1.11. All contractor-generated hazardous waste will be removed from the base the same day it is generated, and disposed of off base. The contractor is responsible for all hazardous waste characterization and proper disposal. This shall be done in a manner to conform to the State of ND Health and Sanitation Codes. In no manner will the Government be responsible for disposals. No hazardous waste or excess materials will be left behind on Air Force property after the conclusion of the project.
1.12. Contractor shall be knowledgeable of, and comply with all applicable Federal, State, and local regulations and requirements regarding environmental protection.
1.13. The Contractor is solely responsible for compliance with EM 385-1-1 Safety & Health Requirements Manual and OSHA standards for the protection of their employees. The Contract Manager shall ensure specific safety requirements in Air Force Occupational Safety and Health (AFOSH) standards are complied with by Contractor Personnel when non-compliance would clearly present the potential to harm or damage government resources. The Air Force is not responsible for ensuring that Contractors comply with "personal" safety requirements that do not present the potential to damage government resources.
1.14. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instruction must be on the premises at all times, while work is being performed.
1.15. When welding, cutting, brazing or use of any open flame device is to be used, an AF Form 592 permit must be obtained from the Base Fire Department (Building 896) prior to beginning such work.
During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor. Contractor shall process form for approval.
2. 3rd FLOOR ROOF DESCRIPTION OF WORK
2.1. The US Air Force desires to add two communication towers to the roof of the Pride Building, to be located on existing concrete bases where former communication towers stood. The two bases where the towers are to be located shall be the farthest apart Northeast to Southwest on the North side of the roof. This will ensure a dipole antenna has the best coverage to the North and South.
2.2. Towers shall meet TIA/EIA 222-H, be at least 30 feet tall above the base on the roof, with a minimum face size of 18 inches, and capable of withstanding at least 100 mile per hour wind with half an inch of radial ice.
2.2.1. Each structure shall be supported via (3) anchored guy wires, each roof surface connection point at a minimum of 30’ distance from the base of each tower (total of 6 guy wires per this project). Guy wires shall connect to roof via tie-off post anchors. All calculations, locations and angles to be connected to tower mast shall be verified by Structural Engineer. **Submittals required for stamped drawings. **
2.2.2. There shall be no guy wire or tower attachments to the parapet walls of the B475 roof.
2.2.3. An integrated ladder and cable safety-climb cable shall be required. Tower design drawings shall be provided, including dimensions and thicknesses. The towers shall be secured to the existing tower bases in such a way that they can withstand the structural stresses on the tower under maximum wind and ice conditions mentioned above, and conform to manufacturer’s recommendation. Warnings signs shall be installed in accordance to TIA/EIA-222-H. Structural Engineer to verify calculations, locations, safety requirements and applicable warning signs. **Submittals required for stamped drawings. **
2.3. Towers must be grounded to the Motorola R56 standard for public safety dispatch locations and integrated with the building ground and lightning protection system if present. This will require a ground wire of appropriate size to be bonded and run through the roof to the building ground system. The ground wire shall not run along (on top of) the roof to ensure it does not hinder future roof replacement.
2.3.1. Install a PVC Schedule 80 weather head at each new tower. Grounding cables shall be ran through a penetration in the roof via each new PVC Schedule 80 weather head. The Westernmost tower ground shall run through PVC Schedule 80 conduit (sized per NFPA780 & 53% conduit fill rule) to a new
4 | P a g e grounding bar in the North Power House Room (Refer to Drawings.) The Easternmost tower grounding shall run through PVC Schedule 80 conduit (sized per NFPA 780 & 53% conduit fill rule) to the same new grounding bar in the North Power House Room. Utilizing Motorola R56 Standard Table 4-8 (see SOW Section 2.3.3), based on estimated conductor sizes, conduits are estimated to be 1-1/4” diameter for the Westernmost conductor run and 1” diameter for the Easternmost conductor run. Contractor is required to field verify exact distances and adjust conductor/conduit sizing per Table 4-8 and NEC 53% fill rule. **Submittals required for PVC conduit type and sizes**
2.3.2. The new grounding bar shall have both LPS conductors permanently attached per NFPA 780. There shall also be a conductor jumper that connects the new grounding bar to the main grounding bar on the Switchgear in the North Power House Room via a single permanent connection point. **Submittals Required for LPS down conductors, new grounding bar, conductor jumper, and method of permanent bonding.**
2.3.3. Utilize Motorola R56 Table 4-8 for Grounding Conductor Sizing. Estimated distances are 254’ from the westernmost tower and 138’ for the easternmost tower. Per Motorola R56 Standards Table 4-8, this equates to one 600MCM conductor and one 300MCM conductor, respectively. Contractor shall field verify these distances and submit to the Government the measured distances for each conductor run as well as the corresponding conductor size to be used for each run. **Submittal Required**
2.3.4. All weather heads shall be waterproof/weatherproof sealed with flashing. Cut an opening in the roofing/insulation down to concrete deck and bolt to concrete deck as per OSHA specifications. Re-patch in roofing/insulation.
2.3.5. The penetration shall be made as close to the respective tower bases as practicable. Existing penetrations shall not be used for ground wire as they have been reserved for other uses.
2.3.6. All conduit runs shall be inside the facility, not on top of the roof or down the outside of the exterior wall.
On the third floor, all new conduit shall be ran and mounted as high along wall as high as possible over to the north wall, turned east to chase outside of women’s restroom or the northwest corner of room 317 (note room 317 is alarmed, coordinate with 5 OGV for access) drop down to the second floor mechanical room, turn north through the concrete wall, and go back east to the new grounding bar to be installed.
From the new grounding bar, connect a conductor jumper to existing internal ground bar on secondary of interior 1500 KVA, 4160V to 480V gear mounted transformer with appropriately sized conductor.
Grounding bar shall be connected via #350 to newly install grounding rod and test well as depicted in drawings. **Submittal Required for conductor jumper as per SOW Section 2.3.2**
2.4. Existing weather heads from past project at base of towers shall not be utilized.
2.5. Structural assessments of the roof and tower bases are not part of this scope, and the Government assumes that existing base structures are of adequate strength to support the new towers. Contractors shall verify all dimensions in the drawings and coordinate the full extent of the work required to finalized design and construction.
2.6. All applicable laws and military regulations regarding the construction work shall be followed.
