High Performance and Mid-range Workstation Purchase S.O.W.

1. Scope The following is a statement of work for NSWC-IHD, Nondestructive Evaluation (NDE) Branch. The NDE Branch requires two (2) high performance workstations for work with 3D models and computed tomography (CT) reconstruction data. These functions are very graphical and compute-intensive and therefore demand large amounts of memory (RAM), high-end hardware such as multi-core main processors (CPUs) and the latest graphics processing units (GPUs) to provide a smooth workflow. In addition, two mid-range computers are needed to support virtual reality (VR) training efforts.

2. Requirements

2.1. General Requirements

The Contractor shall provide two (2) identical high-end workstation PCs, the minimum technical specifications of which are listed below. The contractor shall also provide two (2) identical mid-range workstation PCs, specifications also below. All the workstations will be provided with wired keyboard, mouse and monitor.

The Contractor must provide technical support for a minimum of one year from purchase.

2.1.1. Packaging and Compatibility

The Contractor shall deliver the workstation with an OS preinstalled on all workstations, with a folder established on each with the raw install files which the government can burn to DVD/Blu-Ray or copy to external drive for backup/reinstallation purposes. The workstations shall be provided with either a Microsoft Windows 10 (64 bit) operating system or a Microsoft Windows 11 (64-bit) installation, as well as all required hardware drivers and configuration utilities.

2.1.2. Work Location Requirements

Due to NSWC IHD being a federal government, US Navy facility, support must be available via phone and email, as a direct external (via Internet) connection is not allowed. Therefore also, no remote assistance software may be installed.

2.1.3 Computer Hardware Requirements and Restrictions

No wireless radios shall be provided on any of the computers. This means no Bluetooth® items, Wi-Fi® or other transmitters installed/present anywhere (not just disabled in software). No cameras shall be provided, either built-in or attached via USB or other interface. A Trusted Platform Module (TPM) version 2 or higher is also required in all the computers, as well as a smart card reader (either built in to the keyboard or USB-connected). If not provided by the OEM hardware vendor, the Contractor shall source the smart card readers.

2.2 High Performance Workstation Minimum Specifications

The supplied high-end workstations must have the following minimum technical specifications (higher counts of cores, threads, RAM sizes, speeds, etc. are allowed):

· 1200 W, > 90% efficiency power supply

· Workstation-grade motherboard capable of supporting the following items

· 48 core or higher processor(s), with 96+ threads @ 2.5 GHz speed

· 256 GB DDR5 main RAM with Error Correcting Code (ECC)

· Video card: NVIDIA-based with at least 12GB onboard RAM and at least two HDMI or DisplayPort outputs

· GPU compute cards: 2x NVIDIA RTX-based with at least 24GB RAM each

· Boot drive: 1TB SSD

· Storage drives: 4x SAS, 4 TB ea., RAID 5 controlled

· Optical drive: internal or external (USB) optical Blu-ray/DVD/CD read/write (must be able to write 100GB double-sided, dual-layer Blu-Ray discs)

· UPS: double-conversion unit capable of keeping workstation and monitor up for 20 minutes after a mains power loss (expect to be at least 2 kVa but contractor will calculate and test this prior to delivery)

· Operating System (OS): Microsoft Windows 11 Pro

2.3 Mid-range workstation technical specifications

The two mid-range workstations shall have the following minimum specifications (again, higher performance or larger capacities, speeds, etc. are allowed):

· 800 W, > 85% efficient power supply

· Workstation-grade motherboard

· 16 core or more AMD Ryzen Threadripper PRO processor(s) @ min. 2.5 GHz clock speed

· 64 GB main RAM

· Video card: NVIDIA-based with at least 6 GB onboard RAM and two HDMI or DisplayPort outputs

· GPU card: NVIDIA-based with at least 6 GB internal RAM

· Boot drive: 1 TB SSD

· Storage drives: 2x SAS or SATA, 8 TB each, RAID 1 controlled

· Optical drive: internal or external (USB) optical Blu-ray/DVD/CD read/write drive

· UPS: line-interactive unit capable of keeping the computer and monitor up for 20 minutes after a mains power loss (contractor will size according to actual wattage used by computer and monitor under normal user activity)

· Operating System (OS): Microsoft Windows 11 Pro

2.4 Deliverables

Quantity 2 – High end workstations with specs as above in 2.2 Quantity 2 – Mid-range workstations with specs as above in 2.3 Quantity 4 – Documentation for each workstation, including license keys Quantity 2 – Split-style ‘natural’ keyboards, wired Quantity 2 – Standard 104-key keyboards, wired Quantity 4 – Optical wheel mouse, wired Quantity 4 – 27” class or larger, LED-backlit, IPS monitor Quantity 2 – double-conversion topology uninterruptable power supply (UPS) capable of keeping an above-described high-end workstation and monitor running for 20+ minutes upon loss of mains power Quantity 2 – line-interactive topology UPS capable of keeping an above-described mid-range computer and its monitor running for 20+ minutes upon loss of mains power

Quantity 1 – Minimum 1 year (12 months) phone/email support and software maintenance, commencing from day of arrival of physical hardware to NSWC-IHD for all computers.
