DEPARTMENT OF HOMELAND SECURITY (DHS)
STATEMENT OF WORK (SOW)
For
HAZMAT Refill Cassette Kit
1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard (USCG) is the principle maritime service within DHS and acting in the role of Lead Federal Agency for Maritime Homeland Security (MHLS), has been tasked with identifying, protecting from, and disrupting maritime security incidents. In so doing, this tasking includes reducing US maritime vulnerabilities to possible terrorist incidents, to include attacks that employ Weapons of Mass Destruction (WMD) and conducting operations to prevent possible attacks.
A WMD terrorist incident is inherently a Hazardous Materials (HAZMAT) incident. Once initiated, a WMD can spread chemical, biological, or radiological contaminants. The simplest type of WMD is initiated by a blast and can release / spread toxic industrial chemicals and materials, radiation or chemical warfare agents. Coast Guard forces conducting operations involving a risk of WMD or significant HAZMAT contamination shall be equipped with personal protective, detection and decontamination equipment as required by Commandant Instructions.
Current Coast Guard Commandant Instructions require units to be outfitted with an allotted number Chameleon sets (1 armband and selected tickets) depending on unit size. Director of Operational Logistics (DOL), Mission Essential Personal Equipment Product Line (DOL-44) is responsibility for the fielding guidance and coordination of all chemical detection cassettes.
1.2 SCOPE
The scope of this contract is to establish a contract for standard HAZMAT Refill Cassette Kits.
1.3 OBJECTIVE
To establish an IDIQ contract for HAZMAT Refill Cassette Kits to be worn with Chameleon Armband (NSN: 6665-01-561-5542). The HAZMAT Refill Cassette Kit would provide protection during a WMD incident or HAZMAT incident.
By using a standard, commercially available HAZMAT Refill Cassette Kit that offers additional protection, we would improve safety and expand the potential identification of Toxic Chemicals in an operational environment. This would give Coast Guard members time to safely egress from contaminated environments by identifying Toxic chemicals that may otherwise be missed by the current Cassette configuration.
Additionally, a centralized contract for commercially available HAZMAT Refill Cassette Kits will concurrently reduce costs, ensure quality control, align with current training, and ultimately provide enhanced toxic chemical identification protection to Coast Guard members.
