STATEMENT OF WORK

Request for Proposal

PART 1 – GENERAL REQUIREMENTS

SCOPE

1.00 The work covered by, but not limited to this statement of work consists of furnishing all supervision, labor, equipment, materials, equipment, testing, training, cleanup, disposal, etc. necessary to perform work and operations to construct project scope of work detailed in PART 2 REQUIREMENTS Section 2.1. Contractor shall provide barricades in construction areas to prevent hazardous conditions, remove construction debris in a timely manner and keep work area clean at all times. Items damaged by contractor employees and/or any sub-contractors while working on this project shall be repaired or replaced with similar like in kind.

GOVERNMENT FURNISHED UTILITIES

1.01 Water and electricity will be furnished to the Contractor from existing Base systems/outlets at no cost to the Contractor. The Contractor shall furnish all equipment, material and labor necessary to obtain the utilities from the existing systems/outlets.

WORK HOURS

1.02 The hours of work for this project shall be from 7:00 A.M. to 4:00 P.M. Monday through Friday, excluding Federal holidays. No work shall commence without prior coordination with the Burk Flight Test Facility Security Office, South Base Facilities Management Office, and Integrated Munitions Facility Manager. Site work outside of these stated hours shall be submitted to in advance and contingent upon approval by the Program Manager, Teriong “Tee” Heath 412 TW/TMGGB, (661) 275-0174.

SECURITY REQUIREMENTS

1.03 All contractor employees shall be subject to a criminal history background check in accordance with AFMAN 31-113, Installation Perimeter Access Control. Vehicle registration, proof of insurance and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation. Please refer to the Edwards AFB Fitness Determination for further information concerning base access.

Contractor shall comply with applicable Base security regulations and actions dictated by force protection condition changes/measures. For real-world situations/exercises, changes to force protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.

Contractor shall report suspicious activity to Security Forces (661)-277-3340 in a timely manner. Refer to Edwards AFB Contractor Antiterrorism Awareness pamphlet.

Contractor will be offered Level I - Antiterrorism Awareness Training by the government. This training provides contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. Coordination for training should be done by the requiring unit Antiterrorism Representative (ATR) after contract award. AT Level I training is taken at https://jkodirect.jten.mil/Atlas2/faces/page/login/Login.seam for non-CAC holders. Tracking for each contractor or subcontractor employee is the responsibility of COR or unit ATR.

The Contractor shall be responsible for safeguarding all government property, equipment and materials provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

The Contractor and its employees shall comply with all base traffic regulations.

Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within Contractor-owned or privately owned vehicle while on Edwards AFB.

During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the prime Contractor shall ensure that all base identification passes issued to employees and sub-Contractor employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of final payment.

BASE ACCESS

1.04 Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of the base access permits. The Contractor shall obtain base access for his personnel, subcontractors, vehicles, and equipment by submitting the following information to the Program Management Office 661-275-0174 with at least two (2) weeks advance notice:

· Name of Individual

· Date of Birth

· U.S. Citizenship Status

· Legal Alien Registration Number if Naturalized U.S. Citizen Status

· Social Security Number

· Drivers’ License Number

· Vehicle License Number

HAZARDOUS NOISE

1.05 N/A

DISPOSAL OF WASTE/EXCESS MATERIAL

1.06 Any waste or excess material resulting from any contract requirement shall be removed and disposed of at a proper disposal site off Edwards Air Force Base by the Contractor in strict accordance with applicable Federal, State, County, and local laws. Disposal, discharge, deposit, dumping, spilling, leaking, or placing of any material, wastes, effluents, trash, garbage, oil, grease, paint, chemicals, etc. in areas other than proper disposal sites off Edwards Air Force Base shall be subject to the approval of the Contracting Officer. If any waste material is dumped in unauthorized areas, the contractor shall remove the material and restore the area to the condition of the adjacent undisturbed area. Contaminated ground shall be excavated, disposed of as directed by the Contracting Officer and replaced with suitable fill material, compacted, and finished to match adjoining surfaces. The Contractor shall comply with all Federal, State, County and Air Force regulations pertaining to disposal of construction debris.

