Statement of Work
Replacement of NMR, ATS Hollings Marine Laboratory 331 Fort Johnson Road
Charleston, SC 29412
The HML Laboratory, situated at 331 Fort Johnson Rd., Charleston, SC 29412, needs a critical replacement/upgrade of the existing Automatic Transfer Switch (ATS). This ATS is of utmost importance as it provides Emergency and Shore power to the Nuclear Magnetic Resonator (NMR) and other vital laboratory equipment. The NMR’s standby emergency power system is on a single utility feed; the transfer switch senses when utility power has been lost, sending a critical start signal to the standby generator and transferring the load. To ensure the safety and reliability of the laboratory equipment and personnel, the government benefits from replacing and upgrading the ATS without delay.
Objective
The objective is to replace and upgrade the Automatic Transfer Switch (ATS) Cummins Model OTPCF-5737468, Serial Number H050816471, Spec. A located on the 2nd floor of the NMR with an upgraded ATS that meets today’s Mission-critical, Industrial, and Enhanced Commercial reliability and performance standards. In performing this work, the Contractor shall comply with all applicable federal, state, and local laws and regulations.
The replacement must be done by factory-trained, skilled, professional technicians well-versed in electrical installation, inspection, maintenance, and repair procedures. All work under this contract must be performed by a licensed contractor registered to do business in Charleston County and the State of South Carolina.
The complexity of the scientific research conducted at the HML Laboratory requires that heating, air conditioning, and chilled water systems be maintained during installation to ensure the life safety of the research staff and live specimens.
Site Visit It is highly recommended that potential contractors conduct a comprehensive site visit to assess all existing conditions that may impact the requirements outlined in this statement of work. This visit is not just a formality but a crucial step in understanding the project's scope and intricacies, which is vital for accurate quoting. The Contractor's responsibility includes confirming existing conditions and evaluating the Statement of Work requirements. Scope of Work (SOW) Before mobilization for demo/installation, the Contractor shall identify any special requirements or engineering and design services, independent third-party testing, and NETA testing of new ATS equipment in the building, including surge suppressors, rigging locations and access, construction fencing, parking areas for contractor vehicles and equipment, security, temporary site lighting, material storage trailers, and coordinate those with the COR so that timely and appropriate accommodations can be made.
This contract aims to demo and upgrade the existing NMR Emergency Automated Transfer Switch with a transfer switch explicitly designed for mission-critical, industrial, and enhanced commercial applications in which reliable power is paramount to the safety and vitality of our communities. The contractor shall program all settings to include times and run tests to verify the proper operation. The contractor shall plan and execute the disposal of all old ATS components. Once the demo/installation is complete, the Contractor shall be responsible for starting the ATS test for proper operation and providing the client with a complete checklist and a factory recommendation for preventative maintenance on the unit.

Our proprietary Johnson Controls Inc System (METASYS) energy management system connects and monitors the NMR ATS. The Contractor must coordinate with Johnson Controls Inc. to disconnect, tie in, or reconnect and program the old and new ATS systems with the Energy Management (META System) before proceeding with any disconnection/reconnections of their wiring. The Contractor must ensure, through proper coordination with JCI, that all wiring from the existing setup will be compatible and must be able to connect to JCI's METASYS and that the META system will maintain the same and current monitoring capabilities with the new equipment remotely. JCI Ph: 1-866-818-5463 Tasks: The Contractor shall provide a schedule for the following functions:
1. Dismantling and rigging out the existing ATS.
2. Rigging and complete installation of the new upgraded ATS unit.
3. Perform complete start-up and operation of the newly installed ATS system.
4. Provide the Government with a complete copy of verification documentation for systems operation and performance.
5. Ensure all wiring and installation meet Federal and State regulations and codes.
6. Host a post-installation inspection of the Automatic Transfer Switch in operation with Government personnel designated by the Government POC.
7. Properly dispose of all removed equipment and material per Federal, State, and local regulations and codes.
Security/Safety/Environmental Considerations Work must be completed while observing all applicable federal, state, and local laws and regulations regarding the project's safety, security, and environmental considerations.
Equipment must be certified as suitable for use in an emergency, legally required, and for Standby applications per NEC 700, 701, and 702. All switches are UL 1008 Listed with UL Type Rated cabinets and UL Listed CU-AL terminals. All switches are certified to CSA 282 Emergency Electrical Power Supply for Buildings up to 600 VAC. All switches comply with NFPA 70, 99, and 110 (Level 1). All switches comply with NEMA ICS 10. All switches comply with IEEE 446 Recommended Practice for Emergency and Standby Power Systems. The transfer switch is designed and manufactured in facilities certified to ISO9001.
Conformance with Environmental Management Systems
The Contractor shall work under this contract in a manner consistent with the relevant policies and objectives identified in the agency, organizational, or facility environmental management systems (EMS) outlined in the contract. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the agency, organizational, or facility EMS and shall provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the ecological, energy, and transportation management goals. If an environmental nonconformance or noncompliance is identified with the contracted services, the Contractor shall expeditiously take all necessary corrective or preventative actions. In the case of non-compliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall react and take corrective action based on the schedule established by the EMS Site Coordinator. In addition, the Contractor shall ensure that its employees know the roles and responsibilities identified by the environmental management system and how those requirements affect the work performed under this contract. Those responsibilities shall include the following:
1. Register and sign in at the back loading dock and receive a temporary one-day pass (a door pass card will also be furnished at that time if needed).
2. Receipt and acceptance of the brief statement concerning the EMS that will be provided by the front desk personnel at the time of the temporary pass issuance.
3. Compliance with the Facility Supervisor or designated maintenance staff member on any other actions that need to be taken to protect Hollings Marine Laboratory and the environment.
Additional Requirements and Provisions Period of Performance: The Contractor shall complete all requirements of this Statement of Work within 90 days of contract award.

Personnel: The Contractor shall provide proof that all on-site employees are U.S. citizens or legal aliens. The Contractor shall not employ personnel with felony convictions or a record of narcotics use at Hollings Marine Laboratory. The Contractor is responsible for completing a security investigation on all employees before commencing work at the HML in connection with this contract.
Conduct of Contractor Personnel: The Contractor’s employees are subject to and shall observe and comply with all applicable regulations, policies, and procedures. In accordance with established security regulations and safety policies, Contractor employees shall not enter restricted areas. The Contractor shall be responsible for the selection, certification, assignment, supervision, management, and control of employees with the advice of the CO and the COR in the performance of all contract work. The removal from the job site of any employee shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the terms and conditions of the contract. The Contractor’s employees shall not use offices, rooms, work areas, or any other undesignated areas for their use. When a task is completed, such employees shall immediately leave the area. Contract personnel shall not use or operate telephones, radios, computer terminals, or any other Government or privately-owned equipment or property without the express permission of the Hollings Marine Laboratory COR. The Contractor’s employees shall not disturb papers on desks, open desk drawers, or cabinets. Breaks shall not be spent in offices or room areas but only in the assigned rest areas. While waiting for transportation or while on work breaks, they shall not block or impede movement on ramps, doorways, corridors, or walkways.
IT Security Requirements: The Assessment and Authorization (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
The contractor will not access, store, process, or transmit government-privileged information. The contractor will not have access to any non-public government information, systems, and/or networks.
Work Schedules/Shifts: The Contractor shall accomplish all work for the Critical upgrade and replacement of the Automatic Transfer Switch for HML NMR between 0800 and 1630. Monday through Friday, excluding Federal Holidays. This allows the flexibility for the Contractor to schedule eight hours of work during a time when HML staff will be at the facility. If weekend work is required, a meeting with the CO of record and the HML management will be held to address the best way to accommodate that requirement, and the Contractor will be notified of the outcome of that meeting.
