1. SCOPE STATEMENT

The USDA-ARS Research facility at 3127 Ligon St, Raleigh, North Carolina seeks a contractor to replace fifteen hydronic unit heaters, install twelve horizontal airflow fans, and install/modify three intake louvers, and replace three doors throughout three greenhouses and one headhouse.

The hydronic unit heaters have deteriorated and require replacement. The heating capacity of the current unit heaters as designed is satisfactory for our purposes. Wiring between the breaker panels and disconnect switches is functional and does not require replacement, but wiring between the unit heaters and disconnect switch, including the disconnect switch itself, needs to be replaced.

Two greenhouses are without horizontal airflow fans and space temperatures are uneven, leading to unwanted cycling of the greenhouse temperature controls. Six greenhouse bays require two 20” horizontal airflow fans each to remedy this. Installation of these fans will require wiring between the fans and the normally closed exhaust fan relay inside the greenhouse controller’s contactor panel.

Two greenhouse bays are without intake louvers but are equipped with exhaust fans. Intake louvers with powered actuator motors need to be installed on the greenhouse walls opposite the exhaust fans. The exhaust fans are operated by a thermostat mounted on the inside wall of the greenhouse; the actuator motors can be wired to the thermostat to open whenever the exhaust fan is powered, but wiring needs to be installed between the actuator motors and the thermostats. Installation of intake louvers in these two greenhouses requires replacement of the adjacent sliding doors with outswinging doors. The current (sliding) door operation will be blocked by the intake louver assembly.

One greenhouse bay requires its intake louver system replaced to function the same as all other intake louvres. Intake louvers are functional, but it is desired that the actuator motors and associated apparatus be of same make and model installed on all other greenhouses.

No Government equipment or services will be available for use by the contractor unless specified in section 7.1.

1.1. Base Bid

The contractor shall provide a detailed proposal and cost breakdown for the entire project as specified in this statement of work.

The base bid shall include descriptive literature and written specifications for all materials and equipment included in the quote.

1.2. Site Visit

Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor is responsible for inspecting the site and ensuring compatibility of all materials and equipment.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM .

2. CODES AND STANDARDS

Applicable Codes and Standards apply and are not limited to the following:

ANSI - American National Standards Institute.

All work must meet all Local, State and Federal codes, and latest IBC codes where necessary.

3. PROJECT REQUIREMENTS

Scope of Work

The contractor shall:

• Provide all materials necessary to complete work; remove and dispose of all materials replaced.

• Remove 15 unit heaters and replace with new material. This includes the unit heater itself, structural connectors/hanging apparatus, wiring, conduit, disconnect switches, isolation valves, piping modifications, pipe insulation where necessary, and any other materials or methods necessary to facilitate proper installation. A schedule of current unit heaters can be seen on Page 3.

• Provide and install twelve horizontal airflow fans. This includes the fans, wiring, disconnect switches, hanging apparatus, toggle switches, and any other materials or methods necessary to facilitate proper installation. Fans shall be wired to the 2nd stage exhaust fan relay’s normally closed terminal, with a toggle switch allowing for circuit to be turned off. Fans shall operate unless the 2nd stage exhaust fan relay is energized, or toggle switch is in the off position. An example of this wiring scheme can be seen on site in Greenhouse 4.

• Install intake louvres on walls opposite exhaust fans Greenhouse 4, Bay 3, and Greenhouse 1 Bay 3; wire actuator motors to existing fan thermostats. Actuators shall http://www.sam.gov/portal/public/SAM open louvres any time the exhaust fan is energized and close when exhaust fan is de-energized. This includes louvers, motors, actuating apparatus, intake screen, wiring, conduit, modifications to greenhouse exterior panels, and any other materials or methods necessary to facilitate proper operation.

• Remove sliding doors adjacent to new intake louvers and replace with alumium, single light, outswinging 36” doors; make any modifications to door frame to assure proper fit and function.

• Replace the intake louver in Greenhouse 2, Bay 3 to contain the same actuating apparatus as all other greenhouse intake louvers. This includes louvers, motors, actuating apparatus, wiring, conduit, modifications to greenhouse exterior panels, and any other materials or methods necessary to facilitate proper operation. Example of desired louver actuator can be seen on site in any other greenhouse bay.

Specifications

• Replacement unit heaters in shall be of equal or greater (max 10% greater) BTU output and coated with baked on epoxy finish. Greenhouse unit heaters (vertical discharge) shall be equipped with cone type air diffusers. Headhouse unit heaters (horizontal discharge) shall be equipped with adjustable louvers.

• Any piping and pipe insulation installed shall be of material consistent with existing pipe and insulation.

• All piping shall be equipped with automatic air vent valves at each unit heater.

• Louvers for Greenhouses 1 and 4 (Bay 3 of each) shall be 36”x 72” nominal ( 2x J&D

MFG model VRGS36A-PS or equivalent).

• Replacement doors shall be outswinging, single light, aluminum doors consistent with other outswinging greenhouse doors. Doors shall be equipped with a locking mechanism and installed as to not interfere with, or be interefered by, operation of intake louvers or any other greenhouse systems. Frame modifications shall be made with aluminum bar stock, extrusions, plate, or other weather resistant metal.

• All conduit and wiring methods shall be suitable for greenhouse environments.

• HAF fans (Jaderloon UNIFLOW 2000 or equivalent) shall be 20” diameter fans hung from greenhouse rafters, hardwired to disconnect switches. New wiring shall connect to the normally closed 2nd stage exhaust fan (Cooling Stage 3) relay terminal. Fans shall operate whenever Stage 3 or 4 cooling is not engaged.

• All installation/modification practices shall be in accordance with national, state, and local codes and satisfy requirements of USDA ARS Facility Design Standards Manual 242.1