1.06A Submittal Requirements: Contractor shall furnish the following information to the Contracting Officer:

· Name and address of the proposed landfill to be used for disposal of project related waste

· Landfill class

· Proposed materials to be disposed of at this location

This information is to be submitted for all materials to be disposed of by the contractor, including hazardous waste as well as construction debris, and will be submitted and approved before work begins. Copies of manifests and inventories of hazardous wastes that were disposed of during the course of the contract must be provided to 412 MXG/MXOL at the conclusion of the contract. The closeout submittal must contain all information required by the initial submittal.

1.06B Disposal of Hazardous Materials: The contractor shall comply with all local, State, and Federal laws pertaining to the protection of the environment and emission of hazardous pollutants in the performance of this contract. The Contractor shall also provide a copy to the Contracting Officer and the Base Environmental Protection Monitor of all correspondence with local, State, or Federal pollution control authorities. Any hazardous waste generated by the Contractor shall be the Contractor's responsibility to dispose of in accordance with the above-mentioned laws. This will include hauling all paint determined as hazardous waste to the nearest Hazardous Waste Dump. The contractor shall coordinate all movement of hazardous waste with Environmental Management at (661) 277-1457 prior to movement.

SPILLAGE

1.07 Special measures shall be taken to prevent paints, chemicals, fuels, oils, grease, etc., from being spilled and particularly from entering surface or groundwater. In the event of paint, fuel, oils, or chemical spill the Contractor shall immediately take containment measures to prevent the spill from migrating and/or entering the base drainage system. Hazardous spill residue shall be disposed of in accordance with all local, State, and Federal laws pertaining to the protection of the environmental and emission of hazardous pollutants in the performance of this contract. Non-hazardous spillage shall be disposed of off base in accordance with Paragraph 1.06 of this document. All spills shall be reported as soon as possible to Environmental Compliance Branch at (661) 277-1401 and Base Safety at (661) 277-4640.

REGULATIONS AND STANDARDS

1.08 The contractor shall comply with latest editions of Edwards Air Force Base safety standards and applicable OSHA standards. Resolution of citations for violations of Occupational Safety, Health Act Safety, and Health Standards is the Contractor’s responsibility.

1.08A Health and Accident Safety Plan (HASP): Contractor shall furnish their HASP to Contracting Officer and Facility Management Office for review and information prior to start of construction

1.08B Quality Control Plan: Contractor shall furnish their Quality Control Plan for Contracting Officer and Facility Management review and information.

ENVIRONMENTAL PROTECTION

1.09 For the purpose of this specification, environmental pollution is defined as a presence of chemical, physical, or biological elements or agents, which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect other species of importance to staff; or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water, and land, and involves noise, solid-waste management, as well as pollutants.

1.09A Applicable Regulations: In order to prevent and to provide for abatement and control of any environmental pollution arising from the construction activities of the Contractor and any Subcontractor employed by the Contractor in the performance of this contract, they shall comply with the applicable Federal, State, and local laws and regulations concerning environmental, pollution control, and abatement in effect on the date of the solicitation

1.09B Protection of Land Resources: It is intended the land resources within the project boundaries of work performed under this contract be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. Insofar as possible, the Contractor shall confine activities to areas defined by plans and specifications.

1.09C Training: The Contractor shall implement an employee’s environmental awareness program which will be provided to construction and operation employees with information to encourage awareness and preservation of the desert ecosystem and the resources found in the Western Mojave Desert. This information shall be distributed to and discussed with all employees during employee orientation sessions. This information shall also be provided to all visitors and subcontractors that will be on site. The Contractor shall have all persons participating in the environmental awareness program to sign an affidavit declaring that the individual understands and shall adhere to the guidelines set forth in the program material.

1.09D Protection of Water Resources: The Contractor shall not pollute streams, lakes, or reservoirs with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials. It is the responsibility of the Contractor to investigate and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of rivers and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in streams through or adjacent to the project area.

1.09E Protection of Fish and Wildlife: The contractor shall at all times perform all work, taking all such steps required to prevent any interference or disturbance to fish or wildlife. Fouling or polluting of water will not be tolerated. Wash waters and waste shall be processed, filtered, ponded, or effectively treated prior to their release into any body of water.

1.09F Protection of Air Quality: Contractor shall comply with all air pollution restrictions applicable to this project. Waste materials shall not be burned on Government premises. If the contractor elects to dispose of waste materials, (other than hazardous waste) off Government premises, by burning, he shall make his own arrangements for such burning area and shall be responsible for all permits and conformance to all local, state, and federal regulations.

1.09G AF Form 813: Contractor shall comply with the most current AF Form 813, Requirements Checklist” attached to Appendix A of this document. During the course of construction, the contractor shall have a quality control and oversight procedure to ensure the requirements of the environmental checklist are met and documented.

This project [Control No. 17-0385/332b, c, d, e, f, g, h, B-52H Long Range Stand-Off (LRSO)] qualifies for categorical exclusion A2.3.8 (Performing interior and exterior…), A2.3.33 (Flying activities that comply…) and A2.3.11 off the Environmental Assessment for the Environmental Assessment for Preparation for Air Force Test Mission in the 21st Century: Upgrade and Improve the Test Capability at the Edwards Air Force Base Test Complex, Edwards Air Force Base, California, (April 2015), the Environmental Assessment for Increasing Routine Flightline Activities, Edwards Air Force Base, California (AFFTC 2009) and the Routine and Recurring Small Transient and New Test Missions Environmental Assessment (AFFTC 2008). The project is approved contingent upon completion (compliance) of the following minimization measures.

1. The proponent/contractor shall inform Environmental Management’s EIAP Planners of all changes to the project scope to ensure that the National Environmental Policy Act (NEPA) analysis stays current. 2. Maintain speed limits on unpaved roads between 5 and 35 miles per hour (mph).

3. All bulk materials or debris must be covered while being transported

4. All stationary and portable engines (emergency generators, start carts, air/power carts, etc.) and equipment with a rating of 50 brake horsepower and greater must either have an air permit, be registered under the California Air Resources Board (CARB) Statewide Portable Equipment Registration Program (PERP), or if Air Force owned, must be listed under the Edwards AFB Tactical Support Equipment (TSE) permit. Contact Environmental Management at (661) 277-1457 for permit/registration requirements.

5. All stationary and portable engines regardless of horsepower rating need to be listed under Edwards AFB engine equipment inventory and comply with NESHAPS maintenance requirements for oil, air filter, and hose changes at least every year.

6. Owners or operators of in-use diesel, gasoline, liquefied petroleum gas (LPG) and other alternate fuels vehicles 25 horsepower (hp) or greater (for example, loaders, backhoes and forklifts) may be subject to California Air Resources Board (CARB) fleet requirements or registered under PERP or DOORS (Diesel Off-road Online Reporting System). For additional information, contact Environmental Management at (661) 277-1457.

7. Portable engines that remain in use at one place longer than 12 months may require a permit. Contact Environmental Management at (661) 277-1457.

8. Proposed projects that use coatings must comply with volatile organic compound (VOC) content limitations at levels ranging between 50 to 730 grams/liter, depending upon the application and regulating authority. Additionally, any type of coating operation may require a permit to operate. Coatings used in some applications may qualify as a specialty coating and may be allowed a higher VOC content. Contact Environmental Management at (661) 277-1457 for additional guidance.

9. If any combustion equipment (steam generator, process heater, boiler, water heater, and closed heat transfer system) has a maximum heat input rate greater than or equal to 2 million BTUs per hour (gross), the contractor/proponent shall contact Environmental Management at (661) 277-1457 for permitting requirements.

