About this file

This Statement of Work (SOW) details the abatement, demolition, and disposal of two unoccupied Indian Health Service (IHS) staff quarters located in Rosebud, South Dakota. The project involves demolishing Staff Quarters 35 (2,131 SF, one-and-one-half story) and Staff Quarters 36 (3,422 SF, one-story), with specific requirements including hazardous material abatement, utility disconnection, foundation removal, site cleanup, and earthwork. The contract has a 270-calendar-day performance period, with work hours from 8:00am to 5:00pm Monday through Friday, and potential weekend work available upon request.

The project is part of a Sources Sought Notice (IHS-SS-25-1512710) targeting Indian Small Businesses Economic Enterprise (ISBEE), Indian Economic Enterprises (IEE), or Other Small Businesses, with the primary NAICS code 238910 (Site Preparation Contractors). The demolition is necessitated by the structures' poor condition, which poses risks to public health and fails to meet safety standards. Contractors must comply with Rosebud Sioux Tribe Tribal Employment Rights Office (TECRO) requirements, including a 4.5% fee on the total contract price and submission of weekly certified payroll reports. Invoices will be processed through the Invoice Processing Platform (IPP), and the government will provide a fixed-price payment upon project completion and acceptance.
