STATEMENT OF WORK

Transportable Horizontal Grinder Unit

TITLE OF CONTRACT

Transportable Horizontal Grinder Unit Purchase and Delivery

BACKGROUND

The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation’s concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would

· deplete State and local response inventories,

· generate surge requirements that would overwhelm commercial sources, and

· prevent unaffected States from providing significant help for fear of the threat crossing their borders

The NVS deploys equipment, materials, supplies and services to respond to animal health emergencies and to assist states with their responses.

Due to the slaughter plants’ workers becoming sick due to COVID-19, slaughter plants have had to close or remain partially open. This has caused a severe backup in the swine slaughter plants. Large numbers of livestock may need to be depopulated/euthanized leading states to request large horizontal grinder to be used to support their disposal operations.

TYPE OF CONTRACT

Initial unit A Firm-Fixed Price (FFP) contract vehicle will be used for the unit.

CONTRACT OBJECTIVE

The NVS seeks a contract to purchase a horizontal grinder unit for use during animal health emergencies or other situations where depopulation must be accomplished for humane reasons. The equipment will be used to grind, stabilize, and reduce volume of materials prior to composting or another disposal method.

GENERAL EQUIPMENT SPECIFICATIONS

· Delivery of fully functional equipment should be within 100 days of contract award.

· The units will be constructed such that they are portable. Portable by this standard is intended to mean the unit is transportable from one site to another by any conventional means. The locations where the technology may be used can range from farms on highways to locations on small country dirt roads which will be suitably stabilized to support the unit’s weight.

· The unit shall contain all subsystems required to operate the unit.

· The unit shall be able to withstand complete, stringent cleaning, decontamination and disinfection.

· The unit shall have the capacity to grind animal carcasses including dairy cattle. Preference will be given to system designs that can operate on locations where there may be one to tens of thousands of animals of various ages and sizes ranging in size and age from neonate to large adult.

· The unit shall operate in a safe and efficient manner.

· The horizontal grinder unit shall meet the following specifications:

· 700-800 HP engine

· In-Feed Conveyor to be equipped with a self-monitoring feed system and/or needs to be adjustable to a minimum speed of 10 feet per minute.

· Discharge Conveyor needs to be adjustable from 5 to 30 feet per second (a wider range is acceptable). The preferred speed is 7-9 feet per second.

· Feed Roller should have adjustable down pressure and/or float on top of material being fed to minimize material from being thrown backwards and to minimize material being dragged into the hammers.

· Screens must wrap at least 190 degrees around the rotor.

· The unit must be capable of reducing processed material to no greater than 3 inches in any dimension.

· The unit should be designed to minimize the time required to change screen size and must be capable of changing screens in the field

· A shield for the discharge conveyor that can be attached if needed

· Devices for catching/diverting metal at the end of the exit conveyor will be removed prior to use.

· Must have the appropriate screen sizes for a variety of outputs, including particles no greater than 3 inches in any dimension.

· System must be easily operated by inexperience personnel. All equipment must have sufficient directions (placards) provided so that an inexperienced person can walk through the set-up, operation, trouble shooting, and stopping of the equipment.

· The unit must have an impact release system for safety measures.

· The unit must be capable of withstanding temperatures of 120 degrees for cleaning disinfecting

FIRST ARTICLE TESTING AND APPROVAL

The vendor shall conduct a first article test to determine the operational effectiveness and suitability under realistic operational conditions. The characteristics/requirements that the first article must meet are specified in this SOW. (first article commonly referred to as production-representative or prototype)

The Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor.

Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government.

If the first article is disapproved, the Contractor, upon Government request, shall submit an additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article or select another first article for testing. All costs related to these tests are to be borne by the Contractor, including any and all costs for additional tests following disapproval. The Contractor shall furnish any additional first article under the terms and conditions and within the time specified by the Government. A notice of disapproval shall cite reasons for the disapproval.

The Contractor shall provide the Government any and all (Draft) technical manuals for review at the start of the first article test. Within 10 days after the contractor has been notified the first article has been approved, the contractor shall provide a delivery schedule for remaining systems at the location prescribed by the government. The Contracting Officer shall notify the Contractor, in writing, notifying the contractor to proceed in full-rate production.

If the Contractor fails to provide any first article on time, or the Contracting Officer disapproves any first article, the Contractor shall be deemed to have failed to make delivery within the meaning of the Default clause of this contract.

Hardware and software alterations that materially change system performance, including system upgrades and changes to correct deficiencies, shall undergo further testing and evaluation and must be accepted by the government.

NEW EQUIPMENT TRAINING

Upon delivery of the unit, provide one on-site training event that consists of: inspection, scheduled maintenance, set-up, operation, assembly, disassembly, maintenance, storage, transportation, and cleaning information and demonstrations. The one-day training event will be coordinated between the contractor and the COR.

Provide an agenda prior to conducting training. The specific location and number of trainees will be determined prior to the training event.

Provide training aids, common and special tools, and technical literature to each student.

TRAINING SUPPORT PACKAGE (TSP)

Provide a copy of the training support package that consists of the one-time new equipment training outline, presentation, and assessment.

Collaborate with the NVS on the need to develop any additional training products such as a leave-behind training support package or training link, manual, and/or thumb drive. The leave behind package should contain sufficient material to sustain operator proficiency.

Appoint a Training Manager who shall be the single point of contact (POC) for training. Ensure instructor(s) are:

· Able to read, write, speak, and comprehend the English language including technical language and terms associated with systems operation.

· Proficient in both the technical and non-technical aspects of the systems and in methods-of-instruction techniques.

· Proficient with all aspects of the systems operation and maintenance.

· Maintain appropriate staffing during the training session to ensure adequate supervision of student performance during classroom instruction, discussions, demonstrations and practical exercises.

· Provide the NVS a training roster of those in attendance.

WARRANTY

Provide one-year replacement at no cost to the Government on parts and units.

Assist in processing discrepancy reports, maintenance requests, warranty forms, quality deficiency reports, and equipment improvement recommendations.

TECHICAL MANUALS

Provide manual and/or technical drawings to diagnose, trouble shoot, address electronic error codes, fix, and restore systems on-site as well as deployed. Manual must include a spare parts and specials tools list.

Provide a copy of all documentation regarding inspection, scheduled maintenance, assembly, disassembly, operation, transportation, storage, and cleaning at time of initial delivery.

Provide the weight of the grinder.

· Provide an Operation, Service, and Parts Manual for the Power Generator.

· The Power generator shall meet all requirements for use in North America.

· Perform inspection and, or scheduled maintenance on a semi-annual or annual basis, as requested.

DELIVERY

The unit will be delivered the address listed below. Unit shall be fully offloaded from the transport vehicle, within 100 days of receipt of order.

RESPONSIBILITIES

The CO/COR or their designated representative may require the Industry Partner’s program or project manager to meet with the USDA officials, and other government personnel as necessary. The Industry Partner may request a meeting with the CO/COR or their designated representative whenever the Industry Partner’s technical or administrative personnel believe such a meeting is necessary.

The COR will accept, reject, or require corrections of deliverables:

In the event of rejection of deliverables, the COR will notify the contractor in writing within 5 days, the specific reason why the deliverable(s) is being rejected.

If for any reason a deliverable cannot be delivered within the scheduled period, the contractor will notify the contracting officer and COR in writing or by email, within 5 days detailing the cause of the delay and the proposed revised schedule. This notice will include the impact on the overall project. The contracting officer or COR will make a decision about the impact of the delay.

Provide discrepancy report for each delivery and provide a list of all items not provided at initial hand-off and still required; serial numbers of major components not provided; any lessons learned and recommendations.

Assist with property book transactions required to establish the initial accountability for each system delivered.
