1.0 Background
NASA Armstrong Flight Research Center (NASA/AFRC), which includes the AFRC Main Campus (MC) and AFRC Building 703, is NASA’s premier installation for aeronautical research and flight testing. The main Campus is located at Edwards, California on the western edge of the Mojave Desert 80 miles north of metropolitan Los Angeles. The Center, within the boundaries of Edwards Air Force Base, is on the northwest edge of Rogers Dry Lake, a 44-mile natural playa used for aviation research and test operations. AFRC Building 703 is located in nearby Palmdale, CA adjacent to Air Force’s Plant 42.
Activities at AFRC MC and AFRC Building 703 generate waste products, which pose potential hazards to personnel and the environment. These hazardous wastes and recyclables are generated from:
Aircraft servicing and de-servicing Ground support equipment maintenance Science programs Tank clean outs Spill cleanup
2.0 Objectives
The purpose of this document is to list and define contractor requirements for pickup, transportation, delivery, treatment, disposal, or recycling at a licensed and approved State of California Treatment, Storage, and Disposal Facility (TSDF) and/or out-of-state TSDF licensed and approved by the United States Environmental Protection Agency (EPA), for hazardous chemical wastes and recyclables located at AFRC MC and AFRC Building 703.
3.0 Requirements
The contractor shall provide the following:
All requisite documentation, transportation, and disposal services for hazardous waste chemicals and recyclables
Proper placarding for transport vehicles Waste profiling and application for acceptance at various approved TSDFs Preparation of land disposal restriction documents (as required) Preparation of Uniform Hazardous Waste Manifests, Non-hazardous Waste Manifests, Bills of Lading, and waste profiles for NASA/AFRC approval and signature Identify prohibited materials according to specified treatment standards and schedule treatment utilizing appropriate methods at TSDF(s) as required by Land Ban regulations Selection of California approved/certified recyclers and management methods for recyclable hazardous materials and waste No-cost and/or monetary return recycling of applicable materials and wastes Tank cleanouts and/or pump outs Emergency HAZMAT Services, to include a response time within two hours of notification.
All waste materials will be processed at a fully permitted and EPA approved facility. NASA/AFRC shall approve all contractor identified TSDFs in advance. Additionally, audit packages/reports of the last 5-years for all TSDFs shall be submitted to NASA/AFRC for review, prior to shipment of materials/wastes to any TSDF or recycling facility
In the event waste materials are transferred from a TSDF to a secondary treatment facility, the proposed final destination facility and disposal method shall also be provided to NASA/AFRC for approval.
Additional Requirements:
The Contractor shall coordinate site surveys of their facilities and equipment by NASA/ AFRC Safety, Health, and Environmental inspectors/auditors upon request
The Contractor shall provide environmentally sound services in the safest and most cost-effective manner
The Contractor shall maximize utilization of state approved recycling Centers; and to every extent possible, minimize landfill and surface treatment options/methods
The Contractor shall make every feasible effort to minimize the volume of waste being disposed by applying best packaging, segregation, and cross-contamination avoidance best practices
The Contractor shall provide empty and clean transport trailers/tankers If the contractor is required to provide metal cubic yard boxes (roll-off boxes) for the collection of materials/wastes; the Contractor shall provide lined, covered boxes in good condition (fit for intended use) and with operatable moving parts/mechanisms
The Contractor shall perform all pre-ship testing and field waste-stream verification, as required, for transporters (including, but not limited to Used Oil chlorination screening)
NASA/AFRC will be contacted immediately upon discovery of a Hazardous Waste Manifest or waste stream discrepancy. Under no circumstances will a discrepant hazardous waste shipment be transferred to another facility without NASA/AFRC approval.
4.0 Deliverables
Manifests: The Contractor shall ensure the TSDF returns a signed manifest for each shipment to NASA/ AFRC within 30 days, or as required by law. In addition, NASA/AFRC shall receive certificates of disposal and certificates of recycling within 60 days of the shipment date.
Training: The Contractor shall provide NASA/AFRC with verification/validation that all mandatory training requirements (according to all applicable Federal, State, and Local Regulations) governing the transportation of hazardous waste, have been met within 10-days of contract award and/or the Contractor’s acceptance of a contract. The training verification/validation will be required annually after initial submission, and/or upon the request of the Contracting Officer (CO) and/or Contracting Officer’s Representative (COR), for any reasonable basis such as a compliance review.
5.0 Period of Performance
The period of performance will be for five (5) years from date of award.
6.0 Travel
Emergency HAZMAT Services, to include a response time within 2-hours of notification.
7.0 Other Special Requirements and Considerations
Customer Service: The Contractor shall assign a single point of contact to act as the Service Representative for NASA/AFRC. The point of contact will coordinate pickup and shipment of hazardous wastes and/or recyclables, to a licensed TSDF and/or recycler. In addition, the Contractor shall provide all appropriate waste profiles (as applicable).
Health, Safety and Quality Requirements: See NFS 1852.223-72 Safety and Health (Short Form).
(JUL 2015). The Contractor shall have a documented, comprehensive and effective health and safety program with a proactive process to identify, assess, and control hazards and take all reasonable safety and occupational health measures to protect its employees, property, NASA/AFRC property, and the public from accidents or the results of accidents, consistent with standard industry practice in performing this contract.
Maintain Compliance: The Contractor shall regularly audit their facilities, field operations and equipment in accordance with their Safety and Health program to ensure compliance with all required regulations, facility permits, and policies. The Contractor shall notify NASA/AFRC when facility of vehicle licenses expire or are revoked and/or periods when required insurance policies are not in effect.
All spills and/or mishaps caused by the contractor during the performance of this contract must be cleaned up immediately and waste materials managed properly, at no cost to the government.
Transportation, Insurance, and Permits: All vehicles and drivers used to transport NASA/AFRC waste shall be properly insured, permitted and licensed to haul hazardous wastes.
