Statement of Work For NOAA Daniel K. Inouye Regional Center
Ford Island, HI Project Title: NWS Honolulu Weather Forecast Office move to the
Inouye Regional Center Ford Island, HI November 26, 2024
I. PURPOSE
The Architectural and Engineering contractor shall perform all professional design and management services in this Statement of Work.
This project requires Architectural and Engineering design and management in order to remodel/upgrade the current fisheries library located within the Daniel K. Inouye Regional Center (IRC) located on Fort Island, Oahu, HI. The project will require structural, electrical, HVAC, IT, and utility upgrades in order to house the National Weather Service (NWS) Honolulu Weather Forecast Office (WFO) and the Central Pacific Hurricane Center (CPHC). The contractor shall use as much current equipment and systems located within the IRC as possible to meet the requirements of the project. Upgrades needed to current electrical, HVAC, IT, and utilities shall match existing equipment and shall only supplement the current equipment for the addition of the WFO/CPHC. The Honolulu WFO and CPHC Program of Requirements (POR) (Attachment A) shall be utilized as a guidance when upgrading the fisheries library area. The contractor shall make every effort to meet the requirements of the POR either through current existing systems/equipment or through upgrades.
II. BACKGROUND
The NOAA National Weather Service (NWS) Honolulu Weather Forecast Office (WFO) and Central Pacific Hurricane Center (CPHC) is currently located in a Department of Commerce (DOC) leased suite from the University of Hawaii-Manoa. The current lease expires on March 31, 2027.
The National Weather Service (NWS) has occupied an office at 2525 Correa Road, Suite 250, Honolulu, Hawaii more than twenty-five (25) years. The facility is located on the University of Hawaii - Manoa campus. This location houses the Weather Forecast Office (WFO) and the Central Pacific Hurricane Center (CPHC). After numerous meetings and various requested upgrade requirements by federal agencies, a renewed lease was not able to be agreed upon at the University of Hawaii -Manoa campus. Therefore, the NWS has opted to move the WFO and CPHC to the IRC located on Ford Island, Oahu, HI.
III. TASKS
A. A package consisting of a full set of construction documents to include but not limited to the design, engineering calculations, criteria, manufacturer’s data/cut sheets and specifications are to be submitted to the Government. Additionally, a cost estimate is to be prepared and submitted to the Government.
B. Specifically, the design service deliverables will include the following:
1. The Architect/Engineer shall conduct an Investigation Survey of the Current IRC fisheries library area. A heat load survey of the area shall also be conducted as well as for other applicable equipment and areas of the IRC (i.e. server rooms, HVAC, satellites, back-up generator, etc) that will need to be utilized to house the WFO and CPHC.
2. Coordinate with the Government’s Project Engineer, Contract Officer Representative (COR), IRC personnel, WFO and CPHC personnel, Ford Island Security personnel, and other required Government Representatives as appropriate to gather and review information about the IRC.
3. Prior to the start of the Investigation Survey, the Architect/Engineer will submit to the Government, for review, a design schedule. This schedule shall allow the Government ten working days to review each design submittal.
4. Review the Government’s POR for the Honolulu WFO and CPHC (Attachment A) and utilize it as a guidance when upgrading the fisheries library area. The contractor shall make every effort to meet the requirements of the POR either through current existing systems/equipment or through upgrades.
5. Provide 30%, 60%, and 90% Layout Plans to show the proposed new layout of the WFO and CPHC for review and approval by the Government, including all electric, HVAC, IT, and utilities plans and calculations to determine if the IRC has the capacity to handle the addition of the WFO and CPHC. Any additional upgrades to the IRC shall also be described in detail.
6. Provide 100% drawings, specifications, equipment data sheets, catalog cuts upon approval of the 90% documents. The 100% drawings are to include all details for all the construction work required, and shall be properly labeled “FOR CONSTRUCTION”.
7. Provide administration, oversight, and management of the construction project to ensure that the selected construction contractor is following the design specifications prepared by the Architectural/Engineer. The site construction is estimated to be completed by March 2027.
IV. PROJECT SCOPE
A. Investigation Survey: The Architect/Engineer shall review plans, conduct a heat load survey of equipment and areas, conduct interviews with IRC employees, as well as physically inspect the fisheries library area and other applicable areas of the IRC and its infrastructure to determine:
1. The site conditions required to move the current occupants of the fisheries library area to additional areas located within the IRC.
2. The site conditions required to house all personnel of the Honolulu WFO and CPHC personnel within the fisheries library area of the IRC.
3. The existing electrical system, IT systems, HVAC system, utility systems, back-up generator and UPS systems, and all fixtures and equipment associated with each system. The Architect/Engineer shall determine if the current system(s) are adequate for the new WFO/CPHC and/or if additional upgrades are needed to the systems.
4. The types of satellites and radars that are needed to allow the WFO and CPHC to conduct the mission of the NWS. A list of the types of satellites (but not limited to) are included in Section 3.5 of the POR.
5. The structural work and alterations required to insert the WFO Operations Room into the fisheries library area; as well as alter any existing areas to meet the requirements of the POR.
6. The IT requirements needed to install equipment consoles, computer displays, a Situational Awareness Display, and other requirements of the Operations area of the WFO and CPHC.
7. The IT requirements needed to run complete NOAA computer access to each office/cubicle housing the NWS personnel.
B. Design Services: Will include but not be limited to:
1. Provide a detailed demolition/relocation plan for the current library area. The current occupants of the library area will need to be moved to additional areas within the IRC. No major structural renovations are anticipated to occur for this move. New secure storage areas will need to be constructed in the new area(s) and the rearrangement of cubicles will be required. Some re-routing of IT cables and/or electricity might be needed for the current occupants’ new area(s). Location maps of the new area(s) will be provided by NOAA during the Investigation Survey.
2. Provide a detailed layout/floor plan of the library area before and after alterations are made to the facility. The layout/floor plan shall depict what alterations will be made to the facility and additional plans shall show structural details and calculations that are needed to support the alterations.
3. Provide the results of a heat load study of the server room and detailed plans of the upgrades that are needed to bring the server room up to compliance with the heat load, as per the POR.
4. Provide the results of a heat load study of the WFO/CPHC areas and detailed plans of the upgrades needed to bring the HVAC systems up to compliance with the heat load, as per the POR.
5. Provide a detailed HVAC plan depicting any upgrades that are needed to the existing equipment to meet the requirements of the POR.
6. Provide a detailed electrical plan depicting any upgrades that are needed to the existing electrical equipment to meet the requirements of the POR.
7. Provide a detailed IT equipment plan depicting any upgrades that are needed to the existing equipment to meet the requirements of the POR.
8. Provide a detailed plan depicting how the required satellites and radars will be linked to the new Operations area of the WFO/CPHC.
9. Provide a detailed utility plan depicting any water/sewer upgrades that may be needed if structural alterations are made to the utilities to meet the requirements of the POR.
10. Provide a detailed plan depicting how the backup generator and Uninterruptible Power Supply (UPS) will be connected to the WFO/CPHC areas. If a stand-alone generator is needed to support the WFO/CPHC areas, provide plans to depict how the stand-alone generator will be installed and connected to the areas as per the POR.
11. Provide any other plans needed to meet the requirements set forth in the POR.
12. Provide detailed cost estimates for all plans designed/developed by the Architect/Engineer. The cost estimates should be detailed enough to allow construction contractors to bid on the plans for demolishing, relocating, and remodeling the various rooms of the IRC.
C. Construction Administration Services will include but not be limited to:
1. Responding to the Requests for Information - Bidding and Construction
