About this file

This statement of work outlines requirements for replacing the 150-gallon diesel fuel day tank that serves as backup power for a nuclear magnetic resonance facility at the Hollings Marine Laboratory. The National Oceanic and Atmospheric Administration seeks to upgrade to a 700-gallon double-walled tank and associated equipment to extend backup runtime from 3.125 hours to 14.58 hours. Contractors must show experience maintaining generator backup systems and hold required licenses and certifications. The work includes removing the existing tank; installing a temporary fuel supply; constructing a support pad; installing the new tank, fuel lines, and electrical and control connections; testing; and complying with safety, security, and environmental requirements. The point of contact is Mr. Randy Grady, and questions may also be directed to Mr. Richard Sparkman.

Statement of Work

HML NMR Generator Fuel Tank Upgrade NOAA Hollings Marine Laboratory

331 Fort Johnson Rd

Charleston, SC 29412 General

The Department of Commerce (DOC)/National Oceanic Atmospheric Administration

(NOAA)/ the National Ocean Service (NOS)/ Hollings Marine Laboratory (HML), located at 331 Fort Johnson Road, Charleston, SC is a federal research laboratory housing five (5) scientific business partners. The HML is a 117,000 square foot laboratory facility which includes laboratories, office spaces, a nuclear magnetic resonance (NMR) facility and an aquaculture facility.

Objective The Charleston facility has a requirement to replace the existing NMR Generator 150 gal Tramont diesel fuel day tank located outside the F Section. This generator and fuel system serve as the primary backup electrical power support for the HML’s NMR system located in the N section, first floor. The requirement to provide emergency backup electrical support to this delicate science equipment dictates the need to maximize the stand alone run time for this particular generator. In order to accomplish this task, increasing the current direct feed fuel available to the generator from the current 150gal tank to a 700 gal capacity diesel fuel tank is needed. As a result, the system at a full load burn rate of 48gal/hr will increase operational run time from 3.125 hrs to 14.58 hrs before the transfer of fuel from the main fuel storage tank is required. Historically the fuel transfer system has shown to be unreliable and this upgrade will mitigate that issue until a long-term solution can be implemented. The proposed replacement of the generator fuel tank system will extend emergency support system resilience and ensure the operational safety of the equipment.
