Statement of Work

HML Duplex Fuel Pumps and Controls Upgrade NOAA Hollings Marine Laboratory 331 Fort Johnson Rd

Charleston, SC 29412

GENERAL

The Department of Commerce (DOC)/National Oceanic Atmospheric Administration

(NOAA)/ the National Ocean Service (NOS)/ Hollings Marine Laboratory (HML), located at 331 Fort Johnson Road, Charleston, SC is a federal research laboratory housing five (5) scientific business partners. The HML is a 117,000 square foot laboratory facility which includes laboratories, office spaces, a nuclear magnetic resonance (NMR) facility and an aquaculture facility.

OBJECTIVE

The Hollings Marine Laboratory has a requirement to replace the facilities two outdated and unreliable existing skid mounted duplex fuel pump sets, fuel monitoring system and all associated FSC controls. This system is located inside the buildings mechanical room on the first floor where the chilled water loop system is located. This duplex fuel pump set and controls, serve as the buildings Mission Critical Fuel Supply and should be kept to a comprehensive, integrated, project-matched fuel management system. The fuel pump system is responsible as the laboratories main supply source during loss of power for the backup diesel generators and dual fuel boiler system, providing critical applications when the buildings demand for the highest reliability and dependability is essential. The necessity to provide emergency backup electrical during the buildings loss of main power, relies on an efficient and uninterrupted fuel delivery system, that can functionally provide filtration, monitoring, and storage. Historically the current fuel transfer system has shown to be unreliable and this upgrade will reestablish increased reliability and mitigate any potential loss of significant research due to an inoperable fuel transfer system. The proposed replacement of the buildings fuel transfer system and associated equipment will extend emergency support system resilience and ensure the operational safety of the equipment and research.
