About this file

This document is a Statement of Work (SOW) for meteorological services at Cape Canaveral Space Force Station, focusing on determining the Effective Vertical Resolution (EVR) of the Vaisala MW51 sounding system. The project requires a contractor to observe and analyze weather balloon soundings using RS-41 Radiosondes attached to Jimsphere balloons, with a minimum of 10 and maximum of 20 paired soundings released nearly simultaneously within a 2-minute window.

The contractor will be on-site for up to four business days to collect sounding data and perform detailed analyses, including spectral analyses of unfiltered and filtered one-second wind data and 100-foot wind profiles. The deliverable is a comprehensive EVR report (CDRL A001) to be submitted within 30 days of receiving final data. The contract is associated with the Department of the Air Force Materiel Command Air Force Sustainment Center, with a performance period not exceeding 120 days after contract receipt or 30 days after final data delivery. The government retains unlimited rights to all data and deliverables from this requirement.

STATEMENT OF WORK (SOW)

FOR

309 SOFTWARE ENGINEERING GROUP (SWEG)

520 SWES/MXDPAD

Cape Canaveral Space Force Station (CCSFS) Meteorological Services

Hill Air Force Base, Utah

5 November 2025

1.0 INTRODUCTION

1.1 Purpose

The purpose of this contract is to determine the meteorological Effective Vertical Resolution (EVR) of the Vaisala MW51 sounding system at Cape Canaveral Space Force Station (CCSFS) for the Vaisala RS-41 Radiosonde attached to a Jimsphere balloon. The Government plans to release paired soundings (minimum 10 pairs, maximum 20 pairs). Each pair will consist of nearly simultaneous (within a 2-minute period) releases of radiosondes attached to a Jimsphere balloons.

1.2 Scope

The Contractor shall analyze the data from the soundings released at CCSFS, analyze data provided by the Government, and produce a report documenting the results of the analyses including EVR for the 100-foot data and spectral analyses.

1.3 Background

The Eastern Range is responsible for monitoring meteorological conditions prior to the launch of satellites, rockets, missiles, etc. The 520 SWES completed the installation and deployment of the new MW51 sounding system in August 2025. This system provides Lo-Resolution tracking. The next phase of the project is to add Hi-Resolution capabilities. Prior to deploying the Hi-Resolution, the EVR must be determined to ensure the MW51 system can meet the accuracy required for the Ranges wind measurements. The wind measurement is required and provides a go/no-go to all launches occurring on the Eastern Range.

2.0 DESCRIPTION OF WORK

2.1 The Contractor shall observe the soundings of Government weather balloons at CCSFS.

2.1.1 The contractor shall be on site for a maximum of four (4) business days to observe the release of Jimsphere weather balloons.

2.1.2 The contractor shall collect any associated sounding data with the release of the weather balloons in order to accomplish the tasks laid out in section 2.2 of this SOW.

2.2 The Contractor shall analyze data from the soundings and provide the Government with the EVR of the MW51 system for Hi-Resolution.

2.2.1 The Government will provide all data from soundings to the contractor as soon as possible; but no later than 5 days after sounding.

2.2.2 The Contractor shall analyze all sounding data provided by the Government and provide a report documenting the results of the analyses including EVR for the 100-foot data and spectral analyses (CDRL A001).

2.2.3 EVR analyses shall consist of the following a data points:

2.2.3.1 Using the one second unfiltered and filtered data and 100-foot wind profile data in the AFM files from standard MW51 balloon releases of the RS-41 Radiosonde performing the following analyses:

2.2.3.1.1 Maximum altitudes for all releases

2.2.3.1.2 Spectral analyses of the unfiltered and filtered one second u and v data

2.2.3.1.3 Spectral analysis of the u and v components from the computed 100-foot wind data

2.2.3.1.4 Using the averaged auto-spectral and cross-spectral data from all releases, determine the EVR of the MW-51 system

3.0 GENERAL INFORMATION

3.1 Period of Performance (PoP)

3.1.1 The PoP shall not exceed 120 days after receipt of contract or 30 days after the Government delivers the final balloon release data, whichever occurs later.

3.1.2 The Contractor shall be notified of sounding dates requiring travel in section 2.1.1 no later than 14 days prior to sounding.

3.1.3 Contractor shall deliver EVR report (CDRL A001) no later than 30 days after receipt of data from the Government.

3.2 Data Rights

3.2.1 The Government shall retain unlimited rights to all data and deliverables associated with this requirement.
