STATEMENT OF WORK
Industrial Hygiene (IH) Survey Naval Air Station (NAS) Joint Reserve Base (JRB) Fort Worth, Texas
INTRODUCTION
Fleet Readiness Center (FRC) Aviation Support Equipment (ASE) or FRC ASE, has a requirement to maintain, repair and overhaul Ground Support Equipment for various agencies. The services listed herein will be provided onboard Naval Air Station (NAS) Joint Reserve Base (JRB) Fort Worth, Fort Worth, TX.
in support of this requirement.
BACKGROUND
The Occupational Safety and Health Administration (OSHA) has determined that concentrations of airborne and surface contaminants can occur in environments where personnel frequently operate, or work in proximity to, equipment that produces heavy metals dust including welders, grinders, and abrasive media blasters. Reference 29 CFR 1910. The services requested herein will support FRC ASE Fort Worth’s requirements to maintain an OSHA-compliant, safe and healthy work environment for all personnel working in and around Building 1401, NAS JRB Fort Worth.
OBJECTIVE
To obtain an independent industrial hygiene survey/assessment of organizational equipment, facilities and practices in order to evaluate and remediate worker exposure to airborne and surface contaminants onboard NAS JRB Fort Worth. The Period of Performance is one (1) Base Year and four (4) Option Years, Base Year begins on the day order is awarded.
SCOPE OF WORK
This Statement of Work encompasses professional environmental support services required to enable FRC ASE Fort Worth to fulfill its mission in a safe environment. The Service Provider shall furnish the necessary skilled and experienced personnel, material, services, equipment, and otherwise do all things necessary for and incident to the performance of all work specified herein in a manner consistent with established professional and environmental standards and best commercial practices. The Service Provider shall support the volume of work delineated herein without impeding FRC ASE Fort Worth’s mission and shall be directly responsible for ensuring the accuracy, timeliness, and completeness of all tasks. The Service Provider will be afforded access to the site and any relevant facility or site equipment information necessary for the Service Provider to conduct the services requested.
Air sampling, wipe sampling, and sample analysis shall be conducted on a periodic basis to determine personnel exposures to heavy metal dusts classified as toxic and/or carcinogen by the Occupational Safety and Health Administration (OSHA). Fleet Readiness Centers policy also requires wipe sampling to determine the levels of heavy metals dust and other hazardous residues present on food storage and preparation equipment, in break areas, and on horizontal surfaces in spaces routinely occupied by site personnel working in proximity to heavy metals dust sources.
Due to the potential presence of Chromium (VI) in the workplace, quarterly air sampling for Chromium (VI) is required to determine employee exposures that would occur if the employee was not using a respiratory device per 29 CFR 1910.1026. Air sampling will occur in Building 1401 aboard NAS JRB Fort Worth, while blasting, painting, welding, grinding and other maintenance processes known to generate airborne concentrations of chromium (VI) and/or other heavy metals dust are occurring.
SPECIFIC TASKS
The Service Provider shall execute the following tasks using best commercial practices. All tasks delineated herein shall occur concurrently during normal working hours on a single visit to FRC ASE Fort Worth at NAS JRB Fort Worth.
TASK #1 MISCELLANEOUS SERVICE PROVIDER REQUIREMENTS
Email visit request to the on-site FRC ASE Fort Worth Government Site Lead no less than 15 calendar days prior to the planned arrival date. Changes to the agreed upon IH survey schedule must consider the impact on related tasks, the overall project, and be approved by the on-site FRC ASE Fort Worth Government Site Lead prior to arrival.
Ensure all industrial hygiene sampling conducted within the scope of this effort is performed by, or under the direction of, a Board for Global EHS Credentialing (BCG) Certified Industrial Hygienist (CIH) using National Institute for Occupational Safety & Health (NIOSH) and OSHA approved sampling methods.
Ensure all industrial hygiene sampling analyses conducted within the scope of this effort are performed by an American Industrial Hygiene Association (AIHA)-certified laboratory.
Ensure the results of all sample analyses performed by the AIHA-certified laboratory are documented accurately and expressed in terms of OSHA, American Conference of Governmental Industrial Hygienists (ACGIH), and National Institute for Occupational Safety & Health (NIOSH) standards/limits including Recommended Exposure Limit (REL), Permissible Exposure Limit (PEL), Short Term Exposure Limit (STEL), and Time Weighted Average (TWA) / Threshold Limit Value (TLV).
For Quality Control purposes, follow proper chain-of-custody procedures with all samples collected and include one (1) field blank sample with each task sampling group delivered to the AIHA-certified laboratory for sample analyses.
Document activities occurring in the area, personnel involved, equipment in use, and environmental conditions present at the time each industrial hygiene sampling segment occurs.
Evaluate FRC ASE Fort Worth Personal Protective Equipment (PPE) protocols, engineering controls, abatement procedures, and housekeeping practices in use at the time of sampling for effectiveness either through visual inspection or other best commercial practice. Document and report all findings and recommendations.
Review Material Safety Data Sheet (MSDS) documentation for hazardous materials currently in use at FRC ASE Fort Worth. Identify any material in use where the risk of exposure to employees warrants IH sampling and analysis but sampling and analysis of that material is not covered within the scope of this statement of work. Report findings, including preferred testing methods and frequency necessary to achieve comprehensive IH sampling that meets industry standards.