10. Base personnel shall report all chemicals/materials they procure for this project by any means other than the Hazmat Pharmacy to Environmental Management at (661) 277-1401.

11. All temporary and permanent connections to the base potable water system, such as water mains, fire hydrants and hose-bib connections shall be equipped with a backflow device as approved by Base Civil Engineer (BCE). Contact BCE at (661) 277-5004 for approval prior to making connections.

12. The proposed project shall comply with Air Force Test Center Instruction (EAFBI) 32-601, Edwards AFB Wastewater Instruction. Contact Environmental Management at

(661) 277-1419.

13. The proponent shall give the AFCEC Installation Support Team EAFB (AFCEC/CZOW) access to the ERP site, wells, and equipment at all times.

14. The project is located in close proximity to ERP equipment, monitoring wells, and underground lines. This project shall not interfere with ERP activities or cause damage to ERP equipment and infrastructure must be avoided.

15. Major noise sources on the flightline are from aircraft and helicopter operations, engine testing, and the operation of powered tactical support equipment (TSE). As such, workers along the flightline may be exposed to increased noise levels that may be above acceptable levels established by AFOSH and federal and state OSHA regulations. The contractor shall be responsible for implementing OSHA hearing protection measures for their employees. Where federal employees are involved in project work, contact Bioenvironmental Engineering (412 AMDS/SGPB) at (661) 277-3272 for specific requirements.

16. The proponent/contractor shall ensure all hazardous materials are authorized and managed in compliance with applicable sections of Air Force Instruction (AFI) 32-7086, Hazardous Materials Management. The contractor/proponent should contact Environmental Management at (661) 277-1401 for guidance regarding tracking of hazardous material usage.

17. The customer shall handle, store, and manage its solid wastes in a manner consistent with the Base’s procedures including transfer of all solid waste generated to an off-base state licensed landfill. Contact Environmental Management at (661) 277-1401 for information on segregation requirements for recyclables and for solid waste disposal.

18. The proponent/contractor shall be responsible for collection and disposal of construction product debris to include waste material (metal) generated from project activities. These shall be collected in a designated area within the project work site. At project completion, debris must be removed from project site and disposal of waste will be in an approved base inert debris location or off base landfill. Provision must be made during the project planning phases, to process all inert debris remaining on Base into a recycle center for construction product. Contact Environmental Management at (661) 277-1401 for information and disposal requirements for on base inert debris locations.

19. The following measures follow the terms and conditions for the following U.S. Fish and Wildlife Service Biological Opinion for: Operations and Activities Edwards Air Force Base, California (8-8-14-F-14). Contact Environmental Management at (661) 277-1401 if any questions arise regarding these measures.

· Any pipes stored within the area shall be capped on open ends or elevated at least 12 inches off the ground to prevent entry by desert tortoise or other wildlife.

· All trash shall be contained within raven-proof (covered) containers and removed from the project site.

20. Additional natural resource requirements may apply as additional information becomes available or if the scope of the project changes.

21. The proposed project, B-52H Long Range Stand Off (LRSO), is an undertaking in accordance with 36 CFR §800.16(y). As such, and in accordance with Section 106 of the National Historic Preservation Act, as amended (NHPA), Edwards AFB Cultural Resources (Base Cultural Resource Manager [CRM] or qualified personnel under the direction or supervision of the Base CRM) has reviewed the proposed undertaking and determined that the actions constituted therein will not affect historic properties.

· Building 369 and 1218 was constructed in 1979 and 2006, respectively, have not been evaluated for inclusion in the National Register of Historic Places as it does not meet the 50-year age requirement for consideration under the standard National Register Criteria for Evaluation.

22. Based upon the information provided, there is no requirement to consult with the California State Historic Preservation Officer.

WELDING PERMITS

1.10 Contractor shall obtain welding permits from the Edwards Fire Department (661) 277-3124, Building 2860, before welding equipment or a cutting torch is used. Request permits 24 hours in advance of need date.

