MIL-PRF-85045/33, /34, /35 MILITARY SPECIFICATION DESIGN
VALIDATION STATEMENT OF WORK
1.0 BACKGROUND
The Naval Sea Systems Command (NAVSEA)/Naval Surface Warfare Center, Dahlgren Division (NSWCDD), A31 is tasked with the military specification development/publication and subsequent design validation of the high density cable to MIL-PRF-85045/33, MIL-PRF-85045/34 and MIL-PRF-85045/35.
The MIL-PRF-85045/33, MIL-PRF-85045/34 and MIL-PRF-85045/35 specifications were published in May 2022 which defines all of the requirements the final qualified product shall meet for qualification/conformance testing.
Cable specimen (referred to as DUTs) will be produced with intent to meet each product: M85045/33-02, M85045/34-02P and M85045/35-02P. Optical monitoring is required for numerous qualification tests as defined in MIL-PRF-85045 and the contractor shall be able to support testing and monitoring.

3.0 REQUIREMENTS
The contractor shall build final design validation cable specimen and execute testing in accordance with the Military Specification of respective military specification sheets.
Contractor support services are categorized into three types:
“preparation”, “test”, and “post-test”.
3.1 During the preparation phase, the contractor shall:

3.1.2 Provide test procedures for review by the government
3.2 During the test phase, the contractor shall conduct the
tests identified below in accordance with the respective specification sheet:
For M85045/33-02 those tests include:
Visual and mechanical inspection, Attenuation, Point discontinuity, Low temperature flexibility (cold bend), Cable element removability, Cyclic flexing, Crush, Cable twist-bend, Tensile loading and elongation, Operating tensile loading, Dynamic bend, Corner Bend, OFCC kink, Cable jacket T&E, Cable shrinkage, Cable jacket tear strength, Ribbon strip ability, Ribbon twist, Ribbon delamination, Ribbon separation, Crosstalk, Electromagnetic effects, Jacket red light transparency, Temperature cycling, Temperature humidity cycling, Storage temperature, Temperature life (life aging), Fungus resistance, Flammability (60-deg), Thermal Shock, Flaming smoke generation, Acid gas generation, Halogen content, Toxicity index.
For M85045/34-02 those tests include:
Visual and mechanical inspection, Attenuation, Low temperature flexibility (cold bend), Impact (low temperature only), Hosing:
low pressure, Cable abrasion Resistance, Flame extinguishing and smoke generation.
For M85045/35-02P those tests include:
Visual and mechanical inspection, Attenuation, Point Discontinuity, Impact, Low temperature flexibility (cold bend), Cable element removability, Cyclic flexing, Crush, Cable twist-bend, Tensile loading and elongation, Operating tensile loading, Dynamic bend, Hosing LP, Hosing Hydrostat, Corner Bend, OFCC kink, Cable jacket T&E, Cable shrinkage, Cable jacket tear strength, Ribbon strip ability, Ribbon twist, Ribbon delamination, Ribbon separation, Crosstalk, Electromagnetic effects, Temperature cycling, Temperature humidity cycling, Storage temperature, Temperature life (life aging), Fungus resistance, Weathering, Thermal Shock, Flame extinguishing and smoke generation, Acid gas generation, Halogen content, Toxicity index.
3.2.1 During the test phase, the contractor shall do the
following in the event of a failure:
3.2.1.1 Record the failure data to quantify the failure.
3.2.1.2 Contact the government to determine impact of the
failure and if it is acceptable.
3.3 During the test phase, the contractor shall:
3.3.1 Support on site visits from NSWCDD to witness tests
3.4 Upon conclusion of test, post-test, the contractor shall:
3.4.1 Deliver DUTs to NSWCDD
3.4.2 Complete final Test Report and submit to NSWCDD for
review/comment/concurrence. Report shall be delivered no later than 30 days after completion of the last test.
3.5 The contractor shall perform all necessary pre-test and
post-test tasks to succesfully conduct tests.
*The contractor shall not perform any services outside of the initial pretest, test, and post-test activities identified. If any retesting is identified after completion of the initial tests, the contractor shall wait for the Contracting Officer to provide approval and subsequent contract modification prior to completing the additional testing.
*The Government reserves the right to modify this contract at a later date to cover additional test services identified during the initial testing in order to complete qualification of the test unit.
4.0 DELIVERABLES
4.1 The contractor shall submit a complete test report as
described in section 3.4.2.
5.0 GOVERNMENT FURNISHED SERVICES/MATERIALS
5.1 The government may provide (depending on test event) one
(1) to two (2) NSWCDD personnel that will witness the testing
5.1.1 Coordinate with the contractor to review and approve the test plan prior to test execution.
5.1.2 Acceptance of results and testing IAW the approved test plan.
5.1.3 Approval for any deviations from the approved test plan.
5.2 The government will coordinate with the contractor to
schedule the first testing event upon award of the contract.
5.3 The government will coordinate with the contractor to
schedule the retest event, if required.
5.4 The government will coordinate with the contractor to
modify the contract to cover retesting, if required.

All reports resulting from this contract shall contain the following disclaimer statement on the cover of such reports:
