STATEMENT OF WORK (SOW)

Gyratory Compactor System

UNITED STATES COAST GUARD ACADEMY

School of Engineering & Cyber Systems

A. BACKGROUND

The Department of Civil and Environmental Engineering at the U.S. Coast Guard Academy requires the procurement of a new asphalt gyratory compactor to support the Civil Engineering Materials Laboratory. Of the department’s two existing compactors, one is inoperable and beyond repair, while the other has exceeded its service life with no replacement parts available. Additionally, its software is obsolete and incompatible with current network systems, preventing test results from being saved, printed, or integrated into laboratory reports. This equipment is essential for the instruction and hands-on training of cadets in asphalt materials testing and performance analysis. The new unit must meet ASTM and AASHTO standards, feature modern data acquisition capabilities, and be compatible with the Academy’s IT infrastructure.