NO SMOKING POLICY

1.11 There is an Air Force Policy of NO SMOKING in any Government vehicle or buildings in accordance with AFI 40-102 (4 March 2015). Smoking is permitted only in designated areas.

TRASH AND LITTER CONTROL

1.12 The Contractor shall develop a strict trash and litter control program. The litter control program shall consist of supplying an adequate number of covered trash and litter receptacles in all appropriate locations. The contractor shall take precautions to prevent Foreign Object Debris (FOD) while working on or around the flight line. All equipment entering designated areas must be inventoried before and prior to leaving the designated areas.

POST-CONSTRUCTION CLEANUP

1.13 Contractor shall remove and clean up all signs of temporary construction facilities such as work areas, or any vestiges of construction resulting from this contract, upon completion of work as directed by the 412 TW/ TMGGB Project Manager.

PROHIBITED ITEMS

1.14 The following items are prohibited from the work site: Cameras, computers, weapons, video and audio cassette players, recorders and tapes, binoculars, film, and computer media.

SAFETY

1.15 The contractor shall ensure that job site cleanliness will be maintained at all times and barricades/safety cones will be utilized to isolate the job site from normal personnel traffic. Contractor shall follow most current version of Edwards Air Force Base safety standards and applicable OSHA standards.

PART 2 REQUIREMENTS

The following minimum requirements have been identified and are the basis for construction: Contractor shall perform a site visit to field verify dimensions and site conditions for all areas being renovated by project prior to the start of work. Contractor shall provide and submit construction drawings for the repair of all identified areas. All References to Edwards Air Force Base Design Standards are from the January 2017 Edition.

PROJECT REQUIREMENTS

Project scope of work shall provide installation of Suspended Load/Checkout Frame with associated hardware in Building 369 Maintenance Extension Bays in accordance with Air Force Technical Order (T.O.) 11N-H5079-2

2.1A Project Scope

Drawings Civil and Structural – Use the civil and structural design drawings that are provided for this project, additional civil and structural engineered design drawings are not required.

Electrical and Mechanical – Engineered design drawings will not be required. Work plans shall be used for government review and approval.

Building Extension

· Assemble a B-52 Suspended Load/Checkout Frame in Bldg. 369, onto building extension frame (building extension frame installed by others) in west extension bay (Room 121).

· Install an independent fall protection system inside each new extension bay for the purposes of elevated frame inspection. Provided four (4) harness systems to include lanyards.

· Remove installed hydraulic service lines from Suspended Load/Checkout Frame in east extension bay (Room 122). Use caution while removing hydraulic service lines from exterior wall as damage may occur due to applied sound attenuation sealant.

· Install hydraulic service lines from a portable hydraulic mule (portable mule purchased by others) that will be parked outside of the extension bays (Room 121 and Room 122) with service to the rotary frames. Install a pressure and a return line from the hydraulic mule connection point. The connection point is approximately 2 feet above ground. Pressure line size 16 (1.75-inch diameter) and return line size 24 (2.25 inch diameter). Hydraulic lines will have to penetrate the exterior wall of extension bays. The walls have an STC rating per ICD-705 therefore the metallic lines will have to be grounded to the building and the penetrations will have to be properly sealed to maintain wall STC sound rating per ICD-705. Seal the hydraulic line penetrations in the extension bays outside wall to ensure proper exterior wall sound attenuation.

· The hydraulics lines shall be at a minimum schedule 120 welded on the supply and return to include hydrostatic testing. Must follow ASME 31.3.

· Install hydraulic service pressure and return lines flexible hoses from service lines to Suspended Load/Checkout Frame Power Drive Unit (PDU).

INSTALLATION REPORTS AND SUBMITTALS

2.2A Final drawings shall be provided in PDF and electronic format. Final submittal construction drawings, calculation reports, Manufacturer catalog cut sheets and specifications shall meet requirement specified in Air Force Technical Order 11N-H5079-2. Contractor shall submit As Built to 412th Test Wing Facilities Management office.

