Statement of Work

Ingersoll Rand Air Compressors Maintenance 1.

Background:

1.1 Benét Laboratories requires maintenance of their Ingersoll Rand air compressors and dryers located in Bldg. 121 following an incident and diagnostics to be able to perform dynamic hydraulic testing including acceptance testing of mortar baseplates, breech fatigue testing, and other testing of armament system components. Currently the lab is down due to incident with the compressors of exposure to unknown fumes.

Applicable Documents: None 3.

Scope/Objective:

3.1 Provide maintenance service to Benét Laboratories for three (3) Ingersoll Rand air compressors and two (2) dryers for proper operation.

4.

Requirements:

4.1 The contractor shall provide on-site preventative maintenance service for the following equipment:

4.1.1 Two (2) Ingersoll-Rand model HPXE125-2S rotary compressors located in bldg# 121

4.1.2 One (1) Ingersoll-Rand model UP6-15C-125 rotary compressor located in bldg# 121 4.1.3 One (1) Ingersoll-Rand model NVC1200A400 dryer located in bldg# 121

4.1.4 One (1) Ingersoll-Rand model D85NC-A16-100 dryer located in bldg# 121 4.2 The contractor shall perform maintenance to the Ingersoll Rand equipment, to include but not limited to:

4.2.1 Perform all diagnostic checks

4.2.2 Check all connections to the compressor and dryer units 4.2.3 Lubricate equipment as needed

4.2.4 Remove a coolant samples from each of three air compressors and send for analysis NVC1200A400 Dryer

4.2.5 Isolate and lock out/tag out unit 4.2.6 Change pre-filter

4.2.7 Change after-filter

4.2.8 Change float traps in both filters

4.2.9 Isolate and lock out/tag out unit

4.2.10 Disassemble unit 4.2.11 Remove leaking hoses

4.2.12 Install new hoses

4.2.13 Change out the oil filter 4.2.14 Reassemble unit 4.2.15 Test run unit and check for proper operation

4.2.16 Run units hot 4.2.17 Isolate and lock out/tag out units

4.2.18 Drain coolant from both air compressors

4.2.19 Fill both units half way and run for 30-45 minutes

4.2.20 Drain coolant from both air compressors

4.2.21 Change coolant filter elements in both compressors

4.2.22 Install new coolant (80 gallons of Ultracoolant)

4.2.23 Test run units and check for proper operation

4.2.24 Isolate and lock out/tag out unit

4.2.25 Change pre-filter

4.2.26 Change after-filter

4.2.26 Check afloat traps in both filters 4.3 The contractor shall provide support to identify and order additional replacement hardware, if necessary, for proper system operation.

6.

Special Requirements:

6.1 Accounting for Contract Service:

6.1.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [Ingersoll Rand Air Compressors] via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra.mil 6.1.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at: https://www.ecmra.mil 7.

Period of Performance on this maintenance contract shall be for one year, 1 April 2020 through 31 March 2021.

Information Disclosure: A Certificate of Non-Disclosure shall be signed by all contractor employees working under this effort and returned to the COR prior to award. The contractor shall not release any information or data without the approval of the Government.
