About this file

This is a Statement of Work (SOW) for the F-16 SAASM/EGI Program's fielding support for EGI/INS GPS Receiver Card Upgrade (GEM VII-2 Installation) for F-16C Pre-Block (30/32) Aircraft. The SOW requires a contractor to upgrade up to 200 Embedded Global Positioning System/Inertial Navigation System (EGI) units with new Global Positioning System Embedded Module (GEM) VII-2 receiver cards at seven Air National Guard (ANG) and Air Force Reserve Command (AFRC) locations, including Atlantic City, Buckley, Homestead, Joint Base Andrews, Tucson, Nellis, and Kelly.

Key requirements include developing an Acceptance Test Plan, conducting pre- and post-modification functional tests, performing configuration management, managing cybersecurity, and providing various technical reports. The contractor must travel to each location, upgrade EGIs, and handle up to 20 additional spare units. The period of performance is 12 months after receipt of order, with the primary objective of replacing existing GEM II receiver cards with GEM VII-2 cards to improve anti-jamming and anti-spoofing capabilities for F-16 aircraft. The government anticipates awarding a contract to Honeywell Aerospace under FAR 6.302-1 authority, with a focus on technical support and equipment upgrades.

1. SCOPE

This Statement of Work (SOW) outlines the requirements for upgrading the Global Positioning System Embedded Module (GEM) receiver cards within the Embedded Global Positioning System/Inertial Navigation System (EGI) installed on Air National Guard (ANG) and Air Force Reserve Command (AFRC) Block 30/32 F-16C aircraft. This project supports the Program Definition and Risk Reduction Phase (PDRRP) and encompasses program management, human engineering, and logistic support planning.

1.1 BACKGROUND

The Selective Availability Anti-Spoofing Module (SAASM)/EGI Program updates the Embedded Global Positioning System/Inertial Navigation System (EGI) units in Block 30/32 F-16C aircraft with an improved GEM VII-2 receiver card. This upgrade fulfills anti-jamming and anti-spoofing requirements outlined in Air Force Instruction (AFI) 1067 SAASM/EGI (28 Jun 2013). The GEM VII-2 receiver card, replacing the existing GEM II receiver card and adding SAASM capabilities, was procured under previous contracts. The goal, following successful testing and acceptance of the GEM VII-2 receiver card upgrade, is to secure Department of Defense (DoD) approval for fielding and to deploy a Contract Field Team (CFT) using performance specifications and program plans developed under this SOW.

1.2 LOCATIONS OF ANG AND AFRC BLOCK 30/32 F-16C AIRCRAFT

The table below details the current locations and quantities of Air National Guard (ANG) and Air Force Reserve Command (AFRC) Block 30/32 F-16C aircraft slated to receive the GEM VII-2 receiver card upgrade. It is important to note that the aircraft numbers and locations listed represent the current inventory and are subject to change due to ongoing operational requirements and force structure adjustments. While some aircraft may be temporarily unavailable due to depot maintenance or other reasons, the scope of this Statement of Work (SOW) requires that all identified Block 30/32 F-16C aircraft ultimately receive the GEM VII-2 upgrade.
