthen our security system by detecting unauthorized access attempts and providing real-time alerting and response capabilities.
2. Background
VAPIHCS requires an eƯective solution to monitor burglary intrusion for VA specific sensitive areas. This project will address that need and improve the physical security posture by implementing an IDS with ongoing monitoring to detect unauthorized access attempts and response to potential threats in real time.
3. Scope of Work
The service provider will perform the following tasks:
Procurement of Digital Monitoring Products (DMP) intrusion system .
Design and implement an IDS solution.
Configure the IDS to meet security policies and compliance requirements.
Provide 24/7 monitoring and real-time alerting services, local.
Train client personnel on system use and incident response (if required)
4. Procurement
The service provider shall:
Provide a bill of materials for required IDS hardware and software.
Support procurement or supply the components directly, including sensors, motion detection, door/window contacts, keypads, tamper switch, enclosures, transmitters, zone networks, communicators, sirens, cabling, power supply, software licenses and all other required components not listed to complete an IDS.
Ensure all components are compatible with VA requirements.
5. Installation Service
Installation includes:
Physical deployment of IDS devices at designated locations, including perimeter sensors, control panels, and alarm systems.
Removal of outdated or non-compliant systems and integration of modern, scalable technology.
Ensuring secure connectivity between IDS components and monitoring platforms.
6. Configuration and Testing
Configuration and testing involve:
Customizing IDS rules and detection policies to the client’s environment.
Conducting functional testing.
Verifying alerting mechanisms (phone call, email, SMS, dashboard).
Documenting results and obtaining client acceptance.
7. Training
The service provider will:
Conduct a training session for personnel responsible for specific sites.
Provide instructions on:
o Reading IDS logs and panel alerts.
o System maintenance and updates.
Deliver user guides and quick-reference materials.