PART 3 REQUIREMENTS

PROJECT POLICY AND CRITERIA

3.1 Project requirements shall conform to the latest editions of Standard Air Force Criteria, including applicable Air Force/Department of Defense regulations, manuals, pamphlets, and the Edwards AFB Design Standards 2017. Latest construction techniques and architectural sensitivity shall be considered when developing project requirements and incorporated into project requirements and construction to obtain both quality and economy in the finished product. Project requirements and construction shall be in accordance with all environmental requirements of governing authorities including, but not limited to, Federal, State of California, Kern County and Edwards AFB.

REFERENCES

3.2A Air Force manuals, publications, and guide specifications will not be furnished. Manuals, publications, and specifications may be acquired from Government web sites or other base agencies. The Edwards AFB Design Standards 2017 is available through the Army Corps of Engineers Contracting Officer.

3.2B As-built reference drawings are available for review at Edwards AFB Civil Engineering GIS Section, Building 3500, (661) 277-1535. As-built reference drawings are for reference only and shall not be used as the basis for construction until conditions are field verified by Contractor.

3.2C Base specific criteria and materials information can be obtained through project manager Teriong “Tee” Heath (661) 275-0174.

3.2D List the specific, latest versions of all codes and guidance references used for project in the specifications.

3.2E Project and construction shall conform to the latest editions of the following:

· UFC 1-200-01 General Building Requirements

· UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, includes change 1

· NFPA 101 Life Safety Code

· Edwards AFB Base Design Standards (2017)

· International Mechanical Code

· International Plumbing Code

In addition to the list of documents referenced above, project requirements and construction shall conform to the latest editions of nationally accepted codes and standards; such as International Building Code, International Plumbing Code, International Mechanical Code; specifying regulations for building design and construction and safety shall be used applicable.

INSTRUCTION AND ADMINISTRATION

3.3 Contractor shall be responsible for the preparation of written memoranda for all conferences, pertinent instructions including information received verbally or otherwise. Copies of memoranda shall be transmitted to attendees for information and record, and where necessary, for confirmation within five (5) working days. Data submittals shall be by dated transmittal letter. Transmittal letter shall be required to accompany all submissions.

FIELD MEASUREMENT AND VERIFICATION

3.4 Contractor shall make field measurements to verify as-built reference drawings. The Government does not guarantee accuracy of as-built reference drawings.

FIELD RECONNAISSANCE AND SURVEY

3.5 Contractor shall field verify actual conditions, record these conditions in construction drawings and locate obstructions that may have an impact on the project.

Contractor shall field verify that project scope of work to be performed represents actual field conditions and shall notify Contracting Officer upon observation of deficiencies.

SUBMITTAL SCHEDULE

3.6 Documents shall be submitted for this project per the following schedule. Contractor is requested to program project elements to follow this timeline or less as adjusted after actual contract award date.

· After Contract Notice to Proceed (NTP):

· Product/material Submittals drawings, etc.30 Calendar Days
· Government Review10 Calendar Days
· As- Built Submittal10 Calendar Days

FINAL SUBMITTAL

3.7 Contractor shall deliver the following to Edwards AFB for the Final Submittal:

· Drawings: Red Lined

· Two (2) CDs:

· Complete set of FINAL drawings in PDF format

· Complete set of FINAL drawings in AutoCAD format Version 2010 or later

· Calculations, Reports, Specifications and Manufacturer catalog cut sheets

AS BUILT SUBMITTAL

3.8 Contractor shall deliver the following to Edwards AFB after all FINAL Submittal comments, corrections, project requirement or installation changes are incorporated into construction drawings:

· Drawings:

· One (1) copy of full size D As-Built drawings with FINAL date printed on front cover.

· Two (2) CDs:

· Complete set of redlined as-built drawings in PDF format

· Complete set of As-Built drawings in AutoCAD 2010 format Version 2010 or later

· Operation and Maintenance Manual.
